Minutes for September 16, 2009 Selectmen’s Meeting

Members Present:  Jean C. Harmon, Daniel T. Collomy, Robert C. Libby, Linda W. Pulsoni and Peter E. W. Burns.

The Meeting was called to order at 7:00 p.m.

  • Approval of Prior Meeting Minutes
Selectmen Meeting Minutes September 2, 2009.  Approved 5-0.
Selectmen Meeting Minutes September 9, 2009.  Approved 4-0-1 (Selectman Burns was absent)
  • Discussion held between 5:00 & 7:00 p.m.
The Selectmen reported that they discussed the Excise Tax Initiative and how the City of Bangor was handling the issue.  They also discussed the layoff situation at the County and the fact that the County has asked Buxton for Police backup in an emergency.

Selectman Libby reported that he is working on the Municipal Valuation reports for the State.
Selectman Collomy reported that the contractors will begin working on the water problem at the garage.
Selectman Burns reported that last Wednesday he attended the session hosted by MMA regarding the Excise Tax Initiative and the Tabor II Initiative.  The Excise Tax question will be on the November ballot.  If it passes, it will take effect on January 1, 2010.  If the Excise Tax question passes the Town of Buxton stands to loose about $250,000 between January 1 – June 30 2010, the remainder of this fiscal year.  It is projected that Buxton will loose approximately $500,000 per year if the Excise Tax question passes.  The Town did not budget for this loss in the middle of a fiscal year.
Selectman Burns stated that Tabor II is even scarier and has more to do with losses that the State will encounter.  Selectman Burns said that he will speak more on that issue later.
Selectman Pulsoni reported that the Selectmen have been invited to a luncheon at Drummond and Woodsum on September 22.  Selectman Pulsoni reported how nice the front of the Town Office building looks with the undergrowth of trees cleaned out by the Buxton Garden Club.
Selectman Harmon reported that she has been working on the Carry Forwards and a Workshop will be scheduled once all the information is in.  Some accounts will have to be reconciled.

E.O.091009016 – An order to approve 8 hours of vacation time for Bruce E. Mullen.

E.O.091009017 – An order to approve 6 hours of vacation time for Fred Farnham.

E.O.091009018 – An order to approve the hire of Mark Coosard effective September 10, 2009 at a pay rate of $10 per hour.  Approved 5-0.

  • Other Business
Hazardous Waste Day is Saturday September 26 from 10:00 a.m. – 2:00 p.m. at the Buxton Transfer Station.  This event is for Buxton residents only and only residential hazardous waste will be accepted.
Reminder the Maine Board of pesticides Control is urging Mainers to sign up for free disposal of banned, unusable pesticides.  Preregistration for this free pesticide collection is required by September 25.  To register call 287-2731 or go to www.thinkfirstspraylast.org.
Saco River Community Television has activated the VIMEO.COM site for the replay of the Buxton Selectmen’s Meetings.  To access the meetings on line use vimeo.com/srctv.  The Town’s website also has a direct link to the site and can be accessed by clicking Selectmen Meeting Video on the Board of Selectmen page.
  • Public Comments and Questions
Keith Emery reported that the Planning Board will have a Workshop on Monday, September 21 regarding the Shoreland Zoning maps.
Chief Grovo stated there have been several new laws take effect and he reviewed some of them.  The State’s Sex Offender law has been changed to 750 feet.  Which means the Town’s Ordinance is no longer valid as it states 1,000 feet.
There is another law that states if a driver is distracted while driving and creates an accident and it is a reportable offense, the driver can be ticketed.  Distractions can be a cell phone, radio, etc.
A new Animal Welfare plate is available.
Passengers age 15 and under are required to wear a helmet when riding on a motor cycle.
There is also a new law that a foreign exchange student who is living in this country with a family is considered part of the family.
Drivers must give bicycle riders three feet of clearance and the same for pedestrians.  Bicycle riders are now obligated to stop for all red lights.
Health Care workers are now required to report gun shot wounds to the Police.
