Minutes for January 26, 2011 Selectmen’s Meeting

Selectmen’s Meeting Agenda
  • Call to Order
The meeting was called to order at 7:01 p.m.

  • Approval of Prior Meeting Minutes
Selectmen Meeting Minutes January 19, 2011.
Approved 5-0.


  • Discussion held between 5:00 & 7:00 p.m.
One of the discussions the Board had was pay increases for part-time employees and what to direct the Department Heads to factor into their budgets.

At 5:30 the Board met with an applicant for the Budget Committee vacancy.  They were impressed with the applicant and will do an Executive Order later on in the meeting.

At 6:30 the Board met with Charlie Colgan from the Muskie School of Public Service at USM.  They are doing a research project for GIS mapping and they are interested in helping the Town of Buxton by doing free GIS mapping for the Town.  This will be in conjunction with the State Office of GIS to make sure their mapping is consistent.  Fred Farnham was in on the discussion as well.

  • Review of Projects and Issues
Selectman Libby said this week he finished the growth factor report for 2009-2010.  It has to be turned in to the County by the end of January.  It was mailed out today.  Selectman Libby said there is an unbelievable amount of correspondence that comes in.

Selectman Burns said he attended the SAD 6 Budget Meeting last Thursday evening.  He shared details about the budget process and he said they will allow people from the public at certain intervals in the meetings to ask questions and make comments as time permits.  He plans to attend as many of the budget meetings as possible and encouraged others to do that also.  Selectman Burns spoke at the meeting and encouraged them to allow enough time before the final vote on the budget so that Towns can have at least one meeting where they can discuss the budget and share information with the public.  He told the committee that is what Buxton would like to have happen.

Selectman Emery said he tried to come in every day he could to get updates on things going on during the week.  

Selectman Senechal reported that she reviewed the 16 bills the Maine Municipal Association has put forth for the Legislative Agenda.  They are specifically geared toward municipalities.  She said there do not appear to be any that will have a big impact on the Town of Buxton

Selectman Senechal said she met with the Recreation Director this week and went over revenue and income.  All programs are running in the black and she thinks a good job is being done.

Selectman Senechal said she has been looking at the Fee Schedule that was given to the Board last week.  She has been comparing our fees to what other towns charge and said she will have some recommendations to make.

Selectman Senechal thanked those who have made donations to the Keep the Heat On program.  She said money is coming in and the Town is serving our needy, elderly people.  Some communities around us have run out of money.   We are fortunate that it has not happened in Buxton.

Selectman Harmon reported she has been in and out of the office this past week and has been dealing with day to day things.  She talked about the storms we have had and thanked the Public Works crew for the good job they have been out there doing.

E.O. 101101022 – An order to approve an Application for a Veteran Exemption for [Map2 Lot 98D].  Approved 5-0.

E.O.101101023 – An order to abate Personal Property for Case Number 13423, in the amount of $1,109.79.  Approved 5-0.

E.O.101101024 – An order to approve Leave without pay for Ruth Scheibenpflug.
Approved 5-0.






  • Executive Orders by Initiative
E.O.101101025 – An order to appoint Melissa Jordan to the Budget Committee effective until June 18, 2011.  Approved 5-0.



  • Accounts Payable and Payroll Warrants
E.O.101101020– An order approving expenditures as documented in Accounts Payable Warrant #30-11.

  • Next Meeting of the Board
Comprehensive Plan Meeting Thursday, January 27, 2011 at 6:00 p.m.  This meeting will be held in this room and it will be televised.  Steve Walker from Beginning With Habitat will be here to discuss key resources present in Buxton.  The meeting will be open to the public.

Selectmen will meet for a Workshop Monday, January 31, 2011 at 5:00 p.m.

Selectmen’s Meeting Wednesday February 2, 2011 at 7:00 p.m.



  • Other Business
Selectman Burns said the next school budget meeting will be held Thursday, February 3, 2011 at 5:00 p.m., at Central Office .for those who are interested.







  • Public Comments and Questions
There were no comments or questions from the public.
Selectman Burns reminded everyone about the ambulance subscription.  He encouraged those who have thought about it to participate.  He said those who subscribed last year were sent a mailer this year.  If someone did not receive the mailer, they can call the Town Office and we will mail one to you.
