Minutes for May 12, 2010 Selectmen’s Meeting

The Meeting was called to order at 7:00 p.m.

  • Approval of Prior Meeting Minutes
Selectmen Meeting Minutes May 5, 2010.  Approved 5-0.

  • Discussion held between 5:00 & 7:00 p.m.
Discussion with John and Brenda temporarily handling the General Assistance duties.
Discussion with Debbi Rix regarding direct deposit.

  • Review of Projects and Issues
Selectman Libby reported the State is working on Route 4A, Portland Road.  The pot holes are being fixed and the road will be shimmed after.

Selectman Collomy reported that he is working on trying to straighten out the private and public roads in town.  He is actually driving the public roads to determine how many miles of Town roads we have.  Town roads should have green signs and private roads should have blue road signs.  There has been some mixed up and the private roads are slowly getting blue ‘private road’ signs above the existing road sign.

Selectman Pulsoni reported that the Selectmen had interviews on Friday night and Monday night.  Candidate’s night is Tuesday, May 18 at 7:00 p.m. here at the Town Hall.

Selectman Burns reported that he attended a meeting at SRCTV last Thursday night.  There will be a Public Hearing regarding Cable TV on Saturday, May 22 from 10:00 – 12:00 noon.  Some viewers are concerned that they lost channels with the switch from analog to digital.  Time Warner can move any channels.  Public Access channels are available and Time Warner is obligated to provide viewers with a box if necessary.

Selectman Harmon reported the FEMA representative was here this week to help with the paperwork.  Interviews were held Friday and Monday night.  Selectman Harmon followed up with questions to Deluca Hoffman.

Antenna at Buxton Center --  Friday there was a meeting to put the pieces together.

Designated Smoking Areas – Ready to be done.

Public Work Garage Floor Sealing – Waiting for Deluca Hoffman.

Sick Bank Policy --  Will hold Workshop to review.

  • New Business
Experiencing some audio problems.  Working with SRCTV.  There is an issue on their end and ours.  Need new microphone cables and will be having it looked at Tuesday.

E.O.091005006 – An order to approve 12 hours of vacation time for Fred Farnham.
Approved 5-0.

E.O.091005007 – An order to accept the ‘Letter of Retirement’ from Dianne Senechal effective May 21, 2010.  Approved 5-0.

E.O.091005008 – An order to appoint Suzanne Shorter to the position of Municipal Excise Tax Collector effective until canceled.  Approved 5-0.

E.O.091005009 – An order to appoint Suzanne Shorter to the position of Motor Vehicle Agent effective until canceled.  Approved 5-0.

E.O.091005010 – An order to approve 8 hours of vacation time for John Myers.  
Approved 5-0.

E.O. 091005011 -  An order to approve 16 hours of vacation time for Greg Heffernan.

  • Other Business
A Candidate’s Night has been scheduled for 7:00 p.m. May 18 here at the Municipal Building.  All candidates running for an elected office are invited to participate.  The West Buxton Public Library is hosting the event.  
  • Public Comments and Questions
Keith Emery reported that J. T. Lockman from SMRP will be here at the Public Hearing on May 24.  Regarding town signs, Public Works can’t replace the signs because of the cost and replacement will be slow.

Dennis Sweatt did not understand changing the Tax Collector position from elected to appointed.  Selectman Harmon stated the reasons.

Dennis asked if everyone had been paid that worked on the garage.

Dennis asked about valuations.  He was told everyone is over appraised on properties.  Selectman Libby stated that multi-family properties are depreciated faster than others.  The Town can change values but the tax rate would increase in a year or two.  Assessing values per the State is at 101%.

Chief Grovo reminded everyone that we have had several crashes and he thanked the Fire Department for their help.  Cooperation of departments when needed is very helpful.  Chief Grovo stated that his staff will be working on speeders and people need to slow down.  The Police will be handing out tickets.
