Minutes for September 3, 2008 Selectmen’s Meeting

Members Present:  Jean C. Harmon, Clifford L. Emery, Robert C. Libby, Daniel T. Collomy and Linda W. Pulsoni.

Others Present:  Peter Burns, Larry Miller, Jack Hanna and Peter Pinkham.

Business Meeting Agenda

1.      Call to Order.

The Meeting was called to order at 7:02 p.m.

2.      Approval of Prior Meeting Minutes.

Selectmen’s Meeting Minutes August 20, 2008.  Approved 5-0.
Selectmen’s Meeting Minutes August 27, 2008.  Approved 5-0.



3.      Discussion held between 5:00 & 7:00 p.m.


The Selectmen discussed the process that would be used to interview for the new Police Chief.  It has been decided that the Interview Committee will be composed of the Board of Selectmen and outside Chiefs from surrounding communities.



4.      Review of Correspondence.

·       Email from Betty Williams – Re:  Speed Limit on Spruce Swamp Road

The Selectmen discussed the speed on Spruce Swamp Road and they felt that 35 miles per hour was reasonable.  The problem may be traffic is exceeding the speed limit and lowering the speed will not help as speeding will still occur.  

The Public Works Department has cleared the brush at the intersection of Spruce Swamp Road and Libby Avenue to increase the visibility.  Public Works also added a white line for traffic to stop on Libby Avenue.  Another option for Spruce Swamp Road is to add a stop sign at the intersection of Spruce Swamp Road and Libby Avenue.



5.      Review of Projects and Issues.

Selectman Libby reported that he is working on the valuation report for the State.



Selectman Collomy reported that Flaggy Meadow Road opened today.  Selectman Collomy also stated that drivers appear to be moving the cones that were placed in front of the Korean War Memorial and driving on the new blacktop.  Skateboarders are using the walkways at the monument and that issue is being handled by the Police.

Selectman Emery stated that the Public Works Garage project is moving along very well.

Selectman Harmon reported that an easement for CMP has been completed for the installation of electricity at the new garage.

There is “Right to Know” training on September 18 and three Selectmen are signed up to take the class.

Hazardous Waste Day is September 27 from 10:00 – 2:00 p.m.  There are flyers out stating what is acceptable.

Selectman Harmon stated that the Selectmen will be putting a nonbinding article on the November ballot regarding a Town Manager.




8.      Executive Orders.

E.O.080909003 – An order to accept the bid presented by Purvis Roofing, Inc. in an amount not to exceed $36,000 for the re-shingling of the Buxton Town Hall.  Approved 5-0.




9.      Executive Orders by Initiative.

None



10.     Accounts Payable and Payroll Warrants.

E.O.080909001 -- An order approving expenditures as documented in Accounts Payable Warrant #10-09.  Approved 5-0.

#10-09.  Approved 5-0.


11.     Next Meeting of the Board.


Planning Board Meeting Monday, September 8, 2008 at 7:00 p.m.
Selectmen’s Meeting Wednesday, September 10, 2008 at 7:00 p.m.



12.     Other Business.

Selectman Harmon stated that there had been some issues at the construction site of the new elementary school from a local resident.  The issue appears to have been resolved.



13.     Public Comments and Questions.

Peter Burns asked Selectman Libby when the tax rate would be set.  Selectman Libby said that it should be ready in the next two weeks.

Peter asked if the Carry Forwards had been decided.  They should be ready in the next two weeks.

Peter also asked if the Selectmen had any idea how much was lost in the Recreation Account?  Selectman Harmon stated that the Auditors are in now and we will have a better idea when they are done.

Peter Pinkham stated that on August 13 Barbara Elwell asked for the amount that had been spent on Legal fees and that information had not been provided.  Selectman Harmon stated she will supply the information.

Peter also asked about who had the authority to stop a replay of a meeting on the Access Channel.  Selectman Harmon stated that she had spoken to Patrick Bonsoint and due to the right of freedom of speech it would hard to remove something unless it was offensive language.

Peter Pinkham made a general statement that people are hesitant to ask for information as the Selectmen never get back with the information.

Motion made and seconded to adjourn the Meeting at 7:26 p.m.  Approved 5-0.
