Minutes for October 15, 2008 Selectmen’s Meeting

Members Present:  Jean C. Harmon, Clifford L. Emery, Robert C. Libby, Daniel T. Collomy and Linda W. Pulsoni.

Others Present:  Larry Miller, Robert Elwell, Steve & Lori Anthony, Keith Emery, Dave Harmon and May Schumacher.


Public Hearing – Secret Ballot Article 7:00 p.m.

 Advisory Referendum question – Town Manager/Selectman form of government

Chairman Harmon opened the Meeting at 7:00 p.m. by reading the Notice of Public Hearing.  

Motion made and seconded to adjourn the Meeting at 7:25 p.m.

Business Meeting Agenda

1.      Call to Order.


The Meeting was called to order at 7:25 p.m.

2.      Approval of Prior Meeting Minutes.

Selectmen’s Meeting Minutes October 8, 2008.  Approved 5-0.

3.      Discussion held between 5:00 & 7:00 p.m.

5:30 p.m. – Andy Townsend Introduced two students.

4.      Review of Correspondence.

·       Advisory from Dora Mills, Public Health Director – Re:  Eastern Equine Encephalitis
·       Twelve Town Meeting will be held October 20 at 6:30 p.m.



5.      Review of Projects and Issues.

Selectman Harmon stated that the Selectmen and two Police Chiefs from surrounding towns will be interviewing on Monday and Tuesday.  

Selectman Harmon also stated that ‘Carry Forward’ memorandums have been sent to Department Heads.

Selectman Libby reported that he has been working on Personal Property Abatements.

Selectman Collomy reported that he has contacted four individuals who expressed interest in serving on the Comprehensive Plan Committee.  Needs to confirm the fifth individual.

Selectman Pulsoni reported that she has been approached by a gentleman in Groveville who is interested in helping mow the Korean War Memorial area.

Selectman Emery gave an update on the New Town Garage.  The propane tanks are in.  Selectman Emery attended Virgie Wright’s funeral.




6.      Old Business.


Selectman Pulsoni stated that the new Recreation Director offers a wide variety of services to residents including information on nutrition.




7.      New Business.
        
New Garage is taking shape – steel frame going up now.




8.      Executive Orders.

E.O.080910025 – An order to approve an Abatement for tax year 2008/09 for Personal Property for Case No. 1090 in the amount of $1,061.28.  Approved 5-0.

E.O.080910026 – An order to approve an Abatement for Real Estate taxes for tax year 2008/09 in the amount of $2,057.22 for [Map5, Lot 5-3].  Approved 5-0.

E.O.080910027 – An order to approve an Abatement for Real Estate taxes for tax year 2008/09 in the amount of $829.62 for [Map5, Lot 5-3A].  Approved 5-0.

E.O.080910028 – An order to approve an Abatement for Real Estate taxes for tax year 2008/09 in the amount of $129.69 for [Map 4, Lot 63-2].  Approved 5-0.

E.O.080910029 – An order to appoint Joan P. Kavouksorian to the position of Buxton Toy Committee member effective until December 31, 2011.  Approved 5-0.











9.      Executive Orders by Initiative.

10.     Accounts Payable and Payroll Warrants.

E.O.080910023 -- An order approving expenditures as documented in Accounts Payable Warrant #16-09.  Approved 5-0.

E.O.080910024 -- An order approving expenditures as documented in Payroll Warrant
#16-09.  Approved 5-0.

11.     Next Meeting of the Board.


Selectmen’s Meeting Wednesday, October 22, 2008 at 7:00 p.m.



12.     Other Business.

The Visiting Nurses of So. Maine will be holding a flu shot clinic on Friday, October 24, 2008 at the Buxton Town Hall from 1:00 – 3:00 p.m.

Anne Robishaw will be returning to work on Monday.


13.     Public Comments and Questions.

Keith Emery stated that the Planning Board will be in Gorham to meet with the Planning Board on the Blueberry Ridge Subdivision on Monday, October 20.

May Schumacher presented an update on the Community Day event.  She thanked the Board of Selectmen.  The cost of the event was $24,993.99.  Revenues $44,955.25.  There is $20,630.26 available for next year’s event.  The Committee is thinking of a Friday night and Saturday event next year.  

The Community Day Committee has been meeting for two months.  If you are interested in volunteering contact May at Schumacher@roadrunner.com.  The next Meeting is November 12.

Robert Elwell asked about writing letters for Route 112.  He was offended by Cliff’s remarks last week.  Cliff feels it would be a waste of time to write and ask them to change route or ask for improvements as they have no money.
