Minutes for February 21, 2007 Selectmen’s Meeting

Members Present:  Daniel T. Collomy, Carol B. Sanborn, Robert C. Libby, Jean C. Harmon and Clifford L. Emery

Others Present:  Phil Thompson, Dave Harmon, Sharon Elwell, Olive Collomy, Dennis Santolucito, Peter Burns, Hiram Davis, Mike Robinson, Bob Lowell and Keith Emery

Special Town Meeting 7:00 p.m.

A Special Town Meeting was held at 7:00 p.m.  Minutes attached.

Business Meeting Agenda

1.      Call to Order.

The Meeting was called to order at 7:19 p.m.

Open Bids Printing Town Reports -- 2

The following bids for printing the Town Report were opened:

        1.      Maine Label & Printing          Printing 1,600 books            $7,872

2.      Full Court Press                        Printing 1,600 books            $7,721.66

2.      Approval of Prior Meeting Minutes.

Selectmen’s Meeting Minutes for February 14, 2007.  Approved 3-2-0.


3.      Discussion held between 5:00 & 7:00 p.m.

5:00 p.m. – Jeannette Fernstrom – update on military personnel serving in Iraq
5:30 p.m. – Chief Thomas – introduce Dispatcher and Officer
6:00 p.m. – Heida & John Frasca –Executive session 6:10 p.m. out of Executive session at
                          6:55 p.m.


4.      Review of Correspondence.

·       Email from Saco River Cable Committee – Re:  Service interruptions for SRC-TV channels 2, 5, 7 and 16 February 22-28th
·       Hollis Planning Board Public Hearing on February 27, 2006 at 7:30 p.m. – Re:  Proposed Subdivision on Saco River Map 3, Lot 53
·       Letter from Fred Farnham, Code Officer to Eric M. Mehnert – Re:  Conditional Use Application for entity on Back Nippen Road


5.      Review of Projects and Issues.

Selectman Harmon stated that the Selectmen held a Workshop on Tuesday night and reviewed the budget submitted by the Recreation Director and Code Enforcement.

Selectman Emery reported that he and several volunteers moved the Historical Society items from the Old Town Hall to leased space at the old York Mutual building in W. Buxton.

8.      Executive Orders.

E.O.060702012 – An order to approve the hire of Jason Denison as a full time Police Officer effective February 21, 2007 at a pay rate of $16.08 per hour.  Approved 4-0-1.  Selectmen Collomy, Sanborn, Harmon and Emery voted “yes” Selectman Libby voted “no”.

E.O.060702013 – An order to approve the hire of William Flanders to the position of part time Dispatcher effective February 21, 2007 at a pay rate of $13.00 per hour.  Approved 5-0.

E.O.060702014 – An order to accept the new Fee Schedule dated 2/20/07.  Approved 5-0.

E.O.060702015 – An order to approve 8 hours of vacation time for John Myers.  Approved 5-0.

9.      Executive Orders by Initiative.

None


10.     Accounts Payable and Payroll Warrants.

E.O.060702010 -- An order approving expenditures as documented in Accounts Payable Warrant #34-07.  Approved 5-0.

Selectmen’s Meeting Wednesday, March 1, 2007 at 7:00 p.m.
Budget Committee Meeting Thursday, February 22 at 7:00 p.m.
Planning Board Meeting Monday, February 26, 2007 at 7:30 p.m.

12.     Other Business.

Selectman Emery and Sanborn attended the Eleven Town Meeting in Waterboro on Monday night.  Chris Lockwood and a representative from MMA discussed the new programs, the results of the survey and convention attendance.  The school consolidation issue was also discussed.


13.     Public Comments and Questions.

Keith Emery reminded the public that there will be a get together at the Town Hall on Sunday, February 25 from 2:00 – 4:00 p.m. for families of military personnel serving in Iraq and other areas.

Michael Robinson stated that he had been researching the new housing development in Hollis across the river from Pleasant Point Park.  There will be a Public Hearing on the issue on Tuesday, February 27 in Hollis.  There will be 9 waterfront lots and 3 back lots.  The lots are for sale and each buyer can build their own homes with a builder of their choice.  The houses are expected to be $500,000 and up.
