Minutes for December 5, 2007 Selectmen’s Meeting

Others Present:  Peter Pinkham, Peter Burns, Dennis Santolucito and Olive Collomy.

Business Meeting Agenda

1.      Call to Order.

The Meeting was called to order at 7:08 p.m.

2.      Approval of Prior Meeting Minutes.

Selectmen’s Meeting Minutes November 28, 2007.


3.      Discussion held between 5:00 & 7:00 p.m.

5:15 p.m. – Town Farm Park Trustees – discuss bids for storage shed at Park
6:00 p.m. – Peter Pinkham & May Schumacher – Community Day discussion
6:30 p.m. – Sheridan Bennett & Cheryl Emery – EMA issues


4.      Review of Correspondence.

·       Letter from Fred Farnham to Paul Hewey – Re:  Use of cell tower off Webster Road
·       Email from Tony Vigue, Cable Committee – Re:  A La Carte Service for cable subscribers
·       Email from Randy Perry, Virtual Town Hall – Re:  Service to allow residents to view Town Meetings and other programs via the internet


5.      Review of Projects and Issues.

Selectman Emery reported on a Meeting he attended on November 29 regarding the financial issues at the County level.  The Meeting was well attended by almost all communities within York County.  There was a report from the auditors that did the County audit last year.  No one at the county level was able to put numbers together or understand the audit once it was complete.  There has been an issued of having the right individuals in the right positions.  A Director of Finance has been hired and some safeguards have been put in place.  Selectman Emery reported that the Forecaster had a very good article about the problems facing York County Commissioners.

Selectman Harmon reported that a Special Town Meeting was held last week and the Barking Dog Ordinance did not pass.

Selectman Harmon read an email from Susan Grant regarding the good quality of the roads in the Town after the storm.

It also was stated that the Town was not responsible for mailboxes.  There are specifications for the proper height of boxes and that information can be obtained from the Town’s Code Office.

8.      Executive Orders.

E.O.070812003 – An order to approve a bid of $14,075 from Brent Anderson for a 1992 GMC diesel plow truck.  Approved 5-0.

E.O.070812004 – An order to approve the applications for a non-transferable automobile graveyard or junkyard for those listed on the Notice of Public Hearing dated November 14, 2007.  Approved 5-0.

E.O.070812005 – An order to approve an Abatement for Personal Property in the amount of $131.84 for Case No. 14418.  Approved 5-0.

E.O.070812006 – An order to approve 16 hours of vacation time for John Myers.  Approved 5-0.

9.      Executive Orders by Initiative.

E.O.070812007 – An order to reject all bids received for the construction of the Town Farm Park Storage Shed.  Approved 5-0.



10.     Accounts Payable and Payroll Warrants.

E.O.070812001 -- An order approving expenditures as documented in Accounts Payable Warrant #22-08.  Approved 5-0.

E.O.070812002 -- An order approving expenditures as documented in Payroll Warrant
#22-08.  Approved 5-0.


11.     Next Meeting of the Board.

12.     Other Business.

Reminder -- The Buxton Garden Club is sponsoring The Festival of Trees at the Bar Mills Community Church starting December 3 through the 7th.  There will be entertainment every night from 7:00 – 8:00 p.m.  

Reminder the Town is accepting applications for the Rescue Subscription Program, which expires December 31, 2007.  If any one wants to renew their Subscription Agreement or apply to the program as a new member, applications are being accepted at the Town Office during normal business hours.

Hannaford is opening at 8:00 a.m. on December 8.

13.     Public Comments and Questions.

Dennis Santolucito questioned the amount of the York County Budget amount that the Town of Buxton paid each year.

Peter Pinkham reported that he was not happy about the School Board Meeting that he had watched on Monday night.  The issue was the purchase of a small plow truck by the school district and they did not have a plow to plow snow.  The District found $10,000 to purchase a plow.  Mr. Pinkham questioned how the District could just find $10,000.

Dennis Santolucito, a School Board Member, stated that several members of the Board had questioned the purchase of the truck and wondered if it was feasible to issue a private contract for the plowing and have the school stick to its mission of running a school and not plowing.

Dianne Senechal asked the Selectmen to look into the internet proposal for streaming the Town Meetings so residents could access meetings through cable TV as well as the internet.

There was some discussion on more participation by members of the Town Departments at the Selectmen Meetings so the public could be more informed about town issues.  That issue will be explored.
