Minutes for March 26, 2008 Selectmen’s Meeting

Members Present: Jean C. Harmon, Clifford L. Emery, Robert C. Libby, Daniel T. Collomy and Linda W. Pulsoni.
Others Present: Peter Pinkham, Keith Emery and Peter Burns.
Business Meeting Agenda
1. Call to Order.
The Meeting was called to order at 7:02 p.m.
2. Approval of Prior Meeting Minutes.
Selectmen’s Meeting Minutes March 19, 2008.
3. Discussion held between 5:00 & 7:00 p.m.

4. Review of Correspondence.
· E-Newsletter from Representative Don Morean – Re: Legislative and State issues
· Memorandum from Alfred Selectmen – Re: Changes to Personal Property Assessment
5. Review of Projects and Issues.
The Selectmen reported that they have finished the budget.
Selectman Collomy reported that he has been working on the bid proposal for the Town Hall roof.
Selectman Harmon reported that she had spoken to a class of 6th graders at the Middle School. She enjoys this part of her position. Selectman Harmon said the students were working on a project to identify the recreation opportunities in Town that were free and all ages can take advantage of.

Selectman Harmon reported that she had written thank you notes from the Community Food Co-Op to Bonita and Ron Usher and Tom Walch for donations.
8. Executive Orders.
E.O.070803017 – An order to approve the hire of Michelle Lohutko to the position of Animal Control Officer at a pay rate of $12.02 per hour effective March 26, 2008. Approved 4-1-0 (Selectmen Harmon, Libby, Collomy and Emery voted “yes”; Selectman Pulsoni abstained.)
E.O.070803018 – An order to approve Fred Farnham’s attendance to a Maine Building Official Inspectors Association workshop. Approved 5-0.
E.O.070803019 – An order to issue the Municipal Warrant for Prosecuting Unlicensed Dog Owners-Keepers. Approved 5-0.
9. Executive Orders by Initiative.
E.O.070803020 –An order to reject all bids received for the Town of Buxton for Audit Services. Approved 5-0.
10. Accounts Payable and Payroll Warrants.
E.O.070803015 -- An order approving expenditures as documented in Accounts Payable Warrant #39-08. Approved 5-0.

12. Other Business.
Nomination papers for open elected positions are now available from the Town Clerk.
Selectman Emery read the Notice of Public Hearing on the Charter Amendments.
Selectman Harmon read the Special Town meeting notice.
13. Public Comments and Questions.
Peter Pinkham asked the Selectmen about the Personal Properly Assessment. Selectman Libby will be attending the Personal Property Meeting next week and will know more.
Keith Emery stated that the Community Co-op is causing cars to be parked in no parking zones at Buxton Center. Keith also asked the Selectmen if they had spoken to the Chairman of the Planning Board. The Selectmen had spoken to the Chair. It was also noted that one member of the Planning Board had missed four consecutive Meetings.
