Minutes for October 29, 2008 Selectmen’s Meeting

Members Present:  Jean C. Harmon, Clifford L. Emery, Robert C. Libby, Daniel T. Collomy and Linda W. Pulsoni.

Others Present:  Peter Burns, Steve & Lori Anthony and Robert Elwell

Public Hearing – 7:00 p.m.  General Assistance

Amendments to the General Assistance Ordinance (Appendixes A, B & C)
Chairman Harmon opened the Public Hearing at 7:00 p.m. by reading the Notice of Public Hearing.  The Hearing was turned over to Dianne Senechal, Welfare Director.  Dianne outlined the purpose of each Appendix (A, B & C) and provided the range of increase for each Appendix.

There were no questions from the public or the Selectmen and the Hearing closed at 7:05 p.m.

The Meeting was called to order at 7:05 p.m.

2.      Approval of Prior Meeting Minutes.

Selectmen’s Meeting Minutes October 22, 2008.  Approved 5-0.

  • Discussion held between 5:00 & 7:00 p.m.
5:30 p.m. – Officer Grovo and Corporal Emery discussed employment ad for full time and reserve officers.


  • Review of Correspondence.
  • Email from Patrick Bonsant, Saco River Community Television – Re:  Buxton’s audio problem
  • Email from member of Waterboro Transfer Station and Recycling Committee – Re:  Options for hazardous waste collection
  • E-Newsletter from Don Marean, Maine Representative – Re:  State Issues
  • Email alert from Maine Public Health Network System – Re:  Eastern Equine Encephalitis Massachusetts Resident may have become infected while vacating in Maine
  • Review of Projects and Issues.
Selectman Libby reported that the Selectmen met Monday night, October 27 for a Workshop.

Selectman Collomy stated that he is working to get the Comprehensive Plan members together.

Selectman Pulsoni reported on the Workshop and stated that she had visited the Berry Library.  The Public Works crew had cleaned up the brush around the Library and it looks very nice.  The Library has obtained a computer and an internet connection.

Selectman Harmon reported on the Workshop and reminded everyone that they should go to West Buxton to see the new sluice at the watering trough.

Selectman Harmon stated that the Town Office will be open on Saturday, November 1 from 9:00 a.m. to 1:00 p.m. for absentee ballots and voting.


8.      Executive Orders.

E.O.080910047 – An order to approve Fred Farnham’s attendance to a Maine Code Officials Multi-Issue Workshop.  Approved 5-0.

E.O.080910048 – An order to accept the resignation of Christine a. LaBranche effective November 10, 2008.  Approved 5-0.

E.O.080910049 – An order to appoint Ruth Scheibenpflug to the position of Democratic Ballot Clerk effective until the completion of the November 4, 2008 election.  Approved 5-0.

E.O.080910050 – An order to appoint Carolyn Snell to the position of Democratic Ballot Clerk effective until the completion of the November 4, 2008 election.  Approved 5-0.




9.      Executive Orders by Initiative.

E.O.080910051 – An order for the municipality of Buxton to adopt the MMA Model Ordinance Appendices (A-C) for the period of October 1, 2008 – October 1, 2009.  Approved 5-0.



10.     Accounts Payable and Payroll Warrants.

E.O.080910045 – An order approving expenditures as documented in Accounts Payable Warrant #18-09.  Approved 5-0.

13.  Public Comments and Questions.

Keith Emery reported that the entire Public Works Department worked on clearing the brush around the Berry Library.

Robert Elwell asked with the latest executive order accepting the resignation of another officer, how many Police Officers was the Police Department down.  Selectman Emery reported that the Department was down four officers and one chief.  Robert asked how come so many Police Officers were leaving.  Selectman Harmon responded that it was not just Buxton that was down officers, it is all the surrounding towns.  It is one of those jobs that there is turnover.  Robert asked if the Town was going to do an exit interview.  The Selectmen were not sure as it had not been discussed.

Robert asked how long the flags were going to stay up.  Selectman Libby responded after Veteran’s Day they would be taken down.

Robert also asked for a breakdown of the costs of the Town Garage (i.e. cost of well, site work, construction, etc.).

Robert asked the Selectmen if they had seen the article in the Gazette regarding the Pledge of Allegiance to the flag.  The Selectmen and Robert felt it was an insult to the country that the schools did not take time to recite the Pledge of Allegiance.

Robert also asked about a maintenance person as he saw employees doing some cleaning.

Dianne Senechal informed the public that a Penny Rug display was starting on November 3rd at the West Buxton Public Library.  There will be a Penny Rug demonstration on Saturday, November 15th from 10:00 a.m. to noon.
