Minutes for April 22, 2009 Selectmen’s Meeting

Members Present:  Jean C. Harmon, Clifford L. Emery, Daniel T. Collomy and Linda W. Pulsoni.  Robert C. Libby was absent.

Others Present:  Steve & Lori Anthony, Peter Burns, Lary Owen, Larry Miller, Mike Grovo, Dennis Santolucito, Dave Harmon, Carol Sanborn, Peter Pinkham and Jack Hanna.

Meeting Agenda

  • Call to Order.
The Meeting was called to order at 7:02 p.m.

  • Pledge of Allegiance

3.      Approval of Prior Meeting Minutes.

Selectmen’s Meeting Minutes April 15, 2009.  Approved 4-0-1.

  • Discussion held between 5:00 & 7:00 p.m.
5:00 p.m. – Fred Farnham & Butch Yarumian discussed the GIS areal photography done through the Code Office.  Fred also wanted to thank Clynk, Aubuchon Hardware, Carter Design Group and Low’s Store for their assistance making Earth Day a success at Pleasant Point Park.  Approximately 30 people participated in the project.


  • Review of Correspondence.
  • Email from Marc Malon, Maine Department of Transportation – Re:  $7.5 million in highway reconstruction funds for 3.38 miles of Route 112 in Saco and Buxton  made available
  • Selectman Harmon reported that a $500 donation had been received from Dead River and Hannaford for a contribution to Keep the Heat On.

  • Review of Projects and Issues.
Selectman Collomy reported that he has finished removing the decals from the Code vehicle and getting that ready to go.

The Selectmen reported that they held a Workshop on Monday, April 20th and Tuesday night, April 21 voted with the Budget Committee on the budget for 2009-2010.

Selectman Pulsoni reported that she visited the Transfer Station last Saturday and Greg said that it was busy as the summer season has started.

Selectman Emery reported that there will be a meeting on April 29 with Deluca & Hoffman, Littlefield Brothers and the Town to review all outstanding issues with the new Town Garage.

Selectman Harmon reported that she had received an anonymous telephone call regarding the Transfer Station and the hours that it is open after a Holiday.  The Transfer Station is always closed the day after a Holiday so the staff can get the Holiday.

9.      Executive Orders.

E.O.080904041 – An order to approve an Application for veteran Exemption for
[Map 3, Lot 52-3].  Approved 4-0-1.

E.O.080904042 – An order to approve 24 hours of vacation time for Greg Heffernan.
Approved 4-0-1.

E.O.080904043 – An order to approve 24 hours of unpaid leave for Anne Robishaw.
Approved 4-0-1.

  • Other Business.
Nomination papers are still available from the Town Clerk’s Office for the following positions:  One Selectman, six Charter Commission Members, three Planning Board Members, two School Board Members and one Budget Committee Member.  All candidate nomination papers must be filed in the Town Clerk’s Office by 4:30 p.m. April 27th.

Selectman Collomy reported that bids for the sand/salt and hot top are due next Tuesday, April 28th at 4:00 p.m.


  • Public Comments and Questions.
Carol Sanborn asked Dan Collomy who was in charge of ‘Change Orders’ on the new Town Garage and if the Selectmen had to sign for the changes.  Selectman Collomy stated that the Selectmen were aware of the changes and in some cases the engineers and contractors had to make a change due to items that were overlooked.

Carol asked about the added light that was placed next to the Fuel Canopy as there was not a change order.  Selectman Emery stated that the light that was put beside the Fuel Canopy was prior to the canopy being built.  

Carol asked about the water that was running under the overhead doors and how water was leaking into the holding tank in the wash bay area and who was responsible for repair.  The Selectmen stated that they were aware of the issues and are working to get them corrected with the contractor.

Carol asked if Fred had approved the building.  The Selectmen stated that Fred had issued an occupancy permit and had approved the items that he could.

Selectman Pulsoni asked the Police Chief to speak about the new Police Cruiser.  The Chief reported that the Police Department has taken possession of a new cruiser and it has been updated with a new look.  There is now black striping and lettering on the vehicle with a copy of the officer’s badge on the side door.
