Minutes for June 17, 2009 Selectmen’s Meeting

  • Call to Order
The Meeting was called to order at 7:00 p.m.

  • Pledge of Allegiance

The first order of business was to elect a Chairman for the Board.  Jean C. Harmon was nominated for Chairman.  Approved 5-0.

Daniel T. Collomy was nominated for Vice Chair.  Approved 5-0.

  • Approval of Prior Meeting Minutes
Selectmen’s Meeting Minutes June 10, 2009.  Approved 4-0-1.  (Selectman Burns abstained from voting as he was not a member of the Board.)

  • Discussion held between 5:00 & 7:00 p.m.
Changes to the Rules of the Board, answering questions for the new Board member and discuss scheduled meetings with the Department Heads.  Fred Farnham’s birthday was celebrated with cake and ice cream.

  • Review of Correspondence
  • Email from Maine CDC:  Re:  Seasonal Influenza Vaccine for Schools and Communities
  • Email from Larry Roberts – Re:  Reducing speed limit on Portland Road
  • Email from Susan Collins’ office – Re:  on Tuesday June 30 staff members will be at the Buxton Town Hall to help with any federal issues.
  • Review of Projects and Issues
Selectman Libby reported that the Annual Town Meeting went very well and he feels the Town can keep the existing tax rate.

Selectman Collomy reported that he has completed a shelf at the new Public Works Garage for chain saw storage.

Selectman Burns reported that he is reading and catching up.

Selectman Pulsoni reported that she was very pleased with the Town Meeting and how well it went.  She also thanked the Buxton Tavern for the donation to ‘Keep The Heat On’.

Selectman Harmon reported that the Town Meeting went very well and that 52 people attended in the morning and turn out was less in the afternoon.  A total of $5,075,806 was passed at the Meeting.

  • Old Business
Selectman Harmon reported that there will be a meeting on June 23 regarding the flood maps for the Town of Buxton.  A representative from Buxton should attend.

  • Executive Orders
E.O.080906025 – An order approving the road name ‘Park Place’ a new road off Route 202 across from Waterman Road.  Approved 5-0.

E.O.080906026 – An order to approve a Leave of Absence with no pay for Ruth Scheibenpflug from June 29 to August 14, 2009.  Approved 5-0.

E.O.080906026 – An order to adopt the Rules of the Board for the 2009 2010 year.  Approved 5-0.

  • Other Business
There will be a fund raising roast beef supper on June 20 at the Pythian Sisters Hall on Route 22 to support the Food Co-Op.  Adults $6, children under 12 -- $3.

  • Public Comments and Questions
Rob Hunt reported that the Legislative Session was done and it completed four days early and saved the taxpayer’s some money.  The Legislature will re-convene in January for the next session which will handle only emergency legislation.  He noted the passing of Merton Waterman and that a public sentiment will be done for him.

Selectman Collomy thanked Representative Hunt for intervening to get inspection stickers for the Town Garage.

Robert Elwell stated that he liked the look of the new Board.  He asked about the Courier position.  He was not aware that the Town had a courier that came each day.

Robert stated that he got a letter from the DOT about the repaving of Route 112 and he wanted to thank the Selectmen for that.

Robert said that he felt the turn out for the Town Meeting was low.  

Robert asked if the tax property had gone out for bid yet.  It has and no bids have been received.

Robert asked about the graduation that was held last Friday night and if the Monday meeting would be televised.

Chief Mike Grovo reported that the Police Department had set up a speed board on Route 4A on June 11th.  The board has the capability to measure speeds and give stats about speed and number of vehicles passing by to the west.  In a typical 24 hour period 2,486 vehicles passed through Main Street.  Ninety percent of the drivers were traveling at 39.8 miles per hour.  The highest speed recorded was 55 – 59 miles per hour.

The sign is now on Turkey Lane and will be placed on Portland Road next.  It will go to Dayton next.  The State has the sign and it is being used by several communities.  The Chief stated that he has a grant pending for a sign board for the Town and it could be used for road closures and more.

Motion made and seconded to adjourn the Meeting at 7:30 p.m.  Approved 5-0.
