Minutes for June 24, 2009 Selectmen’s Meeting

Members Present:  Jean C. Harmon, Linda W. Pulsoni and Peter E. W. Burns.  Robert C. Libby and Daniel T. Collomy were absent.

The Meeting was called to order at 7:00 p.m.

Selectmen’s Meeting Minutes June 17, 2009.  Approved 3-0-2  (Selectmen Libby and Collomy were absent)

Selectman Burns reported that he is coming in each day and reading the mail and discussed the functionality of the front office with John Myers.

Selectman Harmon reported that the letter she submitted to the School Board contained her thoughts and was not the consensus of the Board of Selectmen.

  • Other Business
Town Offices will be closed on Friday, July 3 for the 4th of July Holiday.  The Transfer Station will be closed on Saturday, July 4th.

Reminder:  Representatives from Susan Collins’ Office will be at the Town Office On Tuesday, June 30 from 9:00 a.m. to noon.  

The Town is accepting bids for the sale of tax-acquired property located on Upper Egypt Road.  Minimum bid is $60,000.  All bids must be received by July 7 at 4:00 p.m.


  • Public Comments and Questions
Keith Emery asked if the Code Officer’s old car was going to be sold.  Selectman Harmon reported that it had not been discussed.

Robert asked if Selectman Harmon had attended the School Board Meeting Monday night.  She said ‘no’.

Steve Anthony asked about Holiday pay for the Police Officers and the Transfer Station.  Selectman Harmon stated that any Police Officers that worked on the Holiday would be paid overtime.  The Transfer Station workers would not be paid overtime unless they worked the actual holiday, which they don’t normally do.

Steve stated that he had reviewed the property card for the piece of tax acquired property and saw that it was valued at $80,000.  It was being sold for a minimum bid of $60,000.  He questioned the value and the portion that was wetland.  It is up to the owner to notify the Town if there is wetland on property to adjust the value.

Steve Anthony asked if the mill rate would stay where it is.  Selectman Harmon reported that John Myers had a draft of the numbers, but the rate has not been set yet.

Steve Anthony asked who had the authority to get in touch with the Town Attorney.  Selectman Harmon stated that typically the Chairman of the Board called the attorney, but each Department Head had the authority to call the attorney with questions.  Any Board member can call if they have questions.



Steve Anthony wanted to know what the procedure was to vote on each article presented on the Warrant by Secret Ballot.  He stated that with less people coming maybe the way to go would be by Secret Ballot.  Selectman Harmon stated that the voters would lose the ability to ask questions if each item was voted by Secret Ballot.

Steve asked the Chairman of the Board if she had a Library Card.  Selectman Harmon did not have a card.  Steve asked if the users of the library could be asked to finance more of the use of the library rather than a .50 cent card.  Steve said the Libraries are not open enough and wanted to see longer hours.  Selectman Harmon stated that the libraries are run by Trustees and that the Board of Selectmen does not get involved with the fees.  

Dennis Santolucito asked about the procedure to use to get signatures for a petition for the upcoming referendum on same sex marriage.  Selectman Harmon asked Dennis to see the Town Clerk for the proper procedure.

Dianne Senechal stated that the West Buxton Public Library charges .50 cents for a library card.  The price is kept low to encourage people to use the library.  There are over 600 patrons who use the library and many are older folks and many children.  Charging a fee would only drive the public away and that is not the intent.
