Minutes for July 14, 2010 Selectmen’s Meeting

The Meeting was called to order at 7:05 p.m.

  • Approval of Prior Meeting Minutes
Selectmen Meeting Minutes July 14, 2010.  
Approved  3-0-2.  (Selectmen Peter Burns and Robert Libby were absent).



  • Discussion held between 5:00 & 7:00 p.m.
Tasha Geaumont, Recreation Director, gave the Board an update on Summer Rec and Community Days.  She also asked the Board to consider changing her position to Parks and Recreation because she is heavily involved in working with the Parks.  
At 5:15 p.m. the Board went into Executive Session pursuant to Title 1, MRSA 4056A to discuss a personnel issue.  They came out of executive session at 5:46 p.m.
At 6:00 p.m. the Board met with a resident regarding an ongoing issue.





  • Review of Correspondence
  • Email from Sharon Leahy-Lind, Maine CDC—Re: Red Tide Poisoning Health Advisory.
  • Phone message from a resident—complimenting the Town on having a fine Public Works crew.

  • Review of Projects and Issues
Selectman Libby reported meeting with the Police Union Friday.  Their talks are coming along well and they have just a couple of issues left to handle.

He also reported talking with Florida and Power and Light about the assessment of Skeleton Dam.  We share this with Dayton.  He said we are not about to change anything but they have been going over the numbers anyway.

Selectmen Burns reported attending a meeting with Saco River Cable TV regarding the Franchise Agreement.  He is hopeful they can wrap things up at another meeting tomorrow at 7:00 p.m. and be ready to submit the agreements to Time Warner.

Selectman Cliff Emery reported on the well issues.  The original well drilled for the Public Works Department, and the well that served Town Hall and the Transfer Station have to be filled.  Cliff said he will work with D.E.P. on that.  He asked the Public Works Director to contact someone for a quote which came back at $3,500 which is less than he thought it would be.  The Board will go with that and hopes this is the end of our water issues.

Selectman Dianne Senechal reported she met this week with the Solid Waste Department.  She is speaking with all department heads to learn about their budgets, how the money is spent, and what their issues may be.

She is also working with Efficiency Maine.  She called them about two weeks ago and they are ready to do a free audit but the Board has to discuss which building they want to have audited.  That will be used as the template for the rest of the buildings.  The Board needs to Workshop.





Selectman Senechal reminded us the Charter Commission will hold a Public Hearing July 29, 2010, at 7:00 p.m., on the Proposed Draft Charter.  Public Notices have been placed in the Press Herald on July 12, 19, 25 & 26. , and on Saco River Cable TV.  She said copies of the Proposed Draft Charter are available at several businesses around Town, the libraries, and the Town Office.  If anyone wants to comment but cannot make the meeting they are urged to send comments through the Town website.  They would like to have any comments you may have.

Selectman Jean Harmon reported on the ongoing Police Union negotiations.  Their next meeting is scheduled for July 27.

Selectman Harmon said we are still looking for an Editor for the Buxton News.  It has not been published for a couple of months because there is no editor.  The position is still open and she urged anyone who might be interested to contact us.

Selectman Harmon also reminded us the Board is still looking for people who might be interested in taping meetings a couple hours a week or more.  We currently have three people doing it but Jeremy Harmon will be leaving for college in about a month.  We would like to get someone else trained before he leaves.

Selectman Harmon reported we are waiting for the results of the water test to come back.

She also reported receiving an Email from Caroline Segalla, Comprehensive Plan Committee.  They are planning to set up a booth at Community Days on July 24, 2010 to provide information to the public.  They asked us for supplies.  They also asked if the Board will appoint Cyrus McCall to the Committee.

The Selectmen will discuss the appointment at their Workshop on July 19 and will report back to Caroline Segalla after the Workshop.

E.O.101107005—An order to approve Greg Heffernan’s attendance at a Food Composting Workshop.    Approved  5-0-0.

E.O.101107006—An order to approve 16 hours Vacation Time for Bruce E. Mullen.
Approved 5-0-0.

E.O.101107007—An order to allow Bruce E. Mullen to carry forward 16 hours of Vacation Time to be used before November 18, 2010.    Approved 5-0-0.

  • Public Comments and Questions
Mae Schumacher wants to remind everyone about Community Days July 23-24th.  The parade will start at 10:00 a.m., and she said it is bigger than last year.  We have over 73 participants.  This year Plummer’s Supermarket is participating.  They will be pushing shopping carts collecting non-perishable food items for the Food Pantry.  She urged folks to come with non-perishable food donations.  Mrs. Schumacher also reminded us about the Ladies Pan Toss.  She said it is a lot of fun and there is no charge to do it which makes it even more enjoyable.  The winner will receive a $50 gift card for a manicure and pedicure.  This event is for ladies only.

If anyone wants to be in the parade, they should contact Mae Schoemacher.
