The Meeting was called to order at 7:00 p.m.
- Approval of Prior Meeting Minutes
Selectmen Meeting Minutes October 28, 2009. Approved 4-0-1.
- Discussion held between 5:00 & 7:00 p.m.
- Discussion with John Myers regarding changing an elected position to an appointed position.
- Discussed installation of Plexiglas in the front office
- Discussed the grinding at the new Public Works Garage and authorized Selectman Collomy to contact Deluca & Hoffman

- Review of Projects and Issues
Selectman Libby reported that it had been a slow week except for the voting that took place on Tuesday. Selectman Libby reported that he was very pleased with the outcome of the Excise Tax and Tabor issues.
Selectman Collomy reported that he has been in touch with the Clerk of the Works for the Public Works building regarding the billing. Selectman Collomy reported that Mr. Hoffman did not realize that bills were going out. Selectman Collomy stated that if they cannot get the contractor to fix the problem, they will get someone else to do it.
Selectman Collomy thanked everyone that worked on the election and thanked everyone that voted. There was a total of 3,652 votes cast including absentee ballots.
Selectman Burns reported that he was in Saturday and Town Hall was busy. Selectman Burns read the results of how Buxton voters voted on all seven questions. 58.52% of registered voters turned out to vote in Buxton.
Selectman Pulsoni reported that people were registering to vote at 7:00 p.m. on Tuesday night. She reported that Fire Chief Bruce Mullen will be at the Selectmen’s Meeting on Wednesday, November 18th. Selectman Pulsoni also reported that many people are watching the Selectmen’s Meeting on TV and they are finding it very informative.
Selectman Harmon reported that Fire Chief Bruce Mullen had done some research on the Rescue Subscription program in other towns that surround Buxton and provided information from Lebanon, Standish and Waterboro. All of the surrounding towns have different fee schedules for seniors, single adults and families. Selectman Harmon felt Buxton’s fee schedule for the Rescue service was in line with other communities.
Town owned property for sale – the Town will re-examine the issue and decide when to go out for rebid.
Public Works Garage grinding – Selectman Collomy is working with Deluca & Hoffman
Antenna situation at EMA building – Police Chief Mike Grovo will meet with the owner of the tower at Buxton Center after Thanksgiving
Installation of Plexiglas in front office – Issue is being discussed.
Selectman Harmon read the Warrant for the Special Town Meeting which will be held at 7:00 p.m. on November 18th.
E.O.091011003 – An order to allow Keith Emery to ‘Carry Forward’ 10 hours of vacation time to be used before February 16, 2010. Approved 5-0.
E.O.091011004 – An order to approve the removal of an existing utility pole and replace with a new pole 30 feet northwest in line and setting new anchor 30 feet west of new pole on Long Plains Road to provide better clearance to Pleasant Ridge subdivision. Approved 5-0.
E.O.091011005 – An order to approve an Application for Veteran Exemption for [Map 11, Lot 3]. Approved 5-0.
E.O.091011006 – An order to approve 8 hours of vacation time for John Myers.

York County Community Action is still taking applications for fuel assistance through the LiHeap Program. Applicants must pay their own heat and not live in subsidized housing. To make an appointment, call 1-800-965-5762.
The Charter Commission has Resident Surveys available at the Town Office and on the Town’s website and is requesting input from the public on Buxton’s form of government and any changes the residents would like to see made to the Town’s Charter. All Surveys should be returned to the Town Office by December 9, 2009.
Wednesday, November 11th is a Holiday and the Town Office will be closed.
The Buxton Toy Box will start taking applications on Tuesday November 17. Applicants can apply Tuesday, and Thursday between 1:30 – 3:00 p.m. and Friday morning 9:00 – 11:00 a.m.
There will be a free Thanksgiving dinner served at the Pythian Sisters Hall in Buxton Center on Thursday, November 26 starting at noon.
The Town Office will be open on Wednesday, November 25 from 8:30 – 4:30. There will be no evening hours that week.
- Public Comments and Questions
David Anderson gave a short update on what was going on at Town Farm Park. He thanked John West for the great job he did with the lawn care work. Mr. West did an excellent job and he is welcome to do the job another year. Electricity is now available at the storage facility at the Park. It is timely as the field is being used for the soccer program. David felt the lighting offered a little bit of security. David also thanked Dave DesRuisseaux for the electrical work he did at the Park.
The parking area has been mapped out and the area will be 45 feet with a buffer of trees on the road. Basil Townsend will be removing the trees over the winter months.
David reported that the Town has a Town Parks & Public Lands Ordinance which prohibits the discharge of fire arms on Town property except for law enforcement personnel. David also reminded the public that all parks are open from sunrise to sunset.
Dianne Senechal stated that a local dental office is participating in the free dental care program in York County. The Dentist is Dr. Lopez at 440 Narragansett Trail and the free dental care is open to the public who do not have a dentist starting at 8:00 a.m. to 4:00 p.m. The service is offered on a first come first served basis.
Dianne stated that applications for the Buxton Toy Box will start at 1:30 on November 17th. Applicants were reminded to bring a drivers license and a utility bill for proof of residency. The applicant’s children must reside in Buxton to be eligible.
Carroll Park has new dug outs for the children and the roof of each dug out has been constructed by volunteer help with the project overseen by David Spencer. A thank you to all the volunteers who helped with this project.
Dianne reminded the public that the Resident Survey forms that were distributed for the Charter Commission can be completed and dropped off at the Town Office or mailed before December 9th.
Police Chief Mike Grovo reported that the Town had received two reports of speeding on Route 202 near the Buxton Hollis line. There have been some near accidents with the school busses and the Chief has asked his officers to patrol in that area during the time the busses are dropping off children. The Chief reported that they were very busy on Halloween and had extra officers on duty.
