Minutes for June 9, 2010 Selectmen’s Meeting

Members Present: Daniel T. Collomy, Robert C. Libby, Linda W. Pulsoni and Peter E. W. Burns.  Jean C. Harmon was absent.

Public hearing was called to order at 7:00 p.m. There were no questions or comments from the public or the Selectmen and the Hearing was closed at 7:03 p.m.

Selectman Libby stated he is working on the numbers for the impact of the State’s reduction of revenue sharing.  He stated the numbers are being revised and after Saturday we will know what the tax rate should be.
Selectman Burns stated he is working on the Franchise Agreement.
Selectman Linda Pulsoni expressed her appreciation and thanks for all the support she received during her term.
Selectman Dan Collomy stated he is working on the road maintenance system.  He said he is up to 85 miles and will keep doing it.  He talked about the 2000 gallon holding tank and explained the alarm that indicates the tank needs pumping has not gone off in the past month and a half.  Selectman Libby said there was a question about whether or not that is the proper tank. He stated that Selectman Harmon spoke with the engineering company and they verified the proper tank went in and was put in place properly.  Selectman Libby said this is directly from the engineering company.

        Selectman Burns read the results of the election and reported a 31.37% turnout.

Tasha Geaumont gave a presentation of projects going on throughout the Town.  The town received a $1500. Grant for Town Farm Park.  The purpose of the grant was for skin cancer prevention.  The decision was made to build a 10’x 20’ pavilion, a roof with no sides, so that residents have a place to get out of the sun/rain.  The $1500. will be used for materials.  Town employees and volunteers will build it.

Work has been going on at the parking lot on Town Farm Road to address the large overflow of cars parking on either side of the road that created a dangerous situation for children.  David Anderson took care of paperwork and hired a local contractor to cut the lot.  When the Public Works Department had a few hours at the end of the day they removed stumps, chipped brush, and leveled the lot.  They brought in recycled concrete.  Johnny Pompeo and James Fitz rented excavators and bulldozers at a great discount.  By doing this lot in house we estimated a savings of $40,000.  The parking lot is now open for use

Last fall the dug outs and shed at Town Farm were marked with graffiti.  The buildings have been painted and a finish applied to repel graffiti.

Work is also being done to reconnect trails from the Town Hall to the landfill and Town Farm Park.  A bridge has been built.  Ed from the Transfer Station helped with this project as well as Public Works.  When the trail leading to the park dries out, more materials will be brought in.

Tasha Geaumont encouraged everyone to use the new trails so you can see how wonderful Town Farm Park looks.

  • Public Comments and Questions
Robert Elwell asked how the vote went on the school budget process.  Selectman Burns said the process is the same; there will still be two votes.  It has not been determined yet when the voting will be held.  Many want it held in June.  Mr. Burns said many surrounding towns vote on the budget in June.

Mr. Elwell asked if there is an Engine Break Law for trailer trucks   Selectman Libby said there is signage for Braking in Groveville and on 112.  Mr. Elwell asked if we could do something about it.

Steve Anthony asked Selectman Collomy a question about the protocol on not being re-elected and asked if Dan will have to relinquish his seat on the Charter Commission.  Selectman Libby said the Town attorney is looking into it.
