Minutes for October 20, 2010 Selectmen’s Meeting

Members Present: Jean C. Harmon, Robert C. Libby, Peter E. W. Burns, Clifford L. Emery, and Dianne M. Senechal.

Members of the Charter Commission present:  Andrew Townsend, Dianne Senechal, Jennifer Barschdorf, Daniel Collomy, Judith Sjulander, B rent Havu, & Larry Miller.

Others present:  Dennis Sweatt, Olive Collomy, Steve & Lori Anthony, Carl Anderson, David Anderson, Michael Schools, and Dennis Santolucito,

Public Hearing

Chairman Harmon called the Public Hearing to order at7:05p.m. by reading the Notice of Public Hearing regarding the Charter Amendment question for the November 2, 2010 Special Town Meeting, Article 2.  Shall the municipality approve the Charter revision recommended by the charter commission?

Selectman Harmon asked if there were questions from the Public.  Residents asked questions about the wording of the Article, discussed specific revisions, and expressed personal opinions on changing to a Town Manager form of government.

Committee member Dan Collomy read the Minority Report that was recorded.  He noted that the vote on the Charter Commission was 5 for, and 4 against hiring a Town Manager.  

Each Charter Commission member and each of the Selectmen gave a personal opinion on the Charter revision.

The hearing was closed at 9:20 p.m.

The Meeting was called to order at 9:25 p.m.

  • Approval of Prior Meeting Minutes
Selectmen Meeting Minutes October 13, 2010.
Approved 5-0.



  • Discussion held between 5:00 & 7:00 p.m.
At 5:30 the Board had resident Mark Smith in regarding his private road issue.  The Board hopes they are all in agreement as to how that is going to be handled.  Chief Mike Grovo is going to b e working with him as well.
At 6:00 the Board went into Executive Session pursuant to 1 MRSA 4056A for an employee review.  The Board came out of Executive Session at 7:02 p.m.
The Board discussed an SUV purchase request from the Police Chief using drug forfeiture money, and they also discussed the Toy Box and whose responsibility it will be since the Selectmen’s secretary is new this year.

  • Review of Projects and Issues
Selectman Libby is continuing to work on property tax questions, abatements, and supplements.  

Selectmen Burns was sick most of the week.

Selectman Senechal was on vacation.

Selectman Harmon was in all week. She said there have been questions about tax bills and assessment.  The Selectmen dealt with three of them yesterday and one today.  She has been dealing with phone calls and other day to day issues.  She also mentioned the Board will be doing abatements that are coming up.

  • New Business
A Rabies Clinic has been scheduled for Saturday, December 4 from 1:00 – 3:00 p.m. at the Public Works Garage.  The Board will provide more information as the date gets closer.

Bar Mills Rescue & Buxton Community Days are sponsoring a Halloween Benefit Dance at the Roost on Chicopee Road on Saturday, October 30, 2010 from 8:30 p.m.to 12:30.  Tickets are $10/person or $18/couple.  There will be a 50/50 raffle and a Door Prize.  For tickets & reservations call Kim at 727-5838.



  • Executive Orders
E.O.101110018 – An order to approve the hiring of Michael Schools as a Camera Operator at a pay rate of $13.27 per hour, effective October 18, 2010.
Approved 5-0.

E.O.101110019 – An order to amend the Pets in the Workplace Policy to prohibit pets in Town owned buildings.
Approved 5-0.

E.O.101110020 –An order to adopt a Personal Leave Policy for all full-time employees, effective October 20, 2010.
Approved 5-0.

Pleasant Point Park Committee Meeting Thursday, October 28, 2010, at 6:00 p.m. in the small conference room at the Town Hall.



  • Other Business
The Town will be hosting a flu shot clinic October 22, 2010, here at the Town Office from 1:00 – 3:00 p.m.

The Board received a Notice from the Maine DOT.  This is a notice of availability for public comment.  It is posted at the Town Hall.  Maine DOT is seeking public comment on the following projects to be considered for inclusion in the federally required 2010 – 2013 statewide transportation improvement program.  Buxton has two projects; Buxton Road beginning at Route 202 and extending to Broad Turn Road and Route 22 beginning at Broad Turn Road extending to Route 202.

Selectman Harmon read the Pets in the Workplace Policy that was adopted.  She said the part that was amended was prohibiting pets brought in to any Town owned building.

Selectman Harmon read the Personal Leave Policy.

Selectman Burns reported that the Notice for the Ambulance Subscription Program was
sent out so people can now pay for a 2011 subscription. He encouraged all residents who have received it to fill it out and send it in if interested.
