Minutes for August 11, 2010 Selectmen’s Meeting

Members Present:  Jean C. Harmon, Peter E. W. Burns, Robert C. Libby, and Dianne Senechal.  Selectman Clifford L. Emery was absent.

Others Present:  Daniel Collomy, Jack Hanna, and Dennis Santolucito.



Selectmen’s Meeting Agenda
  • Call to Order
The Meeting was called to order at 7:03 p.m.


  • Pledge of Allegiance
  • Approval of Prior Meeting Minutes
Selectmen Meeting Minutes August 4, 2010.  
Approved  4-0-1.  (Selectman Senechal was absent last week).  


  • Discussion held between 5:00 & 7:00 p.m.
There was no one on the agenda.  The Selectmen discussed a memo that our Public Works Director sent regarding a tree removal on Spruce Swamp Road that is actually down across the stream.  He was wondering if the Board would notify the landowner if we could have the tree removed so it does not create a dam issue and cause problems with the bridge.  The Board is addressing it and Fred Farnham is going to ask the landowner if we can cross the property to get to the problem so they can remove the tree.
The Board talked about the repair to Engine 6 needed because the pump portion of it failed.  The Board looked at last year’s accounts making sure that some expenses that were charged to last year that really should be charged to this year were taken care of.  They were also looking for carry-forwards.
Selectman Harmon said that the South Buxton Cemetery Association sent the Board a copy of their letter to Narragansett Number One Foundation.  Narragansett Number One gave them a grant for improvement in the Woodman part of the cemetery.  They sent pictures of the work that was done and thanked Narragansett Number One for the grant.  Without it the work would not have been done.



  • Review of Correspondence
  • Emails from Patrick Bonsant, Manager Saco River Cable TV—Re:  Groveville Fire Station Award Ceremony on vimeo.com/srtv., and Bonny Eagle High School 2010 Graduation on Saco River Cable TV.  Last showing will be August 16, 2010.  Copies are available for purchase at $12.00 each.

  • Review of Projects and Issues
Selectman Libby took a couple of days off this week and has been catching up on correspondence.

Selectman Burns said it was a slow week.  He has been reviewing correspondence.

Selectman Senechal said last Thursday she met with the Energy Auditor from Efficiency Maine and told the Board she was extremely pleased with the audit he did at the Bar Mills Fire Station.  He met with her then they went to the station.  He looked at everything from the refrigerators, to the air conditioners, the lights, computers, washers, dryers, the doors, anything that was left on, and even the light that magnifies the flag pole.  Selectman Senechal said she was super pleased with what she saw him do and she is waiting for the report to come back to share with the Board to see what kind of energy savings we might be able to get from that particular fire department.

Selectman Senechal said she happened to be here today when a lady came in.  Hilda Lynch said she is interested in being the editor for the Buxton News. She believes Hilda would be really qualified to do it.  She does the Minutes for the Planning Board now and worked in the past as a Guidance Counselor at the High School.  Selectman Harmon said Hilda is also a representative of the School Board.  

Selectman Senechal reported that the D.O.T. is ready to do their Public Hearing on Route 112 here in Buxton.  We just have to confirm the date of September 7.

Selectman Harmon reported that she also took a few days off but has been in every day.  She said things will begin to start gearing up.  We will have the D.O.T. Public Hearing, tentatively set for September 7th.  She encouraged anyone who might be affected by that or anyone who is interested to please attend the Hearing.  She said the meeting will be recorded as well.


Selectman Harmon reminded the public that the Board is still looking for someone to help record meetings.  Her son Jeremy will be heading off to college in a couple of weeks and the Board is looking for someone to take his place.  It would be not just the Selectmen’s Meetings but we also have Planning Board meetings, Appeals Board meetings, the Charter Commission and then as we head into winter the Budget Committee meetings.  If anyone is interested it will typically be a couple hours a week.  The person will be trained and the equipment is fairly simple to use.  Anyone who is interested should contact Bev Gammon, the Selectmen’s Assistant.  Please give her your information and the Board will get in touch with you.  Les Volland who had stepped back a little bit is now stepping back into the position to fill in until the Board can find someone.  It does pay, it is just a couple hours a week, and the Board is still looking for someone.  



  • Old Business
Sick Bank Policy—The Board needs to review it again, streamline it.  With some taking time off the Board has not been focused on it but will be doing that within the next couple weeks.

Tax Collector’s Job Description –The Board is still in the process of working on the second draft and hope to have that done for everyone to review and get that off the agenda.

E.O.101108009 – An order to allow Krystal Dyer to carry forward 32 hours of Vacation Time to be used by November 25, 2010.  Approved 4-0-1.

E.O.101108010 – An order to approve 8 hours of additional work time for Sue Myers for the week ending August 14, 2010.  Approved 4-0-1.



  • Accounts Payable and Payroll Warrants
E.O.101108007 – An order approving expenditures as documented in Accounts Payable Warrant #06-11.    Approved 4-0-1.

  • Next Meeting of the Board
Charter Commission meeting Thursday, August 12, starting at 7:00.
Selectmen’s Meeting Wednesday, August 18, 2010 at 7:00 p.m.

Twelve Town Group Meeting Monday, Aug 16, 2010 at 6:30 p.m.  Those meetings are held at the Waterboro Town Hall and they are open to the public.

  • Public Comments and Questions
Selectman Senechal said the Charter Commission tomorrow night will be discussing the information heard from the public at the Public Hearing that was held July 29th.  If anyone is interested that discussion is going to take place tomorrow night.
