Minutes for November 5, 2008 Selectmen’s Meeting

Members Present:  Jean C. Harmon, Clifford L. Emery, Robert C. Libby, Daniel T. Collomy and Linda W. Pulsoni.

Others Present:  Steve Anthony, Lori Anthony, Larry Miller, Penny Booker, Dennis Sweatt and Roger Ricker.

Meeting Agenda

  • Call to Order.
The Meeting was called to order at 7:00 p.m.

2.      Approval of Prior Meeting Minutes.

Selectmen’s Meeting Minutes October 29, 2008.  Approved 5-0.

  • Discussion held between 5:00 & 7:00 p.m.
The Selectmen met with the Construction Company and the engineers that are building the new Town Garage to go over the status.  Some of the items discussed consisted of the CMP easement, the fuel canopy.

  • Review of Correspondence.
  • Email from Kate Dufour, Maine Municipal – Re:  Requesting names of municipal officials interested in serving as a member of the State Sentencing and Corrections Practices Coordinating Council.
  • Email from Kate Dufour, Maine Municipal – Re:  requesting names of municipal law enforcement professionals interested in serving on the State Board of Correction’s Judicial Case Processing Working Group.
  • Review of Projects and Issues.
Selectman Libby reported that he is working on the 801 Business forms from the State and land ownership issues.

Selectman Collomy reported that the Comprehensive Plan members have been notified and will be meeting with the Board of Selectmen next Wednesday night.

Selectman Pulsoni reported that there was a large turn out for the election.

Selectman Emery reported that he had worked on the ads for a part time plow truck driver and the police officers and reserve officers.  He also reported that the paving has been done on the parking lot of the new Town Garage.  There is one small spot in the back that will be done later where the fuel island is located.


Selectman Emery thanked John Myers, Dave Anderson, Brenda Brown, Joan Weeman and all the other Town employees who worked to get absentee ballots and the voting to run so smoothly.  The last few weeks have been very busy in the front office and everything was handled very well thanks to John Myers and his employees.

Selectman Harmon thanked the voters for the large turnout.  79% of the registered voters turned out.  There were 4,833 ballots cast.  1,900 were absentee ballots.  Selectman Harmon read the results of the Buxton election.

Selectman Harmon reported that she has received a response from the DOT regarding some road issues.  The large holes on Portland Road between the Town Office and Broadturn Road will be smoothed out by the State.  Route 112 between Plummer’s and Gorham will be paved in the summer of 2009 if there is money available.  The intersection of Turkey Lane and Route 112 is still funded and work has started.

Selectman Harmon also stated that there will be a Route 202 Corridor meeting on November 17 at the Waterboro Town Hall.

Selectman Harmon also reported that there are open positions in the Police Department for full and part time officers and there is a seasonal ‘on call’ plow truck driver position open.

7.      New Business.
        
Selectman Harmon asked the others on the Board if they would be interested in participating in the Pledge of Allegiance at the beginning of each Selectmen’s Meeting.  It was noted that the Pledge of Allegiance had not been recited for 15 years in the school system.



8.      Executive Orders.

E.O.080911003 – An order to approve an Application for a Poverty Abatement for Case No. PA08-008.  Approved 5-0.

E.O.080911004 -- An order to write off Medical Reimbursement Service Acct. No. 004292 in the amount of $835.00.  Approved 5-0.  


9.      Executive Orders by Initiative.

10.     Accounts Payable and Payroll Warrants.

  • Next Meeting of the Board.

Planning Board Meeting Monday, November 10, 2008 at 7:00 p.m.
Selectmen’s Meeting Wednesday, November 12, 2008 at 7:00 p.m.
Tuesday, November 11 is a Holiday and the Town Office will be closed.

  • Other Business.
There will be a Thanksgiving Dinner served at the Pythian Sisters Hall in Buxton Center on Thanksgiving Day from noon to 3:00 p.m.  Everyone is welcome.

The Community Cupboard located in the Plummer’s Shopping Plaza in W. Buxton is now closed on Mondays.  It is open on Wednesday night from 6:30 – 7:30 p.m. and Friday morning from 9:30 – 10:30 a.m.

The Community Food Co-op in Buxton Center is open on Monday, Wednesday, Friday and Saturday at 9:30 a.m.  Bring your own bag.

Selectman Pulsoni reported that she was talking to Joanne Groder recently and there was an elderly couple that wanted to trade canned goods for food.  The couple has been using the Co-op and trading food is not required..

  • Public Comments and Questions.
Dennis Sweatt stated that he would take money from his own pocket to see that food went to the elderly person who went to the Co-op and wanted to exchange food.

Dennis also asked when the numbers on the Police Department budget were going to be available.  Selectman Harmon stated that they were being prepared.

Larry Miller stated that he was very proud to see the Fire Chief on the Saco River TV channel doing public service.  He would like to see other Department Heads do announcements.

Larry wanted to know when the new Police Chief was going to be announced.  The Selectmen said that the background check, physical and polygraph was being done before a final offer.

Dianne Senechal thanked the residents and the businesses that have made donations in the last several weeks to the Keep The Heat on Fund.  The Fund is bringing in about $600 a month through the Clynk program.


Dianne also reminded everyone that in addition to food, many individuals who use the Food Pantry also need personal items such as shampoo, dish detergent, toilet paper and more.
