Regular Meeting
July 16, 2014
7:30 p.m.

The Regular Meeting of the Board of Trustees of the Village of Briarcliff Manor, New York was held in the Village of Briarcliff Manor Village Hall, at 1111 Pleasantville Road, Briarcliff Manor, New York on the 16th of July, 2014 commencing at 7:30 p.m.

Public Hearing to Amend the Third Amended and Restated Special Permit and Tree Removal Permit, Briarcliff Manor Investors LLC and Integrated Development Group LLC (The Club at Briarcliff Manor)

Upon motion by Deputy Mayor Sullivan, seconded by Trustee Pohar, the Board voted unanimously to reopen the public hearing.  

Mayor Vescio stated the language was being modified and the hearing would be adjourned to a future date.  

Upon motion by Trustee Wilson, seconded by Trustee Pohar, the Board voted unanimously to adjourn the public hearing for the amendment to the Third Amended and Restated Special Permit and Tree Removal Permit, Briarcliff Manor Investors LLC and Integrated Development Group LLC (The Club at Briarcliff Manor) to a future date to be determined and to be re-noticed and posted.  

Village Managers Report by Village Manager Zegarelli

·       A grant was received to be used towards the Library and Community Center Construction Project.  
·       The Westchester County Mobile Passport Unit will be here on July 30th from 11am-2pm.  
·       Taxes were due by July 1st.  Penalties now apply.  
·       Funds were awarded through Homeland Security for the Fire Department.  
·       Visit website to see what programs are coming up in the Library and Recreation Department.  
·       Community Day will be on September 6th.  
·       A dog is missing from a residence in the Tree Streets.  Please report it to the Police if you see him.  

Public Comments

There were no public comments.  

Award of Bid

Water Pump Station & Comfort Station – Plumbing

Village Attorney Smith stated easements would be needed to begin the project and the award of bid was contingent upon that.  

Trustee Wilson noted the property could be condemned for public purpose in necessary.  

Upon motion by Trustee Pohar, seconded by Deputy Mayor Sullivan, the Board voted unanimously to approve the following resolution as amended:

WHEREAS the Village received 8 qualified bids for the Water Pump Station and Comfort Station, Plumbing Project (VM-1314-4-P); and

WHEREAS the award of bid is contingent upon easement agreements with the property owner; and

NOW, THEREFORE, BE IT RESOLVED that the bid for Water Pump Station and Comfort Station, Plumbing Project (VM-1314-4-P) is hereby awarded to the lowest responsible bidder VFR Contracting with their bid proposal of $57,400 of which will be charged to budget code H.8397.201.PPVM4 with funding approved in the December 18, 2013 Bond Resolutions.  

BE IT FURTHER RESOLVED that the Village Manager is hereby authorized and directed to execute a contract with VFR Contracting for said project.

Water Pump Station & Comfort Station – General Construction

Village Attorney Smith stated easements would be needed to begin the project and the award of bid was contingent upon that.  

Upon motion by Deputy Mayor Sullivan, seconded by Trustee DeRose, the Board voted unanimously to approve the following resolution as amended:

WHEREAS the Village received 4 qualified bids for the Water Pump Station and Comfort Station, General Construction Project (VM-1314-4-G); and

WHEREAS the award of bid is contingent upon easement agreements with the property owner; and

NOW, THEREFORE, BE IT RESOLVED that the bid for Water Pump Station and Comfort Station, General Construction Project (VM-1314-4-G) is hereby awarded to the lowest responsible bidder Abbott & Price, Inc. with their bid proposal of $749,000 of which will be charged to budget code H.8397.201.PPVM4 with funding approved in the December 18, 2013 Bond Resolutions.  

BE IT FURTHER RESOLVED that the Village Manager is hereby authorized and directed to execute a contract with Abbott & Price, Inc. for said project.

Capital Project 2014-2015 Bond Resolutions

Upon motion by Trustee Wilson, seconded by Trustee Pohar, the Board voted unanimously to table the agenda item to the next meeting.  

Fire Department Membership - Ayanoglu

Upon motion by Trustee Wilson, seconded by Trustee Pohar, the Board voted unanimously to approve the following resolution:
 
BE IT RESOLVED, that the Board of Trustees of the Village of Briarcliff Manor hereby approves the under 18 membership of Jessica Ayanoglu to the Scarborough Engine Company.  

Minutes

Upon motion by Trustee Pohar, seconded by Trustee Wilson, with one abstention by Deputy Mayor Sullivan, the Board voted to approve the minutes of June 18, 2014.  

Upon motion by Trustee DeRose, seconded by Trustee Wilson, with abstentions by Mayor Vescio and Deputy Mayor Sullivan, the Board voted to approve the minutes of July 1, 2014.  

Adjournment

Upon motion by Deputy Mayor Sullivan, seconded by Trustee DeRose, a Work Session was scheduled for Wednesday, July 30, 2014 at 7:00pm.  


Upon motion by Trustee Wilson, seconded by Trustee Pohar, the Board voted unanimously to adjourn the regular meeting at 7:55pm.
