Minutes for October 22, 2008 Selectmen’s Meeting

Members Present:  Jean C. Harmon, Clifford L. Emery, Robert C. Libby, Daniel T. Collomy and Linda W. Pulsoni.

Others Present:  Dave Harmon, Peter Burns, Dennis Sweatt, Peter Pinkham, Robert Elwell, Don Marean and Keith Emery.

Meeting Agenda

  • Call to Order.
The Meeting was called to order at 7:10 P.M.


2.      Approval of Prior Meeting Minutes.

Selectmen’s Meeting Minutes October 15, 2008.  Approved 5-0.

  • Discussion held between 5:00 & 7:00 p.m.
The Board of Selectmen met with the two Police Chiefs that assisted with interviews to discuss the candidates.


  • Review of Correspondence.
  • Email from Patrick Bonsant, Manager, Saco River Community Television – Re:  Buxton Audio problem.
  • Announcement ‘Vote in Honor of a Veteran’ on November 4th.

  • Review of Projects and Issues.
Selectman Libby has been handling tax questions and how property is taxed.

Selectman Collomy is working with the five candidates that are interested in serving on the Comprehensive Plan Committee.

Selectman Pulsoni reported that the Selectmen conducted interviews for the Police Chief position on Monday and Tuesday evening.

Selectman Emery reported that the Town Garage is coming along very nicely.  All the steel framing is up.  Once the drop net is in place they will start the roof.






Selectman Harmon reported that she has been working with Patrick Bonsant on the audio problem that SRCTV encounters with Buxton’s replay.  Patrick has an audio expert coming to the station on Friday.  Selectman Harmon also reported that she went to the School Board Meeting as the names for the new school were being discussed.  Names can be submitted to the Superintendent’s Office in writing until the end of November.



  • Old Business.
Selectman Harmon read a Press Release that Town Clerk, John Myers had written for local papers announcing that the Town Office will be open on Saturday, October 25 and November 1 from 9:00 a.m. to 1:00 p.m. to accept absentee ballots


7.      New Business.
        
Selectman Harmon reported that new sluice for the watering trough in West Buxton has been installed.


8.      Executive Orders.

E.O.080910032 – An order to remove the Warrant for the November 4, 2008 Special Town Meeting dated October 1, 2008 and return to the Town Clerk.  Approved 5-0.

E.O.080910033 – An order to post a new Warrant for the November 4, 2008 Special Town Meeting.  Approved 5-0.

E.O.080910034 – An order to approve an Application for a Poverty Abatement for Case No. PA08-007.  Approved 5-0.

E.O.080910035 – An order to approve 40 hours of vacation time for Greg Heffernan.  
Approved 5-0.

E.O.080910036 – An order to approve an Abatement for Personal Property for Case No. 1086 in the amount of $75.60 for tax year 2008.  Approved 5-0.

E.O.080910037 – An order to approve an Abatement for Personal Property for Case No. 1086 in the amount of $150.48 for tax year 2008/09.  Approved 5-0.

E.O.080910038 – An order to approve a Supplemental Tax Warrant and Certificate for tax year 2008 in the amount of $2,010.69 for [Map 5, Lot 5-3A].  Approved 5-0.

E.O.080910039 – An order to approve a Supplemental Tax Warrant and Certificate for tax year 2008 in the amount of $881.10 for [Map 5, Lot 5-3].  Approved 5-0.

E.O.080910040 – An order to approve a Supplemental Tax Warrant and Certificate for tax year 2008 in the amount of $1,400.00 for [Map 3, Lot 49].  Approved 5-0.

E.O.080910041 – An order to appoint David Spencer to the position of Trustee to Carroll Park effective until December 31, 2011.  Approved 5-0.

E.O.080910042 – An order to appoint Joanne Emerson, Jane Cummings, Christine Joyce, Bette Robicheaw, Darlene Ivy, Joan Berry, Ruth Richards, Janice Hill and Patricia Morrison to the position of Democratic Ballot Clerk effective until the completion of the November 4, 2008 election.  Approved 5-0.

E.O.080910043 – An order to appoint Rachel Spencer and Meredith Small to the position of Ballot Clerk effective until the completion of the November 4, 2008 election.  Approved 5-0.

E.O.080910044 – An order to appoint Olive Collomy, Barbara Pease, Burton Pease, Sylvia Young, Kathryn Peasley, Dianne Oakes, Shirley Libby and Susan Ferris to the position of Republican Ballot Clerk effective until the completion of the November 4, 2008 election.  Approved 5-0.

10.     Accounts Payable and Payroll Warrants.

  • Other Business.
The Visiting Nurses of So. Maine will be holding a flu shot clinic on Friday, October 24, 2008 at the Buxton Town Hall from 1:00 – 3:00 p.m.  The cost is $30.

The Town employee’s attended Sexual Harassment Training this morning.



  • Public Comments and Questions.
Dennis Sweatt asked if there were any overages on the Town Garage.  He also wanted to know about the issue with the CMP lines.  The Selectmen stated that everything that has been done to date has been appropriated.  The Town Garage was situated a little different on the plot than originally planned which created the need for two CMP poles rather than the original one as planned.  The cost was less than the $15,000 budgeted for this item.

Dennis asked if the Town gets any money from speeding tickets.  No, the money goes to the State.

Dennis questioned again the real cost of the Police Department – is it $800,000 or 1M?  Selectmen Harmon stated that the Treasurer had been out of the office and she is now back.  The information requested will be provided.

Dennis questioned if the Town had the money to pay a Police Chief.  Selectman Harmon stated that the account is not over budget.  It was stated that the Town of Buxton is owed approximately $58,000 as two officers that had attended the Police Academy have gone to other towns to work.  That money will go into the salary line.

Keith Emery asked if the time the Public Works employees spent cutting trees for the New Garage was payable by the Town or through the funds appropriated for the new Public Works Garage.  The Selectmen responded that the employee worked 8 hours and was paid for 8 hours and it did not matter where the money came from.  Employees of the Public Works Department are assigned tasks to perform by the Public Works Director.

Keith stated that he had viewed the Selectmen’s Meeting when the last Police Officer left and the resignation letter was not read.

Robert Elwell asked why the Public Works Department was working on the Town Garage.  The Selectmen responded that the Public Works Department was cutting additional trees as result of the change to two poles for the CMP hook up.  

Robert asked about the Route 112 issue if anything further had been done.  Nothing has been done.

Representative Donald Marean gave an update on a project that he is working on with Saco River Cable TV.  He is hosting a weekly session on Cable with members of the Natural Resources Council.
