Minutes for May 5, 2010 Selectmen’s Meeting

  • Call to Order
The Meeting was called to order at 7:00 p.m.

  • Approval of Prior Meeting Minutes
Selectmen Meeting Minutes April 28, 2010.  Approved 4-0-1 (Selectman Libby was absent)

  • Discussion held between 5:00 & 7:00 p.m.
Robert Elwell was in and brought up the subject of ISO rating and where does the Fire Department stand on the issue.  Other discussions were cows, job applicants, interviews and the turnout for the SAD #6 budget voting.

  • Review of Projects and Issues
Selectman Libby reported he has been working on assessing valuation issues and reviewing 70 resumes.

Selectman Collomy stated he was also reviewing resumes.

Selectman Burns reported that he attended the SAD #6 Budget Meeting on Thursday, April 29 at the Middle School.  He reported that 22 residents from Buxton attended.  Selectman Burns has also been reviewing resumes and he will be attending a Saco River Cable Meeting on Thursday, May 6 at 7:00 p.m.

Selectman Harmon reported that she attended the SAD #6 Budget Meeting last week.  It was reported that there were 259 ballots cast in the school election in Buxton.  In Buxton, Article 1 the school budget failed; Article 2 budget validation referendum also passed in Buxton.  The Selectmen do not have all the official votes, but they believe the school budget passed.

Selectman Harmon reported that she had heard from a resident regarding videoing for the meetings and maybe an Editor for the Buxton News.

Selectman Harmon stated that the Selectmen will be interviewing on Friday night and Monday night for the Selectmen’s Assistant position.

  • Other Business
A Candidate’s Night has been scheduled for 7:00 p.m. May 18 here at the Municipal Building.  All candidates running for an elected office are invited to participate.  The West Buxton Public Library is hosting the event.  

Selectman Burns read the Notice of Public Hearing for the Cable Television Franchise Renewal to be held at the Buxton Town Hall on Saturday, May 22, 2010 from 10:00 – 12:00 noon.

  • Public Comments and Questions
Charlie McNutt wanted to clarify the fundamental reason and his purpose for proposing cuts to the school budget.  Mr. McNutt stated that the administration and school consistently carry forward 5.3 million each year.  This year 2 million is being carried forward.  Taxes are assessed on the amount of the budgets and to have an excess each year in the school is unacceptable.  Mr. McNutt proposed $400,000 be reduced in the budget and be spread over all 17 articles.

Mr. McNutt stated that the whole budgeting process is flawed and they will eventually end up using all the money to balance the budget and will have nothing.

Mr. McNutt also stated that the 4-day referendum process is not true.  He said it is absurd and there is no time for a Board of Selectmen’s meeting and he requested that the towns get together to inform the school that they need another week or so to do the voting in June.

Robert Elwell asked Selectman Harmon if she had the answer to his question of last week regarding the tank that was installed if it was the tank that was specified in the original plans.  He also wanted to know how many times the tank had been pumped out in the last year.

Robert also wanted the ISO rating for the Town looked at as he stated that his insurance company had received a form from one insurance carrier regarding the class rating.  Robert stated that if something could be done it would help every resident of town.

Robert stated that the whole district budget voting process stinks as the voter does not know what they are voting on.

Robert asked about the questions that could be asked at the Saco River Cable Hearing.  Selectman Burns stated that no question could be asked about channels or the pricing.

Keith Emery stated that next Monday night, May 10 there will be a Public Hearing on the Ordinance changes and the following meeting will be the Shore land Zoning maps.  It was noted that there will be a member from So. Maine Regional Planning in attendance.

Representative Hunt stated that the Legislature wrapped up in April and he had received some calls on the shore land zoning from residents on Mary Jane Road.  Representative Hunt thanked the people who voted in the school election.  

The Selectmen asked Representative Hunt if he could look into road repair for Route 4A.
