Minutes for February 23, 2011 Selectmen’s Meeting

Selectmen’s Meeting Agenda
  • Call to Order
The meeting was called to order at 7:03p.m.



  • Pledge of Allegiance


  • Approval of Prior Meeting Minutes
Selectmen Meeting Minutes February 16, 2011.
Approved 3-1-1. Selectman Harmon was absent from that meeting.  Selectman Burns is absent this week.



  • Discussion held between 5:00 & 7:00 p.m.
The Board discussed dedication of the Town Report, and talked with the Treasurer about some employees who have life insurance but no medical and who will pick up the cost of it.

At 5:30 Frank Guidi met with the Selectmen to discuss the 457 Plan.  There are no plans at this time to make changes to it.

At 6:00 the Board met with Jan & Brent Hill from the Historical Society.  They gave an informative update on progress at the EMA Building at Buxton Center, and what is coming in phase two.



  • Review of Correspondence
  • Email from Penny Booker, Budget Committee Chair – Re:  Next Tuesday’s budget meeting will be recorded, not live.
  • Email from Buxton-Hollis Historical Society – Re:  Re-Purpose of Hanson School.
There was a brief discussion about a petition that is being circulated.  Selectman Harmon sent it to the attorney to ask what the correct wording should be if the Board should put an article on the warrant because they are asking for a dollar figure to go with that.



  • Review of Projects and Issues
Selectman Libby reported that there have been a few more requests to have property valuations re-evaluated and assessments reviewed.  Bob & Tim Gingras are working on that.  He spoke about the Budget Committee meeting he attended last night and said we have an excellent Budget Committee.

Selectman Emery talked about some of the discussion that went on at the Twelve Town Group Meeting he attended Monday night.  He has also been looking over budgets that are in to prepare for upcoming meetings.

Selectman Senechal attended the Hanson Re-Purpose meeting and was impressed by the characteristics and features of the building.  She reported that she has been reading mail, handling day to day issues, and working on budgets.

Selectman Harmon said the Board needs to have a Workshop.  The Selectmen agreed to meet for a Workshop Monday night at 5:30.  They will begin reviewing Department Head budgets starting with Code Enforcement, and Public Works.

Selectman Harmon said this is a busy time of year.  She has been dealing with day to day issues; things that come up, correspondence, and she said this is budget time.

The Selectmen are accepting sealed bid proposals for Auditing Services until 4:00 p.m., March 14, 2011.  All proposals must be in a sealed envelope clearly marked “Proposal for Auditing Services”, and shall be addressed to the Board of Selectmen, Buxton Municipal Office, 185 Portland Road, Buxton, Maine 0-40093.  Contract documents and specifications for the Request for Auditing Services may be obtained from the Buxton Municipal Office by calling Debi Rix, Town Treasurer, at 929-5191.  This information is posted on the Town’s website.

E.O.101102015 – An order to approve an Application for Veteran Exemption [Map 10 Lot 50-1].
Approved 4-0-1.

E.O.101102016 – An order to approve John Myers’ attendance at a Vital Statistics Workshop.
Approved 4-0-1.

E.O.101102017 – An order to appoint Michael A. Robinson to the position of Pleasant Point Park Trustee to be effective until December 31, 2013.
Approved 4-0-1.

E.O.101102018 – An order to allow John Myers to carry forward 26.75 hours of vacation time.
Approved 4-0-1.

E.O.101102019 – An order to approve 19.5 hours vacation time for John Myers.

  • Other Business
Kelly Weymouth, President of Bar Mills Rescue Association, and Kim Field, their Treasurer, presented three additional AED Units to the Buxton Police Department.  Kelly said the Association purchased three units in 2003 for the Buxton Police and those units have been used a lot.  The police are often the first responders.  The AED Unit is used to give a shock to a patient who is in cardiac arrest, and hopefully bring them back to normal.  The money used to purchase these units came from donations in memory of loved ones who were lost and the Bar Mills Rescue Association felt that the best way to return that to the community was by donating these units that can be used to save lives.

Chief Grovo thanked them for the generous donation to the Police Department.

Selectman Harmon also expressed appreciation on behalf of the Board of Selectmen.

  • Public Comments and Questions
Police Chief, Mike Grovo, shared some statistics.  He reported that from February 8, 2011 through February 14, 2011 they had 303 calls.  Valentine’s Day was the busiest with 65 calls that day.
Chief Grovo talked briefly about snow melting and re-freezing and asked everyone to be careful.
