Minutes for September 5, 2007 Selectmen’s Meeting

Members Present:  Jean C. Harmon, Clifford L. Emery, Robert C. Libby, Daniel T. Collomy and Linda W. Pulsoni.

Others Present:  Keith Emery, Jeanette Fernstrom, Jack Hanna, Peter Burns, Dennis Santolucito, Don Marean and Olive Collomy.

Business Meeting Agenda

1.      Call to Order.

The Meeting was called to order at 7:00 p.m.

2.      Approval of Prior Meeting Minutes.

Selectmen’s Meeting Minutes August 29, 2007.  Approved 5-0.


3.      Discussion held between 5:00 & 7:00 p.m.

None


4.      Review of Correspondence.

·       Email from Jeffrey Austin, Maine Municipal Association – Re:  Appropriations Committee Proposal to Cut State Budget
·       Newsletter from Saco River Community Television – Re:  Activities for month of August



5.      Review of Projects and Issues.

Selectman Collomy reported that bids for the site work for the new Town Garage are due on September 12th at 2:00 p.m.

Selectman Emery reported that he had been in touch with Tony Vigue regarding the transition to Time Warner for the cable franchise.  There will be questionnaires going out to the public shortly regarding service.

Selectman Harmon reported that she is working with the DOT regarding the watering trough on Route 112.

Selectman Harmon also reported that the Town of Buxton will be flying a flag on September 11 that was flown over Iraq and Afghanistan that was from Kathy Greene’s family.

8.      Executive Orders.

E.O.070809004 – An order to approve the resignation of James A. Graves effective September 28, 2007.  Approved 5-0.

E.O.070809005 – An order to approve 8 hours of vacation time for Fred Farnham.  Approved
5-0.

E.O.070809006 – An order to establish the property tax rate at $9.40 per thousand for fiscal year 2007 – 2008.  Approved 5-0.

10.     Accounts Payable and Payroll Warrants.

E.O.0070809001 – An order approving expenditures as documented in Accounts Payable Warrant #61-07.  Approved 5-0.

E.O.070809002 -- An order approving expenditures as documented in Accounts Payable Warrant #10-08.  Approved 5-0.

E.O.070809003-- An order approving expenditures as documented in Payroll Warrant
#10-08.  Approved 5-0.

12.     Other Business.

A representative from York County Community Action will be at the Buxton Town Hall on September 11th and 25th from 9:00 – 11:00 a.m. to help Buxton residents prepare Property Tax and Rent Refund Rebate Forms.  No appointments – first come first serve basis.


Selectman Harmon clarified the two executive orders that were approved last week for the Maine Bond Bank to finance the construction of the new Town Garage.  The Town had gone out for bids from two local banks to get financing rates and decided to use the Bond Bank financing as it was less expensive for the Town than the bank financing.


13.     Public Comments and Questions.

Keith Emery asked the Selectmen if they were going to ask the Planning Board members if they wanted to serve on the Comprehensive Plan Committee.  The Selectmen responded that they had publicly announced the openings and published in the Buxton News for individuals to serve on the Comprehensive Plan Committee and the Charter Review Committee and that no one had stepped forward to serve.  

Dennis Santolucito questioned the new tax rate and how that would equate to taxes for the upcoming year.  The Selectmen stated that they had calculated several pieces of property and some had gone up a little and some remained about the same.  Those pieces with a large parcel of land went up.

Dennis also asked if there was perhaps a member of our existing Fire Department that could be promoted to the position of Fire Chief.

Dianne Senechal publicly thanked Dylan Bellefountaine and Katlyn Gardiner who were doing their community service for Bonny Eagle High School at the West Buxton Public Library by painting and staining the new handicapped ramp.  Jordan Clements was also thanked for his service to the Library as his Eagle Scout project was designing and installing a flower garden around the front of the building.  All of these young people have done an outstanding job for the Library and their community and the Librarian and the Library Trustees want to publicly thank them for their outstanding work.

It was also noted that the West Buxton Public Library was having a Book/Bake/Attic Treasures Sale on September 15th at the Library on River Road.

Jeannette Fernstrom questioned why her article regarding the military personnel had not been published in the Buxton News.  The Editor had received too many news items during the last two months and she had edited the content.  Jeannette will work with the Selectmen’s Secretary to make sure the article gets into the October Newsletter.


Selectman Pulsoni reminded everyone that there was a collection box for used printer cartridges and old cell phones.  

Selectman Harmon also notified residents that the Animal Welfare Society will have a bin to collect pet food at the Transfer Station.
