Regular Meeting
April 17, 2013
7:30 p.m.

The Regular Meeting of the Board of Trustees of the Village of Briarcliff Manor, New York was held in the Village of Briarcliff Manor Village Hall, at 1111 Pleasantville Road, Briarcliff Manor, New York on the 17th of April, 2013 commencing at 7:30 p.m.

Continued Public Hearing Fiscal Year 2013-2014 Tentative Budget

Upon motion by Trustee Wilson, seconded by Trustee Pohar, the Board voted unanimously to reopen the public hearing.  

There were no public comments.  

Upon motion by Trustee Pohar, seconded by Trustee Murray, the Board voted unanimously to close the public hearing.  

Upon motion by Trustee Murray, seconded by Deputy Mayor Sullivan, the Board voted unanimously to schedule a Special Meeting to discuss the FY 13-14 Budget and address other business as needed on Tuesday, April 30, 2013 at 7:30pm in Village Hall.  

Board of Trustees Report by Deputy Mayor Sullivan
  • The Westchester County Mobile Passport Unit will be at Village Hall on Thursday, April 25th from 11am-2pm.  
  • The BMFD will host a Blood Drive on April 20th from 9am-3pm.  
  • The 2013 Recreation Spring/Summer Brochure is available on the Village website.  
  • Camp will be held at different facilities this year.  
  • Specialty Camps are available.  Please contact the Recreation Department for more information.  
  • Summercliff Players presents Seussical as their summer production.  An open house meeting will be on April 22nd.  
  • Stash the Trash will be on April 27th at the Youth Center.  
  • Registration is being accepted for the Senior Trip to Villa Roma on May 14th.  
Village Managers Report by Village Manager Zegarelli
  • The Village is still awaiting reimbursement from FEMA.  
  • The Community Center plans are in the final phase.  
  • DPW is in the midst of a lot of Spring projects throughout the Village.  
  • Unpaid water bills will be levied to tax bills in May.  
  • The Village did an audit on the PASNY bill and received a credit.

Amendment Fire Department Service Awards Program Reporting for 2011

Upon motion by Trustee Sullivan, seconded by Trustee Wilson, the Board voted unanimously to approve the following resolution:

BE IT RESOLVED, that the Volunteer Firefighter Service Award Program list for all 2011 active firefighters of the Briarcliff Manor Fire Company is hereby amended as follows:

Confirmation of Fire Department Election

Upon motion by Trustee Wilson, seconded by Trustee Pohar, the Board voted unanimously to approve the following resolution:

BE IT RESOLVED that the Board of Trustees does hereby confirm the results of the election of the Briarcliff Manor Fire Department conducted on April 4, 2013 as follows:

Fire Department Memberships

The Board thanked the new members for volunteering and congratulated the new Officers.  

Upon motion by Trustee Murray, seconded by Trustee Sullivan, the Board voted unanimously to approve the following resolution:

BE IT RESOLVED, that the Board of Trustees of the Village of Briarcliff Manor hereby approves the membership of Robert J. Kohl to the Scarborough Engine Company.  

BE IT RESOLVED, that the Board of Trustees of the Village of Briarcliff Manor hereby approves the membership of Oliver R. Parks to the Briarcliff Manor Hook & Ladder Company.  

BE IT RESOLVED, that the Board of Trustees of the Village of Briarcliff Manor hereby approves the membership of Deborah E. Parson to the Briarcliff Manor Hook & Ladder Company.  

BE IT RESOLVED, that the Board of Trustees of the Village of Briarcliff Manor hereby approves the membership of Fran Krupa to the Briarcliff Manor Hook & Ladder Company.  

Schedule a Public Hearing to Renew a Special Use Permit – The American Anglican Church (Holy Innocents)

Upon motion by Trustee Sullivan, seconded by Trustee Wilson, the Board voted unanimously to approve the following resolution:

BE IT RESOLVED that a Public Hearing is hereby scheduled for May 1, 2013 at 7:30pm or soon thereafter in Village Hall located at 1111 Pleasantville Road, Briarcliff Manor, NY to hear and consider an application for the renewal of a Special Use Permit issued to the American Anglican Church (Holy Innocents).  

Close Inactive Capital Projects to Debt Service

Upon motion by Trustee Pohar, seconded by Trustee Murray, the Board voted unanimously to approve the following resolution:

BE IT RESOLVED that the Board of Trustees does hereby authorize the transfer of outstanding and unused funds from the Scarborough Park Capital project to Debt Service.

BE IT FURTHER RESOLVED that the amount to be transferred from the Capital Projects General Fund totals $266,677.88 from the Scarborough Park Construction Account H1440.201.11250 and Design and Engineering H7110.201.06740 as follows:  

Increase Revenue – Transfer from Capital
(V0102.5034) by $266,677.88

Increase Expenses – Transfer to Debt Service
(H9901.940) by $266,677.88

Board Appointments

The Board thanked the new Board and Committee members for volunteering and stated there were several slots still available.  

Upon motion by Trustee Murray, seconded by Trustee Sullivan, the Board voted unanimously to approve the following resolution as amended:

BE IT RESOLVED, that the Board of Trustees of the Village of Briarcliff Manor hereby makes the following appointments:

Edward Nolan as the Planning Board Chairperson for a term to expire at noon on the first Monday of April 2014.  

Edward Nolan as a Planning Board Member for a term to expire at noon on the first Monday of April 2018.  

Edward Nolan as a member of the Tree Preservation Board for a term to expire at noon on the first Monday of April 2014.  

Philip Zegarelli as a member of the Tree Preservation Board for a term to expire at noon on the first Monday of April 2014.  

Philip Zegarelli as a member of the Ethics Board for a term to expire at noon on the first Monday of April 2014.  

Ronald Alenstein as the Zoning Board of Appeals Chairperson for a term to expire at noon on the first Monday of April 2014.  

Georgina Gualdino as the Chairperson of the Recreation Advisory Committee for a term to expire at noon on the first Monday of April 2014.

Acceptance of a donation from the Friends of the Library

The Board thanked the Friends of the Library for their donation.  

Upon motion by Trustee Sullivan, seconded by Trustee Wilson, the Board voted unanimously to approve the following resolution:

BE IT RESOLVED, that the Board of Trustees hereby accepts a donation in the amount of $742 from the Friends of the Library for the purposes of purchasing an art display system for $687 and an accompanying plaque for $55 for the Briarcliff Manor Public Library.

Amendment to the Designation of Banks for the Deposit of Village Funds

Upon motion by Trustee Wilson, seconded by Trustee Pohar, the Board voted unanimously to approve the following resolution as amended:

BE IT RESOLVED, that the Board of Trustees of the Village of Briarcliff Manor hereby amend the minutes of the Organizational Meeting held on April 3, 2013 and designate the following banks for the deposit of Village funds:

  • JP Morgan Chase
  • Wells Fargo Bank, NA
  • Fidelity
  • Amended from TD Bank North to Trustco Bank

Upon motion by Trustee Pohar, seconded by Deputy Mayor Sullivan, with one abstention by Trustee Murray, the Board voted to approve the minutes of April 3, 2013 Organizational Meeting.    

Upon motion by Deputy Mayor Sullivan, seconded by Trustee Wilson, with one abstention by Trustee Murray, the Board voted to approve the minutes of April 3, 2013 Regular Meeting.    

Adjournment

The Board expressed their deepest sympathies for the victims of the Boston Marathon bombing.  


Upon motion by Trustee Murray, seconded by Deputy Mayor Sullivan, the Board voted unanimously to adjourn the meeting at 8:00pm.
