Minutes for July 16, 2008 Selectmen’s Meeting

Members Present:  Jean C. Harmon, Clifford L. Emery, Robert C. Libby, Daniel T. Collomy and Linda W. Pulsoni.

Others Present:  Larry Miller, Peter Pinkham and Keith Emery

Business Meeting Agenda – 7:00 p.m.

1.      Call to Order.

The Meeting was called to order at 7:02 p.m.

2.      Approval of Prior Meeting Minutes.

Selectmen’s Meeting Minutes July 9, 2008.  Approved 5-0.

3.      Discussion held between 5:00 & 7:00 p.m.

None




4.      Review of Correspondence.

·       Email from Representative Don Marean – Re:  Weekly Update State Issues
·       Letter from Susan M. Collins, U. S. Senator – Re:  Portland Area Comprehensive Transportation Committee Meetings


5.      Review of Projects and Issues.

Selectman Libby has been working with the Tax Collector this week as 30 day notices have been sent to individuals that have not paid taxes.

Selectman Collomy reported that he is working on the dedication for the Boston Post Cane to cover all the details.

Selectman Pulsoni reported that she attended a meeting in Biddeford last Thursday night regarding the Keeping Neighbors Warm program.  The Mayors of Biddeford and Saco was there as well as representatives from 8 of the 9 towns represented by the program.  There was also a representative from the Governor’s office.  The outlook is grim.  It is a cultural change and people will have to reduce and conserve.  Some ideas are to have a warming day where people can go for one day a week to be warm to conserve energy.  

Selectman Emery is working on pricing for oil for the coming winter.

Selectman Harmon reported the new Recreation Director started on Monday and that she is doing an excellent job for 3-days on the job.  

6.      Old Business.

Selectman Harmon reported that the Board of Selectmen will be holding second interviews for the Fire Chief position.



7.      New Business.
        
Selectman Emery reported that the New Town Garage will be started by the end of next week.


8.      Executive Orders.

E.O.080907012 – An order to approve an Application for Veteran Exemption for
[Map 10, Lot 9-16].  Approved 5-0.

E.O.080907013 – An order to approve an Abatement for Real Estate for fiscal year 2007-08 for [Map 1A, Lot 126] in the amount of $14.10.  Approved 5-0.

E.O.080907014 – An order to approve John Myers attendance to an Elections Conference.  Approved 5-0.

E.O.080907015 – An order to approve 12 hours of vacation time for John Myers.  Approved 5-0.

9.      Executive Orders by Initiative.

None




10.     Accounts Payable and Payroll Warrants.

E.O.080907010 -- An order approving expenditures as documented in Accounts Payable Warrant #03-09.  Approved 5-0.

11.     Next Meeting of the Board.

12.     Other Business.

The Community Food Co-Op at Buxton Center has changed days of operation.  The days are:  Monday, Wednesday, Friday and Saturday at 9:30 a.m. at the Pythian Sisters Hall on Route 22.

York County Community Action is accepting applications for the LIHEAP program starting July 22 at the Town Hall.  Applications will be taken every Tuesday and Friday.  Individuals over age 60 and families with children under the age of 2 will be eligible for appointments first.  To make an appointment call 1-800-965-5762.

Selectman Emery stated that he was very sorry to see Chief Thomas leave the Town.  Her final day of employment is Sunday.  She has given 110% to the Town and has shown her dedication to the old and young people and will be greatly missed.  The Town will have a tough time filling her shoes.  She will be greatly missed and Selectmen Emery wished her well.

13.     Public Comments and Questions.

Keith Emery asked about the status of Turkey Lane.  The Selectmen indicated it will be completed soon.

Larry Miller stated that he will be attending Community Day and wanted to know the best place to park as he had heard that it was a problem in prior years.  There will be parking in the Little League field, on Route 202 and Route 112.  There is no parking in the big field across from Weymouth Park.

Larry stated that he had submitted a request in writing for the document between the Town and Chief Thomas.  He said he had been looking at the charter and it was his understanding that the final agreement would have to be approved in public once the signature was obtained.
