Minutes for August 15, 2007 Selectmen’s Meeting

Members Present:  Jean C. Harmon, Clifford L. Emery, Robert C. Libby, Daniel T. Collomy and Linda W. Pulsoni.

Others Present:  Joseph & Ghislane Beaulieu, Dave Harmon, Keith Emery, Dennis Santolucito and Olive Collomy.


7:00 p.m. Public Hearing – Class A Liquor License Renewal of Skip’s Bar

Public Hearing Liquor License Renewal
Chairman Harmon opened the Public Hearing for Skip’s Liquor License Renewal at 7:01 p.m.  The Public Hearing was opened to the public and no public comments were brought forth.  The Selectmen were asked for comments.  The Selectmen stated that they did not know of any problems at the Bar.

Motion made and seconded to close the Public Hearing at 7:02 p.m.  Approved 5-0.


Business Meeting

1.      Call to Order.

The Meeting was called to order at 7:03 p.m.

2.      Approval of Prior Meeting Minutes.

Selectmen’s Meeting Minutes August 8, 2007.  Approved 4-0-1.  (Selectman Emery was absent for the 8/8/07 Meeting.)



3.      Discussion held between 5:00 & 7:00 p.m.

5:30 p.m. – Chief Thomas introduced Jessica L. Hillick, the new Animal Control Officer to the Selectmen.

6:15 p.m. – Mr. Hoffman & Fred Farnham discussed the well that was drilled for the new Public Works Garage and the upcoming bid specifications

6:30 p.m. – Neil Jackson & Becky Smith discussed new addition to the Buxton Center Baptist Church and the space needs for the Food Pantry.

6:55 p.m. – Dave Anderson discussed the server.


4.      Review of Correspondence.

·       Memorandum from John J. Sylvester, Chair Eleven Town Group – Re:  Regionalization


5.      Review of Projects and Issues.

Selectman Collomy reviewed the issue with the new well that was drilled.  The well water contains salt and will need to be tested.

Selectman Emery stated the new Cell Tower that is being built by Verizon is progressing.  The forms for the cement are nearly ready.

Selectman Harmon reported that a new sound system has been installed.  It appears to be working for the TV audience.

Selectman Pulsoni reported that she had visited the West Buxton Library and had seen the art show and met the Librarian.  She was impressed with the facility and that it was bigger inside than it looked outside.  The Library has just received a new coat of paint on the outside and the wheelchair ramp has been finished.

8.      Executive Orders.

E.O.070808020 – An order to approve 8 hours of vacation time for Fred Farnham.  
Approved 5-0.

E.O.070808021 – An order to approve 24 hours of vacation time for Jody Thomas.  
Approved 5-0.

E.O.070808022 – An order to approve the hire of Jessica L. Hillock to the position of Animal Control Officer effective August 20, 2007 at a pay rate of $12.01.  Approved 5-0.


9.      Executive Orders by Initiative.

E.O.070808023 – An order to approve the renewal application for a Class A Liquor License for William Ham, III doing business as Skip’s.  Approved 4-0-1.  Selectmen Harmon, Collomy, Libby and Pulsoni voted “yes” and Selectman Emery voted “no”.

E.O.070808024 – An order to approve the promotion of Kimberly Emery to the position of Corporal effective August 20, 2007.  Approved 3-0-2.  Selectmen Harmon, Collomy and Emery voted “yes” and Selectmen Pulsoni and Libby voted “no”



10.     Accounts Payable and Payroll Warrants.

E.O.070808018 -- An order approving expenditures as documented in Accounts Payable Warrant #07-08.  Approved 5-0.

13.     Public Comments and Questions.

Dennis Santolucito asked about the status of the redevelopment that he had heard was going to take place at the intersection of Routes 202 and 112.

Peter Pinkham asked if the cost of the Community Day had been determined yet.  

Keith Emery stated that the developer was notified at the scoping meeting with the State that they would be responsible for an additional lane for traffic if they wanted to redevelop the corner at Routes 202 and 112.

Keith also asked the Selectmen if they had considered the Maine State Retirement System instead of the existing pension plan.

Dianne Senechal asked for details regarding the issue with the well that had been drilled for the new Town Garage, the new promotion to Corporal that took place in the Police Department and the status of the paving of the parking lot at the West Buxton Public Library.
