Minutes for December 8, 2010 Selectmen’s Meeting

Selectmen’s Meeting Agenda
  • Call to Order
The meeting was called to order at 7:00 p.m.

  • Approval of Prior Meeting Minutes
Selectmen Meeting Minutes November 17, 2010.
Approved 3-0-2.  Selectmen Robert C. Libby and Peter E. W. Burns were not here for that meeting.

Selectmen Meeting Minutes December 1, 2010.  Approved 4-1-0.Selectman Clifford L. Emery was not here for that meeting.



  • Discussion held between 5:00 & 7:00 p.m.
At 5:00 the Board went into Executive Session pursuant to 1 M.R.S.A. 4056A for a personnel review and came out of Executive Session at 5:35 p.m.

The Board discussed ending the part time employment of Rusty Pinkham as a part time mechanic and several positions due to expire on Committees.  Selectman Harmon sent letters to each of them.



  • Review of Correspondence
  • Email from Myranda McGowan with Southern Maine Regional Planning Commission – Re:  Public Works Meeting December 9, 2010 at Sanford Town Hall.
  • Emails from Saco River Cable Committee – Re:  SRC-TV in the Portland Press Herald and Franchise Update.

  • Review of Projects and Issues
Selectman Libby has been working with the Tax Collector on some real estate accounts, handling lots of correspondence, and he attended the Workshop Monday night.

Selectman Burns said there has been a lot of correspondence and a Workshop Monday night.

Selectmen Emery has been catching up on a lot of email and he attended the Workshop Monday night.  He said a couple of residents attended the Workshop and asked some good questions.

Selectman Senechal reported the Workshop was very good and she felt the Board accomplished a lot. She said they are thinking into the future on some issues.

Selectman Harmon provided more details on items covered in the Workshop.  The Board will be setting up a Special Town Meeting after the first of the year to reconcile some accounts that were overdrawn in the last fiscal year.  The Board decided to wait on the PACE Ordinance because the rules have not been adopted by the State yet and there are some unanswered questions on it.  They discussed the upcoming budget process, a letter from USM regarding GIS mapping, the Town’s audit, and a lot of other issues.  The Selectmen discussed the old Town Garage and what they are going to do with that.  Selectman Emery will get an estimate on demolition.  They also talked about the removal of the antenna.  Selectman Harmon said it was a very productive Workshop.

  • New Business
Selectman Emery read a message from the Governor’s office saying that flags will be flown at Half-Staff on Saturday, December 11th in honor of PF C Buddy W. McLain who died November 29th while serving in Afghanistan.
Selectman Harmon mentioned the annual Christmas Tree Festival at the Bar Mills Community Church next week and talked about the Toy Box moving into the large conference room December 9-21.  The next Selectmen’s Meeting will occur in their office.  It will not be live but it will be recorded.

  • Executive Orders
E.O.101112015 – An order to approve the Energy Efficiency updates for the Bar Mills Fire Station. The estimated cost for the updates is $1700.  Approved 5-0.

E.O.101112016 – An order to approve 8 Hours Vacation Time for Tashia Geaumont. Approved 5-0.

E.O.101112017 – An order to approve John Myer’s attendance at a Meeting with MTCCA Vital Records Committee with the State Office of Vital Records.  Approved 5-0.

E.O.101112018 – An order to approve 8 Hours Personal Leave for Bruce E. Mullen.  Approved 5-0.

  • Next Meeting of the Board
Planning Board Meeting Monday, December 13, 2010 at 7:00 p.m. in the small conference room.
Selectmen’s Meeting Wednesday, December 15, 2010 at 7:00 p.m. in the Selectmen’s office.  This meeting will not be televised live but it will be recorded.

  • Other Business
Selectman Harmon reminded everyone that the Wreaths Across America ceremony will be held at 11:30 a.m. this Saturday, Dec. 11, 2010 at South Buxton Cemetery.

Selectman Senechal thanked people who have come in with donations to Keep the Heat On and also the Bar Mills Community Church for money donated from the luncheon they put on last week.



  • Public Comments and Questions
Police Chief Mike Grovo commented on the old Public Works Garage and the Tower and quote from Maine Radio.  He asked for a copy of the original quote from Peter Pinkham to set the Tower so he can update the cost.  There was some discussion about where the tower will go, the Tower Ordinance, and the height of the tower.  Chief Grovo said the old tower is still in excellent shape.  

Chief Grovo encouraged people to attend the Wreaths across America ceremony and updated the Board on progress with narrow band for Town radios.  He said Police, Fire and EMA are all set for narrow band.  Public Works needs to be done and he will talk with David Pinkham about that.

Selectman Harmon reminded everyone the Selectmen’s Meeting next week will be in the Selectmen’s Office.  It will be recorded but not live.  She said the Toy Box is in motion and thanked people for their generosity and donations.

Motion made and seconded to adjourn the Meeting at 7:25p.m.  Approved 5-0.
