Minutes for January 31, 2007 Selectmen’s Meeting

Business Meeting Agenda

1.      Call to Order.

The Meeting was called to order at 7:06 p.m.

2.      Approval of Prior Meeting Minutes.

Selectmen’s Meeting Minutes for January 24, 2007.  Approved 5-0.


3.      Discussion held between 5:00 & 7:00 p.m.

6:00 p.m. – Sarah Nash – meet with new Editor of the Buxton News

4.      Review of Correspondence.

·       Email from Joyce Kelley, York County Emergency Management – Re:  The Governor has nominated Robert McAleer to head Maine Emergency Management Agency
·       Email from Joyce Kelley, York County Emergency Management – Re:  Reminder Citizens Energy is offering fuel assistance for LIHEAP recipients as follows:
--200 gallons at a 40% discount; or
--100 free gallons for individuals who have not yet received delivery under the program
·       Letter from George D. Richardson, Jr., First Selectman, Town of Westport Island – Re:  LD-1 and tax relief for coastal towns
·       Email from Bill Andrews – Re:  Impact of housing development on Saco River across from Pleasant Point Park


5.      Review of Projects and Issues.

Selectman Harmon reported that all Department Heads are preparing their budgets for the upcoming year.

Selectmen Emery reported that he will be testifying in Augusta next Wednesday on LD14 a bill that is before the legislature to do away with the County Budgets and have them advisory only.





6.      Old Business.

Selectman Harmon reported that the Food Pantry needs a new home and if anyone knows of a facility to please contact the Town Office.

7.      New Business.
        
Selectman Collomy announced that there is going to be a Special Town Meeting on February 14, 2007 at 7:00 p.m.  Selectman Collomy read the Warrant.  Selectman Emery provided background information on each article.


8.      Executive Orders.

E.O.060701024 – An order to approve of Chester Ouellette effective February 5, 2007 at a pay rate of $11.81 per hour.  Approved 5-0.


9.      Executive Orders by Initiative.

E.O.060701025 –An order to appoint Sarah Nash to the position of Editor of the Buxton News effective February 1, 2007.  Approved 5-0.

E.O.060701026 – An order to approve the carry forward of 4.5 hours of vacation time for Lary Owen.  Approved 5-0.

E.O.060701027 – An order to approve the carry forward of 40 hours of vacation time for Chris Waterman.  Approved 5-0.

E.O.060701028 – An order to approve the carry forward of 74 hours of vacation time for Chief Thomas.  Approved 5-0.



10.     Accounts Payable and Payroll Warrants.

E.O.060701022 -- An order approving expenditures as documented in Accounts Payable Warrant #31-07.  Approved 5-0.

11.     Next Meeting of the Board.

Selectmen’s Meeting Wednesday, February 7, 2007 at 7:00 p.m.
Budget Committee Meeting Thursday, February 8, 2007 at 7:00 p.m.
Special Town Meeting Wednesday, February 14, 2007 at 7:00 p.m.




12.     Other Business.

Selectman Harmon stated that a resident had questioned why the Town of Buxton did not post roads in the Town.  Selectman Emery stated that it has always been the policy of the Town for the Road Commissioner to speak with the owners of trucking operations to use the main roads and haul smaller loads during the spring months to prevent road damage.  It was also mentioned that the truckers pay taxes to use the roads and it is an imposition to close them.
        


13.     Public Comments and Questions.

Keith Emery reported that the Planning Board will be holding a Workshop on Monday and they have a person who is a student and will be able to get the GIS mapping done to save the Town some money.






14.     Adjournment.
