Minutes for October 24, 2007 Selectmen’s Meeting

Members Present:  Jean C. Harmon, Clifford L. Emery, Robert C. Libby, Daniel T. Collomy and Linda W. Pulsoni.

Others Present:  Keith Emery, Olive Collomy, Jack Hanna and Peter Burns

Public Hearing – General Assistance 7:00 p.m.

        Amendments to the General Assistance Ordinance (Appendixes A, B & C)
Chairman Harmon opened the Public Hearing at 7:00 p.m. by reading the Notice of Public Hearing.  The Hearing was turned over to Dianne Senechal, Welfare Director.  Dianne outlined the purpose of each Appendix (A, B and C) and stated the range of increases for each Appendix.

        There were no questions from the public and the Hearing closed at 7:05 p.m.

Chairman Harmon opened the Public Hearing at 7:05 p.m. by reading the Notice of Public Hearing.  There were no questions from the public or the Selectmen and the Hearing closed at
7:06 p.m.

Business Meeting Agenda  

1.      Call to Order.

The Meeting was called to order at 7:07 p.m.

2.      Approval of Prior Meeting Minutes.

Selectmen’s Meeting Minutes October 17, 2007.  Approved 4-0-1.  (Selectman Libby was absent)


3.      Discussion held between 5:00 & 7:00 p.m.


5:20 p.m. – Andy Townsend discuss Fire Chief Applications

5:30 p.m. – Lee Cummings discuss a tax issue.


4.      Review of Correspondence.

·       Email from Joyce Kelley, York County Emergency Management – Re:  Overview of the Homeland Security Grant Application Briefing that was held 10/18/07.

·       Email from Geoff Herman, Maine Municipal Association – Re:  Oil Change Fee that took effect October 1 applies to municipalities with 3 or more motor vehicles registered.

5.      Review of Projects and Issues.

Selectman Collomy reported that Perry Sawyer has looked at the job at the Salt Shed and will provide a quote.  It needs to be repaired before winter.

Selectman Pulsoni reminded everyone that now is the time to clean up property as junk is bringing a high price.  She also reported on the trip to Salem that she took last week with the Buxton Recreation Department.  She also reminded everyone to vote on November 6.

Selectman Emery reminded everyone of the Meeting that will be held on Thursday, November 1 regarding the school consolidation.

Selectman Emery reminded everyone that now is the time to renew Rescue Subscriptions.  Existing Subscriptions expire on December 31.

Selectman Harmon reported that the Department of Transportation has approved some speed limit changes on Route 112.  The speed limit in a couple of places has been reduced.

Selectman Emery read a letter from the Maine Criminal Justice Academy informing the Police Department that Officer Robert Nguyen has been elected Treasurer of the 13th Basic Law Enforcement Training Program.

The Selectmen apologized for the lack of sound on the Selectmen’s Meeting last week.  It is being worked on.

The Salvation Army has delivered coats for children and adults they are free.



8.      Executive Orders.

E.O.070810015 – An order to approve an Abatement for tax year 2007/08 for Real Estate Taxes in the amount of $47 for [Map 7, Lot 53B].  Approved 5-0.

E.O.070810016 – An order to approve an Abatement for tax year 2007/08 for Real Estate Taxes in the amount of $680.56 for [Map 2, Lot 77].  Approved 5-0.

E.O.070810017 – An order to approve an Abatement for tax year 2007/08 for Real Estate Taxes in the amount of $192.70 for [Map 4, Lot 27A].  Approved 5-0.


E.O.070810018 – An order to approve an Abatement for tax year 2007/08 for Real Estate Taxes in the amount of $169.20 for [Map 2, Lot 75].  Approved 5-0.

E.O.070810019 – An order to approve an Abatement for tax year 2007/08 for Real Estate Taxes in the amount of $687.14 for [Map 4, Lot 63-2].  Approved 5-0.

E.O.070810020 – An order to approve an Abatement for tax year 2007/08 for Real Estate Taxes in the amount of $94.94 for [Map 5, Lot 20B].  Approved 5-0.

E.O.070810021 – An order to approve an Abatement for tax year 2007/08 for Real Estate Taxes in the amount of $343.10 for [Map 6, Lot 2].  Approved 5-0.

E.O.070810022 – An order to approve 24 hours of vacation time for Chief Thomas.  
Approved 5-0.


9.      Executive Orders by Initiative.

E.O.070810023 –An order to approve a Victualer License for Hannaford Bros. Co.  
Approved 5-0.

E.O.070810024 – An order to adopt the MMA Model Ordinance GA Appendices (A-B & C) for the period of October 1, 2007 – October 1, 2008, as well as Appendix F (Maximum for Personal Care & Household Supplies) as revised September 2007.  Approved 5-0.




10.     Accounts Payable and Payroll Warrants.

E.O.070810013 -- An order approving expenditures as documented in Accounts Payable Warrant #17-08.  Approved 5-0.

11.     Next Meeting of the Board.


Selectmen’s Meeting Wednesday, October 31, 2007 at 7:00 p.m.
The Selectmen will hold an Executive Session on Thursday, October 25, 2007 with the Town’s attorney.




12.     Other Business.

Reminder -- the Home Health Visiting Nurses will be holding a Flu Shot Clinic at the Buxton Town Hall this Friday, October 26 from 1:00 – 3:00 p.m.

Absentee ballots are now available.

The Verizon Tower was erected today.

        Chairman Harmon presented three recognition awards to Town Clerk, John Myers for his work on the Town Clerk’s Association and the Maine Inland Fisheries Committee.  Congratulations were extended for a job well done.


13.     Public Comments and Questions.

Keith Emery stated that the Planning Board is not that busy now and they will be working on Ordinances.  Keith asked the status of the Comprehensive Plan Committee.  There are not enough volunteers to form a Committee.  He also asked about the status of the Maine State Retirement plan review.  The Town has the information and it is being reviewed.
