Minutes for April 1, 2009 Selectmen’s Meeting

Members Present:  Jean C. Harmon, Clifford L. Emery, Daniel T. Collomy and Linda W. Pulsoni.
Robert C. Libby was absent.

Others Present:  Steve & Lori Anthony, Peter Burns, Rob Hunt, Keith Emery, Larry Miller. Mike Grovo, Robert Elwell, Carol Sanborn and Peter Pinkham.

The Meeting was called to order at 7:01 p.m.

3.      Approval of Prior Meeting Minutes.

Selectmen’s Meeting Minutes March 25, 2009.  Approved 4-0-1


  • Discussion held between 5:00 & 7:00 p.m.
5:00 p.m. – Sheridan Bennett – discuss EMA Director Position and Grants for a generator.  This coming Saturday, April 4 there will be an open house at the EMA building in Buxton Center.

5:30 p.m. – Greg Heffernan—discuss Hazardous Waste Day


  • Review of Correspondence.
  • Letter from Conrad Welzel, Maine Turnpike Association – Re:  Gorham East-West Corridor Study to evaluate existing infrastructure and future capacity needs west of Route 1 in Cumberland and York counties.
  • Letter from Richard B. Brown, York County Manager – Re:  Inquiry to see it the Board of Selectmen has an interest in a County Commissioner visiting a Meeting for the purpose of answering questions about the County.
  • Letter from Mike Edgecomb, Government Relations, Time Warner – Re:  Annual Report of 2008 operations.


  • Review of Projects and Issues.
Selectman Collomy reported that he has finished the hydraulic holders at the new Town Garage.

The Selectmen reported that they have been spending time reviewing all the Town budgets and the feel they have done a good job cutting budgets and have good overall figures.

Selectman Pulsoni reported that the Town’s Recreation Director, Tasha Geaumont, will be speaking later about her recreation programs which appear to be following other Towns and are increasing in usage.  Selectman Pulsoni also read a paragraph from the Maine Townsman regarding road work and stimulus money.

Selectman Harmon stated that she had received a call from Poland Spring regarding the trucks using Route 112.  She will call them back.

There will be an open house at the Public Works garage probably at the end of April.

  • Other Business.
Nomination papers are available from the Town Clerk’s Office for the following positions:  One Selectman, six Charter Commission Members, three Planning Board Members and two School Board Members.  All candidate nomination papers must be filed in the Town Clerk’s Office by 4:30 p.m. April 27th.


  • Public Comments and Questions.
Tasha Geaumont, Recreation Director gave an overview of the programs that are currently available through the Town’s recreation program.  The number of participants in each program has increased since last fall.  The Babysitting Course, the dance class and karate class are all filled.  Other classes being offered are Horse Camp, Dog Training, Golf, Rafting, Red Sox game and Self-Defense.  In addition the Recreation Department has discounted tickets to Funtown Splashtown and movie tickets.  Tasha reported that she is looking at bus trips for seniors to have a wide variety of events for all ages.  Summer Camp will start June 29 and the price has remained the same.

Police Chief Mike Grovo provided information that will be collected for the U.S. Census.  Chief Grovo stated that the census will be verifying each house in Buxton and will be doing it through GPS locating.  The census workers will be carrying official identification.  If any one has any questions regarding the procedure that is being used, please call the Police Department.

Representative Hunt stated that he is extremely busy at the Legislature.  Many bills will be coming up now and he is working long hours.  He will be holding a Tax Reform Bill information night at the Buxton Town Hall on April 17.

He stated that there will be a benefit dinner on April 14 at the Bonny Eagle Middle School to support the new greenhouse.

Representative Hunt said that he had been in touch with Poland Spring regarding truck traffic on Route 112.  Route 112 to Saco does not have any Poland Spring trucks using it.  

Representative Hunt also stated that this budget has less spending than prior State budgets.

Larry Miller stated that the School District budget was approved by the Board of Directors and the State did provide funding numbers.  The numbers were preliminary and could change.  Larry said there was a $157,000 gap to make up changes.  $50,000 was added back into the school budget to repair the glass bocks on the Middle School.  $70,000 was added for the telephone system and one propane bus.

The public hearing will be held on April 30 and the referendum vote will be May 5.

Keith Emery questioned the Verizon cell tower and asked when it was going to be put into use.  Chief Grovo has been in contact with all parties involved in the tower and some of the hold up is one contractor who feels that he does not have to do the work stated in the contract.

Robert Elwell asked about the bid for the piece of land that was sold and how it was advertised to the public for sale.  The Selectmen stated that the Ordinance was followed and it was advertised three times in the Portland Press Herald in the Legal Section.

Robert asked if the Selectmen had heard anything about the budgets to the libraries being cut.

Robert asked when the open house for the Public Works would take place.  The Selectmen stated at the end of April, hopefully.

Robert stated that trucks are still using Route 112 and they appear to be Poland Spring trucks.

Dianne Senechal questioned the $157,000 shortfall that Larry Miller reported on the School Budget.  Dianne also showcased the backyard compost bin that Greg Heffernan has for sale to the public at the Transfer Station.  Any one that wants to purchase a compost bin or rain barrel, a form needs to be completed and given to Greg before May 2.
