Minutes for July 22, 2009 Selectmen’s Meeting

Members Present:  Jean C. Harmon, Daniel T. Collomy, Robert C. Libby and Peter E. W. Burns.  Linda W. Pusloni was absent.

Selectman Harmon read the Notice of Public Hearing and the Hearing was opened at 7:02 p.m.  There were no comments from the public or the Board of Selectmen and the Hearing closed at
7:03 p.m.

Selectman Libby reported that he has been working with the Tax Collector on Abatements and foreclosure paperwork to adjust accounts.

Selectman Collomy reported that the organization meeting of the Charter Commission was held on Tuesday, July 21.  The Commission will be meeting on the 2nd and 4th Thursday each month at 7:30 p.m.  Selectman Collomy also reported that the lights arrived and are now installed at the new Public Works Garage.

Selectman Burns reported that the Selectmen held a Department Head Meeting last Thursday morning.  Selectman Burns also stated that Fred Farnham is working on Flood Plain maps which are currently incorrect.  Fred believes that he has enough information to dispute the existing maps.  Individuals that are paying high cost flood insurance should contact the Town to see if they can get a change in their property status.

Selectman Harmon reported that budgets were discussed at the Department Head Meeting.  If the Excise Tax question passes in November, Department budgets may be affected.  Selectman Harmon also reiterated the need for residents to contact the Town Office if they are paying high insurance due to a flood plain designation for their area.

Selectman Harmon stated that Emery Brothers has finished the remaining loam around the new Public Works Garage.

It was also reported that on August 10th the Town will be accepting Debit and Credit cards from customers.  There is a minimal fee that the customer will pay for this service.

E.O.091007020 – An order to approve the Town of Buxton Tree Removal/Disposal Policy dated July 22, 2009.  Approved 4-0-1.

E.O.091007021 – An order to approve an Abatement for Real Estate taxes for fiscal year 2009 in the amount of $598.95 for [Map 8, Lot 52 L.3].  Approved 4-0-1.

E.O.091007022 – An order to approve an Abatement for Real Estate taxes for fiscal year 2007/08 in the amount of $14.10 for [Map 3, Lot 36].  Approved 4-0-1.

E.O.091007023 – An order to approve an Abatement for Real Estate taxes for fiscal year 2006/07 in the amount of $10.24 for [Map 3, Lot 36].  Approved 4-0-1.

E.O.091007024 – An order to approve an Abatement for Real Estate taxes for fiscal year 2005/06 in the amount of $10.24 for [Map 3, Lot 36].  Approved 4-0-1.

  • Next Meeting of the Board
Selectmen’s Meeting Wednesday, July 29, 2009 at 7:00 p.m.
Tentatively scheduled a Special Town Meeting for August 12th.


  • Other Business
Buxton Community Day starts at noon at Weymouth Park on July 24 and continues on Saturday morning at 8:00 a.m. with a Road Race and breakfast.  The Dorcas Society Annual Fair and Lawn Party will also be held at the Tory Hill Church yard on Saturday, July 25.

  • Public Comments and Questions
Sharleen Fields, West Buxton Librarian, publically thanked each member of the DeMolay who helped move books at the Library when the new carpet was installed at the Library last week.  The boys did a tremendous job and in all over 30,000 books were moved during the installation process.  Steve Nichols and Lilia Wilkinson also helped during the moving process.

Dennis Santolucito questioned the Abatements and if the Town was losing money.  Selectman Libby stated that the Abatements were more a bookkeeping process to balance the books due to foreclosures.

Robert Elwell asked about the piece of property that was put out to bid and if it had been sold.  The Selectmen stated that no bids were received and the Town still owned the property.

Robert stated that the ISO 9 rating affects more residents than the flood plain issue and asked the Selectmen to get more involved.
