Minutes for December 2, 2009 Selectmen’s Meeting

Others Present: Greg Heffernan, Olive Collomy, Steve & Lori Anthony, Dennis Santolucito, Keith Emery and Peter Pinkham.
Selectmen’s Meeting Agenda – 7:00 p.m.
The Meeting was called to order at 7:01 p.m.
- Approval of Prior Meeting Minutes
- Discussion held between 5:00 & 7:00 p.m.
5:00 p.m. – John Myers & Sue Myers – discussed Tax Collectors hours and hours worked verses pay.
6:00 p.m. – Caroline Segella – discussed Comprehensive Plan Committee and how to get more public involvement. It was suggested that Caroline put a notice on the Saco River Community Cable station. One member of the Comprehensive Plan Committee resigned and a replacement is being sought.
6:30 p.m. – Greg Heffernan – provided an update on what is happening at the Transfer Station.
The Selectmen also discussed the hours for the day before Christmas, December 24th and decided to keep the Town’s scheduled work hours 8:30 – 4:30 p.m.

- Review of Projects and Issues
Selectman Libby reported that there is not much going on at the Town Office and he is getting caught up.
Selectman Pulsoni notified the public that the Recreation Director coordinated a Thanksgiving Dinner for the employees and the Community Cares folks before Thanksgiving. It was a wonderful dinner and the food was all prepared by the employees.
It was also reported that there is about one-half the participation in the Rescue Subscription program as there was last year. Now is the time to sign up for 2010.
Selectman Pulsoni defined the Community Cares Program for the public. It is a Program run through the Police Department where elderly folks call the Dispatch before 9:00 a.m. to report in. If a member does not call in, a Police Officer is dispatched to check on the individual to make sure they are ok.
Selectman Harmon reported that there have been some issues with the oil deliveries and the Town is beginning to look elsewhere for fuel service.
Selectman Harmon also reported that the Wreaths Across America ceremony will take place on December 12 at noon at the So. Buxton Cemetery. It is a wonderful ceremony and is an educational opportunity.
Public Works Garage grinding – The grinding is complete. Some water did run under the doors in the back, but it was a hard driving rain. Next phase is the floor sealing.
Antenna situation at EMA building – The Police Chief has met with the owner of the tower at Buxton Center and Maine Radio needs to look at the tower. Selectman Harmon reported that she has spoken to Sheridan Bennett and Sheridan still needs an antenna for the EMA building.
Installation of Plexiglas in front office – Looking at designs
Repair Church Hill Salt Shed – The metal around the base of the shed is rusting and the plywood needs to be replaced.
The Festival of Trees starts December 6 at the Bar Mills Community Church on Hermit Thrush Drive. Anyone can decorate a three. If you are interested please call 929-8283 or email buxtonge@yahoo.com.
Selectman Pulsoni reported that the Town had purchased turkeys for the employees and saved approximately $200 by providing Turkeys at Thanksgiving rather than Christmas.
E.O.091012003 – An order to allow Dianne Senechal to ‘Carry Forward’ 8.60 hours of vacation time to be used before March 1, 2010. Approved 5-0.
E.O.091012004 – An order to approve an Application for Exemption from Local Taxation for Widow, Widower, Minor Child or Widowed Parent of a Deceased Veteran for [Map 4, Lot 58-A]. Approved 5-0.
E.O.091012005 – An order to approve an Application for Veteran Exemption for
[Map 2, Lot 84]. Approved 5-0.
E.O.091012006 – An order to approve an Abatement for Real Estate taxes for fiscal year 2009 in the amount of $126.72 for [Map 4, Lot 45A]. Approved 5-0.

Charter Commission Workshop Thursday, December 10, 2009 at 6:30
The Buxton Toy Box is accepting applications. Applicants can apply Tuesday, and Thursdays between 1:30 – 3:00 p.m. and Friday morning from 9:00 – 11:00 a.m.
The Charter Commission is accepting Resident Surveys through December 9, 2009. Surveys can be picked up at the Town Office.
On December 7 the School Board is holding a public meeting at the Middle School to gather input for the next budget for the SAD 6 school system.
- Public Comments and Questions
Selectman Harmon reported that the Free Thanksgiving Dinner at the Pythian Sisters Hall was very successful and those that helped with the dinner were thank for their hard work.
Keith Emery stated that there was a subdivision approved and one house lot was re-sized. He wanted to know how that lot issue should be resolved. Selectman Libby indicated the surveyor that had performed the work should be contacted to settle the property line.
Greg Heffernan stated that the E-waste rules will be expanded on January 1 and will include printers and Xboxes and there will be a $3 charge for disposal.
The Christmas Holiday will not interfere with the waste pick up. The Transfer Station hours will be the same as every other week during the week of Christmas.
Disposal of Christmas Trees will be free.
The Transfer Station accepts leaves and grass in the concrete corral. Kindling wood is also available in a separate bin and is available to the public. The public is not allowed to get into the bin to retrieve wood.
There are always winter clothes available at the Share Shop. The Town’s website at www.buxton.me.us has valuable information regarding recycling and everyone is urged to use this resource.
Dianne Senechal reviewed the Keep The Heat On program and thanked the Saco Valley Civic Association and the Buxton Center Baptist Church for their donations to the Keep The Heat On fund.
