Minutes for September 17, 2008 Selectmen’s Meeting

Members Present:  Jean C. Harmon, Clifford L. Emery, Daniel T. Collomy and Linda W. Pulsoni.  Robert C. Libby was absent

Others Present:  Lori & Steve Anthony, Peter Burns, Jack Hanna and Larry Miller

Business Meeting Agenda

1.      Call to Order.

The Meeting was called to order at 7:03 p.m.

2.      Approval of Prior Meeting Minutes.

Selectmen’s Meeting Minutes September 10, 2008.  Approved 4-0-1.


3.      Discussion held between 5:00 & 7:00 p.m.

Representatives from Deluca & Hoffman and Littlefield Bros. met with the Selectmen to provide an update of the progress of the new Public Works Garage.


4.      Review of Correspondence.

·       Letter from York County Commissioners – Re:  Free workshop for Public Officials -- the critical role of appointed and elected officials in emergency management
·       E-Newsletter from Representative Don Marean regarding State Issues



5.      Review of Projects and Issues.

Selectman Collomy reported that the re-shingling of the Town Office will start next week.  He will be repairing the Cupolas once they are removed.

Selectman Pulsoni stated that she was very pleased to see how attractive the Helen Bruce Park and the Weymouth Park area look and how lucky we are to live in such a nice community.  She reminded everyone to clean up their property.

Selectman Emery reported that he has been working on the Public Works Garage.  He also reported that one of Buxton’s most outstanding residents, Virgie Wright is in a nursing home and our thoughts and prayers go out to her and her family.

Selectman Emery reported on the Twelve Town Meeting he attended on Monday, September 15.  There appears to be a 400 M gap in the Governor’s budget for the upcoming year.  The new Finance Director has met with the Jail Director and finances for the county seem to be under


control.  There was also a discussion surrounding a sub-division in Alfred and what other towns do.  Alfred may be adopting some new sub-division ordinances.

Selectman Harmon reported that she has been working on appropriation numbers, wage schedules, carry forwards and reconciliation numbers.


6.      Old Business.

Hazardous Waste day is scheduled for September 27 from 10:00 – 2:00 p.m.  A list of what will be accepted is here at the Town Office.



7.      New Business.
        
Selectman Harmon stated that there will be an Advisory Referendum question on the November ballot asking if the residents want a Town Manager/Selectman form of government.


8.      Executive Orders.

E.O.080909017 – An order to approve John Myer’s attendance to the MMA Convention in Augusta.  Approved 4-0-1.

E.O.080909018 – An order to appoint Roxanne A. Eflin to the position of Southern Maine Regional Planning Commission General Assembly Member effective until June 30, 2009.  Approved 4-0-1.

E.O.080909019 – An order to accept the resignation of Robert Nguyen effective September
28, 2008.  Approved 4-0-1.



9.      Executive Orders by Initiative.

E.O.080909020 --  An order to adopt the Rules of the Board for fiscal year 2008 – 2009.  Approved 4-0-1.



10.     Accounts Payable and Payroll Warrants.

E.O.080909015 -- An order approving expenditures as documented in Accounts Payable Warrant #12-09.  Approved 4-0-1.

11.     Next Meeting of the Board.

Planning Board Meeting Monday, September 22, 2008 at 7:00 p.m.
Selectmen’s Meeting Wednesday, September 24, 2008 at 7:00 p.m.
Right to Know Training will be held at 6:00 p.m. on Thursday, September 18 at the York County Courthouse




12.     Other Business.

Selectman Harmon stated that the Clynk account for handling returnable bottles for the Keep The Heat on is very successful.  The kids at Frank Jewett and Hanson schools are collecting bottles for the program.


13.     Public Comments and Questions.

Larry Miller asked about Police coverage as another Police Office has resigned.  Selectman Harmon stated that schedules are being re-arranged to make sure there is coverage during peak hours.  Some Officers are coming in early and working longer to make sure there is coverage.

There will not be any hiring of Police Officers until a new Chief is named.  The search Committee for a new Chief will be composed of the Chiefs from Gorham and Saco and the Selectmen.  No interviewing has taken place.

Steve Anthony asked why the Board was asking the question on the November ballot for input on a Town Manager.  He felt that the initiative should be brought by the residents.  Selectman Harmon stated that a petition had been circulating requesting a Town Manager and the Selectmen decided to put the question out in November as there is expected to be a large turn out of voters.

Steve Anthony questioned the Auditors looking over the books when the Town has a Treasurer and an Accounting Clerk.  Selectman Harmon explained the duties of the Treasurer and Accounting Clerk and that the Auditors are overseeing the financials of the Town and are doing their yearly contact work.  They are verifying the loss of money from the Recreation Department.

Steve Anthony asked what account the assessment of the Police Department came from.  Selectman Harmon replied that it was the Legal Fees account.

Steve asked Selectman Collomy how long the new roof was guaranteed and the shingles.  Selectman Collomy stated that the workmanship was guaranteed for 7 years and the shingles were guaranteed for 30 years.  There was a discussion of the ridge vent and the cupolas

Motion made and seconded to adjourn the Meeting at 7:35 p.m.  Approved 4-0-1.
