Minutes for March 28, 2007 Selectmen’s Meeting

Members Present:  Daniel T. Collomy, Robert C. Libby, Jean C. Harmon and Clifford L. Emery.  Carol B. Sanborn was absent.

Others Present:  Dennis and Cindy Santolucito, Olive Collomy, Jack Hanna, Keith Emery and Caroline Segella

Business Meeting Agenda

1.      Call to Order.

The Meeting was called to order at 7:04 p.m.

2.      Approval of Prior Meeting Minutes.

Selectmen’s Meeting Minutes for March 14, 2007.  Approved 3-0-2

3.      Discussion held between 5:00 & 7:00 p.m.

5:30 p.m. – Mary Gamage – discuss sign issue

6:00 p.m. – Elvira Ridlon – discuss private road easements


4.      Review of Correspondence.

·       Notice from Dan Paradee, Maine Turnpike – Re:  Periodic traffic stops after 10:00 p.m. on Wednesday and Thursday nights, 3/28 & 3/29 at exits 46 and 47 of Turnpike for the Congress Street Bridge project






5.      Review of Projects and Issues.

The Selectmen    met with Chief Thomas to review her budget.  The Administration budget is done with the exception of one item.

The Town’s website will be going live on Monday, April 2, 2007.





6.      Old Business.

Selectman Harmon thanked everyone that has donated to the “Keep The Heat On” fund.  The program has run very well during the past winter due to the donations and the students at the Hanson & Jewett Schools have been collecting returnables for the program.  The Program is very low on funds and donations are welcome.

Selectman Emery reported that the Old Town Hall issue will be on the secret ballot this June.  The voters will be asked to decide what they want the Town to do with the building.  Selectman Emery has been in touch with Pine Tree Waste to determine how much it would cost to take down the building.

There are several open elected position at the Town and Selectman Collomy urged anyone interested to file nomination papers before April 30.



7.      New Business.
        
Selectman Harmon reported that the Building Committee for the new Elementary School will be holding a public Meeting on Monday, April 2, 2007 at the Middle School.  The plans for the proposed school will be presented and a straw vote will be taken to gauge public interest.






8.      Executive Orders.

E.O.060703019 – An order to approve an Application for Veteran Exemption for [Map 3, Lot 34].  Approved 4-0-1.

E.O.060703020 – An order to appoint Peter Gordon to the position of Licensed Plumbing Inspector effective until April 30, 2008.  Approved 4-0-1.

E.O.060703021 – An order to appoint Fred Farnham to the position of Licensed Plumbing Inspector and Code Enforcement Officer effective until April 30, 2008.  Approved 4-0-1.

E.O.060703022 – An order to issue the Municipal Warrant for Prosecuting Unlicensed Dog Owners-Keepers.  Approved 4-0-1.

10.     Accounts Payable and Payroll Warrants.

13.     Public Comments and Questions.

Dennis Santolucito reminded the public and Selectmen that the 30 million price tag for the new school will be 95% paid for by the State and that the taxpayers are also the State.  Buxton’s share of the balance for the new school will be 28%.  Dennis wanted everyone to know that the school was not free money.

Selectman Libby stated that the Town will be revaluating the tax property.  Land will increase by 1.9, buildings by 1.2 and mobile homes 1.1.  This increase in property value will drop the tax rate.

Dennis also asked how the Assistant Town Planner will be presented at Town Meeting.  The issue will be handled by Secret ballot.

Keith Emery asked how the maintenance of private roads that had been plowed for many years would be handled at Town Meeting.  A special easement will be drawn up giving the Town permission to enter the roads if the landowners meet certain standards.

Keith reminded the Selectmen that the sign ordinance is being proposed for a change.  The new sign ordinance will not change what Hannaford wants as they want two signs.

It was noted that four individuals are running for Planning Board.

Caroline Segalla notified the Selectmen that she worked at Old Orchard Beach Town Hall and would be glad to help in her own Town preparing grants for needed items.

Peter Burns stated that 5 million of the proposed new school will not be funded by the State.  The Town of Buxton has several big ticket items that will be coming up for vote.  The voters of

Buxton will have to take on 28% of the unfunded portion of the new school, and the new garage is proposed to cost 1.5 million which will be totally funded by the Town.
