Minutes for December 17, 2008 Selectmen’s Meeting

Members Present:  Jean C. Harmon, Daniel T. Collomy and Linda W. Pulsoni.  Clifford L. Emery and Robert C. Libby were absent.

Others Present:  Robert Elwell and Peter Burns.

Meeting Agenda

  • Call to Order.
The Meeting was called to order at 7:01 p.m.

2.      Approval of Prior Meeting Minutes.

Selectmen’s Meeting Minutes December 10, 2008.  Motion was made and seconded to table the approval of the Minutes.

  • Discussion held between 5:00 & 7:00 p.m.
None

  • Review of Correspondence.
  • Letter from Peter S. Merfeld and Erik J. Wiberg, Maine Section ASCE – Re:  2008 Report Card for Maine’s infrastructure
  • Email from Maddy Adams, Portland Area Comprehensive Transportation System – Re:  Transportation Forum Dec. 19th at 7:30 a.m. at Ocean Gateway Terminal for state legislators and elected officials
  • Review of Projects and Issues.
Selectman Collomy reported that he has been working with Chet, Building Maintenance, to oversee the repair of a door at the EMA Building.  It is a steel door and has to meet certain specifications.

Selectman Pulsoni reported that she has had a family emergency and has not been involved as much this week.

Selectman Harmon stated that the Transfer Station is accepting brush free of charge through January 3rd.  Christmas trees are always free to recycle.  Public Works will not be picking up brush left at the side of the road.  There is no curbside brush pick up.  

Selectman Harmon thanked the Public Works Department, the Fire Department and the Police Department for the hard work that they have put forth during the past weekend during the storm.

Selectman Harmon reported that the Town is not responsible for mailboxes that are damaged.  There are rules for the installation of mailboxes on the Town’s website.  It was also reported by Selectman Harmon that it is illegal for residents to put snow in the public roadways.

Selectman Harmon was also happy to report the audio problems with the Meetings that are broadcast from Town has been resolved.  The problem was at the Saco River facility.  The Town will now work toward replacing the camera that is used to record the Meetings.

7.      New Business.
        
        Selectman Collomy reported that there are a couple of individuals that are helping themselves to
the salt/sand at the Church Hill facility.  The salt/sand that is at the facility is not for commercial use.  


8.      Executive Orders.


E.O.080912018 – An order to approve 8 hours of vacation time for John Myers.  Approved 3-0-2.

E.O.080912019 – An order to approve 8 hours of vacation time for Fred Farnham.  
Approved 3-0-2.

E.O.080912020 – An order to accept the resignation of Emily F. Walsh, Planning Board Member, effective December 15, 2008.  Approved 3-0-2.


9.      Executive Orders by Initiative.

10.     Accounts Payable and Payroll Warrants.

E.O.080912016 -- An order approving expenditures as documented in Accounts Payable Warrant #24-09.  Approved 3-0-2.

Selectmen’s Meeting Wednesday, January 7, 2009 at 7:00 p.m.


  • Other Business.
The Town is looking for a new Editor for the Buxton News.  If you are interested in this position, please call the Town Office and leave your name and phone number.

There will be a free Christmas Dinner December 25 at the Buxton Centre Baptist Church from noon to 2:00 p.m.  Call 929-3060 for a reservation

It is time to renew the Rescue Subscription program which runs out December 31.  If you are a member and want to continue, renewal is January 1, 2009.  The cost for a single individual is $10.  $20 for two and $30 for a family.

Selectman Harmon reported that the So. Buxton Cemetery Association participated in the Wreaths Across America program last Saturday.  700 wreaths were available and it was a very moving ceremony.

It is time to license your dog.  There is a $15 late fee for unlicensed dogs after January 31.



  • Public Comments and Questions.
Robert Elwell asked about ABC Company that was using the Transfer Station for a dump site for brush.  Selectman Harmon stated that they were disposing of brush at the Transfer Station.

Robert stated that he hoped the Town prosecuted the individuals who were taking salt/sand at the Church Hill facility.

Robert questioned the Planning Board Member that resigned.  The member has moved out of Town and cannot serve.

Robert also questioned how the Town of Buxton collected fees for the Rescue calls that go to Hollis.  He would like to have the whole issue re-evaluated to make sure it is cost effective for Buxton to own the rescue and get an annual fee from the Town of Hollis.  Selectman Harmon indicated it may be time to re-evaluate the situation.

Robert questioned the completion date of the new Town Garage and why it was not going to be done at the end of November.  Selectman Harmon and Collomy indicated that material necessary to complete the garage had not arrived timely and there had been some minor changes in the plans once the project started.  It should be completed by February 1, 2008.  The roof insulation issue was discussed.  Selectman Collomy stated that he had spoken with the contractor and had looked at the method that was used to insulate and that the roof was covered and no insulation had been exposed.

Robert Elwell stated that he was happy with the decision to hire Mike Grovo and was hoping the issues that lingered there would be resolved.  Selectman Pulsoni stated that three reserve officers had been hired and the Department was going forward.

Selectman Harmon reported that a young gal had left a letter with the Selectmen that stated she and other youngsters would like a sidewalk on Route 112.
