Minutes for March 18, 2009 Selectmen’s Meeting

Members Present:  Jean C. Harmon, Clifford L. Emery, Robert C. Libby, Daniel T. Collomy and Linda W. Pulsoni

Others Present:  Keith Emery, David Harmon, Peter Burns, Dennis Santolucito, Butch York, Larry Miller, Mike Grovo and Peter Pinkham

Meeting Agenda

  • Call to Order.
The Meeting was called to order at 7:00 p.m.
 and followed by the Pledge of Allegiance.

2.      Approval of Prior Meeting Minutes.

Selectmen’s Meeting Minutes March 11, 2009.  Approved 5-0.

  • Discussion held between 5:00 & 7:00 p.m.
5:00 p.m. – Fire Chief Mullen discussed budget changes

5:50 p.m. a resident discussed some concerns

The Selectmen also discussed the Code Office Budget

  • Review of Correspondence.
  • Memorandum from David A. Cole, Commissioner, Maine DOT – Re:  Information on the federal economic-recovery legislation
  • Letter from James W. West, Director of Operations, Portland Water District – Re:  New fees for trucked-in-waste effective April 1, 2009
  • Review of Projects and Issues.
Selectman Libby reported they are all working on budgets.

Selectman Collomy reported that he has finished up a minor wood working project at the New Garage.

Selectman Pulsoni reported the Selectmen had a Workshop last Monday night.

Selectman Emery reported that he had been working on budgets and garage issues.

Selectman Harmon stated that the final inspection of the new Town Garage will take place Thursday morning at 8:00 a.m.  The only item remaining is the phone lines.

7.      New Business.
        
Nomination papers are available from the Town Clerk’s Office for the following positions:  One Selectman, six Charter Commission Members and Three Planning Board Members.  All candidate nomination papers must be filed in the Town Clerk’s Office by 4:30 p.m. April 27th.

Selectman Harmon read an email from Vanessa Wright to Sharlene Fields regarding the West Buxton Public Library.





8.      Executive Orders.

E.O.080903020 – An order to appoint Jean C. Harmon to the position of member of the Keep the Heat On Committee effective until December 31, 2011.  Approved 4-0-1.  (Selectmen Emery, Libby, Collomy and Pulsoni voted ‘yes’; Selectman Harmon abstained)

E.O.080903021 – An order to appoint Kenneth Brislin to the position of Constable authorized to carry a weapon effective until cancelled.  Approved 4-1-0.  (Selectmen Harmon Libby, Collomy and Pulsoni voted ‘yes’; Selectman Emery voted ‘no’)

E.O.080903022 – An order to appoint Kenneth Brislin to the position of Police Officer authorized to carry a weapon effective until cancelled.  Approved 4-1-0.  (Selectmen Harmon, Libby, Collomy and Pulsoni voted ‘yes; Selectman Emery voted ‘no’)

E.O.080903023 – An order to appoint Everett Towle to the position of Pleasant Point Park Trustee effective until December 31, 2012.  Approved 5-0.

E.O.080903024 – An order to accept the termination of Janice D. Verrill effective March 10, 2009.  Approved 5-0.

E.O.080903025 – An order to issue the Municipal Warrant for Prosecuting Unlicensed Dog Owners-Keepers.  Approved 5-0.

E.O.080903026 – An order to accept the bid presented by Maine Label & Printing of $7.03 per book for the printing of the Town Report for the 2009 – 10 budget year.  Approved 5-0.










9.      Executive Orders by Initiative.

E.O.080903027 – An order to appoint Dora Clements to the position of Editor of the Buxton News.  Approved 5-0.


10.     Accounts Payable and Payroll Warrants.

E.O.080903018 -- An order approving expenditures as documented in Accounts Payable Warrant #37-09.  Approved 5-0.

  • Next Meeting of the Board.
Selectmen’s Workshop Monday, March 23, 2009 at 6:00 p.m.
Planning Board Meeting Monday, March 23, 2009 at 7:00 p.m.
Selectmen’s Meeting Wednesday, March 25, 2009 at 7:00 p.m.
Budget Committee Meeting Thursday, March 26, 2009 at 6:30 p.m.




  • Other Business.
Larry Miller reported that SAD #6 has been working the budget for next year for the last 1 ½ months.  The School Committee is trying to make the overall budget flat for the upcoming year.  There will be a Meeting on Monday night at 7:00 p.m. (March 23) at the Middle School Cafeteria for the entire Board.  The following Monday the Board will take a vote on the Budget.  Larry said the Meeting is open to the public to observe.



  • Public Comments and Questions.
Elizabeth White asked how much the vote on the School Budget would cost the Town of Buxton.  Selectman Harmon stated $2,500.

        Dianne Senechal notified the public that there are free Foreclosure Prevention Workshops held at
        the York County Community Action office in Sanford on March 20, 23 and April 3.  Participants   will have an opportunity to speak with a foreclosure specialist after the session if they need to.

Brian Gains was thanked for submitting an application for grants for the Community Food Co-Op and Keep The Heat On programs.  Walmart gave grants of $1,000 to each program.  The Town appreciates the effort Brian has put forth for the past few years to support each program.
