Chairman Harry Kavouksorian opened the Buxton Planning Board meeting of  June 11, 2012, at 7 p.m.

Pledge of Allegiance

Discussion of Gail Landry’s Conditional Use Permit application for an Inn/Events Facility at 668 Narragansett Trail - Articles 8.2.B.6 and 8.2.B.7.  The property is located in the Business Commercial District on Tax Map 6, Lot 36.

        Harry wants to clarify for a couple of residents why Ms. Landry is being asked for some things.  These are requirements of the ordinance:  the two above articles.  An erosion and sedimentation plan has been prepared by a qualified person is a qualification of 8.2.B.6 and 7.      John stated that they didn’t see any markers except that the large parking area was going to drop down into some wetlands, so there was a potential problem that needed to be addressed.        Some neighbors attended the site walk, and one of the neighbors was concerned about runoff.  Everyone has to meet the conditions of the ordinance, where appropriate.  In this case, the Board feels it is appropriate.  
        Jere mentioned 8.2.B.3.  He doesn’t think the plan they received from the applicant was adequate.  Jere says that if there was no proposed site work, it would be different; but since they’ll need 67 parking spaces, there is a considerable amount of alteration that needs to be done.  The Board has always requested a site plan.  Board members agree that a site plan is necessary.  These items will be taken care of on this plan.
        Jere asked Harry if Gail is aware of what is needed.  Harry says she is clear.

Approval of Minutes:
        May 28, 2012
Motioned by Jere, seconded by Larry, to approve the minutes as amended.  Four voted in favor.


Approval of Bills:
        No bills this week.


Communications:
        Shoreland Zoning Newsletter - clarifies some moderate and high value wetlands changes - not going to be required in the Resource Protection zone.  We still need accurate shoreland zoning maps.  Statewide timber harvesting standards will become effective soon.  A municipality can join with the Board of Forestry for administration and enforcement.  Harry thought it might be appropriate to contact Mike Morse about where this stands.
        Letter from Fred Farnham to Peter Pinkham regarding the Board’s decision regarding his taking care of stumps and wood waste.  Jere wanted to clarify that this waste would only be from sites that Peter’s operation excavates.

Other Business:
        Larry mentioned that tomorrow is voting day, so get out to vote.

Motioned by Jere, seconded by Larry, to adjourn the meeting at 7: 17 p.m.  Four voted in favor.
