Minutes for April 14, 2010 Selectmen’s Meeting

The Selectmen reported that they held a Workshop on Monday, April 12th and met with the Budget Committee on Tuesday night.

Selectman Pulsoni reported that the Public Works Department had painted a smaller truck to match the others so the fleet would look the same.

Selectman Harmon reported that the representative from FEMA that was going to be at the Town today has rescheduled to April 28.  He will be meeting with the Town Treasurer to go over the paperwork.  Selectman Harmon reported that the Internal Control Document has been completed and will be voted on tonight.  It was also reported that the Fountain on Fountain Street which had graffiti had been cleaned.  There is still graffiti on buildings at Town Farm Park and Berry Library.

Last week it was reported that a filter system had been installed on the water system.  The sodium taste has increased and the water will be tested again.

  • Old Business
Antenna at Buxton Center – Police Chief Grovo stated that he will be meeting with Maine Radio and Mike Sullivan and they will be finalizing the needs and who will be doing what.

Designated Smoking Areas – Done, needs to be presented to the Board.

Public Works Garage Floor Sealing – Selectman Harmon has spoken with Deluca Hoffman to get the job completed.

  • Executive Orders
E.O.091004010 – An order to extend the time request of the Charter Commission for a period until July 15, 2010 to complete all the requirements of the preliminary plan pursuant to 30-A MRSA section 2103 subsection 5C.  Approved 3-1-1.  (Selectmen Pulsoni, Libby and Burns voted ‘yes’, Selectman Harmon voted ‘no’ and Selectman Collomy abstained.)

E.O.091004011 – An order to decline the offer of the S D Hanson School as presented by MSAD #6 in their letter dated January 13, 2010.  Approved 5-0.

E.O.091004012 -- An order to appoint Peter Gordon to the position of Deputy Code Enforcement Officer effective until April 30, 2011.  Approved 5-0.

E.O.091004013 -- An order to appoint Peter Gordon to the position of Deputy Building Inspector effective until April 30, 2011.  Approved 5-0.

E.O.091004014 -- An order to appoint Peter Gordon to the position of Deputy Plumbing Inspector effective until April 30, 2011.  Approved 5-0.

E.O.091004015 -- An order to appoint Fred A. Farnham to the position of Code Enforcement Officer effective until April 30, 2011.  Approved 5-0.

E.O.091004016 -- An order to appoint Fred A. Farnham to the position of Building Inspector effective until April 30, 2011.  Approved 5-0.

E.O.091004017 -- An order to appoint Fred A. Farnham to the position of Plumbing Inspector effective until April 30, 2011.  Approved 5-0.

  • Other Business
The Town Office will be closed on Monday, April 19 to observe the Holiday.  The Transfer Station will be closed on Tuesday, April 20th and will be open to the public on Thursday, April 22nd.

Selectman Harmon wanted to clear up any misunderstanding if anyone had watched the Charter Commission Meeting last week as a comment was made by one member of the Charter Commission about the Board of Selectmen.  Selectman Harmon stated that there was nothing shady about the manner in which the Board of Selectmen was proposing an amendment to the Charter to change the Tax Collector position from elected to appointed.

  • Public Comments and Questions
Superintendent Lukas and Mr. Svetlichney, Chair of the Budget Committee gave a presentation of the 2010-2011 proposed budget for Maine School Administrative District 6.  The Superintendent presented the district goals as they prepared the next budget.  Overall the budget is decreased by $343,414 over last year’s budget which was $42,933,425.  The 2009-2010 budget was $42,933,425.  The Superintendent described the pieces that compose the budget and the accomplishments by grade level.  Maintenance projects were discussed and needs that have been identified but are not included in the proposed budget.  Carry forward money and a town by town comparison of each town’s share of the budget was presented.  The Superintendent is presenting the budget at each Town and the District Budget meeting will be held at the Middle School Gym on April 29 and the validation referendum voting will take place in each town on May 4th.
