Minutes for March 11, 2009 Selectmen’s Meeting

Members Present:  Jean C. Harmon, Clifford L. Emery, Robert C. Libby, Daniel T. Collomy and Linda W. Pulsoni.

Others Present:  Bruce Mullen, Mike Grovo, Lori & Steve Anthony, Keith Emery, Robert Elwell, Peter Burns, Sheridan Bennett, Rob Hunt, Larry Miller, Dennis Santolucito & Butch York.

  • Call to Order.
The Meeting was called to order at 7:15 p.m.
 and followed by the Pledge of Allegiance

2.      Approval of Prior Meeting Minutes.

Selectmen’s Meeting Minutes March 4, 2009.

  • Discussion held between 5:00 & 7:00 p.m.
Executive Session in 4:55 p.m. out 5:01 p.m. per 1MRSA 405 (6) A – Personnel matter with Chief Grovo

5:00 p.m. – Ron Smith – discussed June 2008 financials, year end and the Recreation Department
  And Executive Session 6:20 p.m. our at 6:35 p.m. per 1MRSA 405 6(F)

6:00 p.m. – Fred Farnham – reported on the tire removal project on Rocky Dundee Road and ice problem on the roof of the building

6:15 p.m. – Chief Mullen – discussed possibility of exploring consolidation of one fire station utilized by Gorham and Buxton

  • Review of Correspondence.
  • Notice of Twelve Town Meeting Monday, March 16 at 6:45 p.m.
  • Letter from Fred Farnham – Re:  DEP Disposal of tires from property on Rocky Dundee Road
  • Review of Projects and Issues.
Selectman Libby reported he has been working on budgets and other routine matters.

Selectman Collomy reported that he has finished the construction of the shelves at the new Town Garage.

Selectman Pulsoni read segments from the ‘Maine Townsmen’ regarding towns that were cutting back on spending.  Those town included Mechanic Falls, Falmouth and Kennebunk.

Selectman Emery reported that he did miss the workshop on Monday.  He reported that the new Town Garage is totally clean and the electrical inspectors are coming

Selectman Harmon thanked Dan for building the shelves.  Selectman Harmon reported that the Selectmen met with the Fire Chief on Monday to review his budget and will be meeting with the Police Chief and Public Works on Thursday to review budgets.

8.      Executive Orders.

E.O.080903014 – An order to approve an Abatement for [Map 10, Lot 43-19] for tax year 2008 – 2009 for Real Estate taxes in the amount of $85.14.  Approved 5-0.

E.O.080903015 – An order to appoint Joan M. Weeman to the position of Municipal Records Officer effective until December 31, 2011.  Approved 5-0.

E.O.080903016 – The Municipality of the Town of Buxton adopts the MMA Model Ordinance GA Appendixes (B) for the period of April 1, 2009 – Sept 1, 2009.  Approved 5-0.



9.      Executive Orders by Initiative.

E.O.080903017 – An order to appoint Anne T. Robishaw to the position of Local Health Officer effective until December 2012.  Approved 5-0.


10.     Accounts Payable and Payroll Warrants.

E.O.080903012 -- An order approving expenditures as documented in Accounts Payable Warrant #36-09.  ($42,135.85)  Approved 5-0.

E.O.080903013 -- An order approving expenditures as documented in Payroll Warrant
#36-09.  ($33,905.99)  Approved 5-0.

  • Public Comments and Questions.
Robert Elwell stated that he had received an email from the DOT regarding the Route 112 funding.  Robert felt that the Board should be pursuing the rebuild of the road and he wanted to know how each Board member felt about the situation.  Selectman Harmon stated that she had written several letters/emails to the DOT and it is a State Road and not a Town Road and the town really does not have control over the road.  Selectman Libby stated that yes he would like to see something done but again it is a State Road and the Town has little say in the matter.

Robert said that he had read the article in the paper about Standish and how they were closing one day a week to save money.  Selectman Emery stated that the Selectmen are reviewing budgets and everything is on the table.  Fred Farnham has already agreed to give up one day a week and the Police Union has agreed to a reduction in earnings.  The revenue is down and Fred reported only two building permits had been issued in the last two months.  The Selectmen will be looking at revenues and will make some hard decisions.  The Selectmen will be meeting with each Department Head to see what is essential and where the shortfall may be.  The goal is to not put a tax burden on the taxpayers.

Robert asked about the meeting with Ron Smith.  Selectman Harmon stated that there was a discussion about the receivable amounts due and how to proceed forward with the receivables.  Robert asked about the Recreation Department.  Selectman Harmon stated that money for that Department had not been collected for several years.  Ron Smith will address the public next week.

Robert asked if the Twelve Town Meeting was open to the public and where was it held.  Selectman Emery stated that the meeting is open to the public and it is held at the Waterboro Town Hall.

Robert asked about the tire removal job and if there was any cost to the Town.  It was a DEP project and did not cost the taxpayers any money.
