The Regular Meeting of the Board of Trustees of the Village of Briarcliff Manor, New York was held in the Village of Briarcliff Manor Village Hall, at 1111 Pleasantville Road, Briarcliff Manor, New York on the 2nd of January, 2013 commencing at 7:30 p.m.

Board of Trustees Report by Trustee Murray
- The Library held many successful programs. Please visit their website for information on upcoming programs and events.
- An appeal letter is being sent out by the Friends of the Library.
- A special thank you to the Fire Department and Police Department for their holiday fund drives.
- Scarborough Station Parking permits are on sale.
- Winter Recreation programs have begun. Visit the website for the brochure.
- The Ice Rink has been installed. Permits are required. Please contact the Recreation Department for more information.
- Platform Tennis season is in full swing and permits are required.
Mayor Vescio read a statement from Governors Cuomo and Christie regarding the Senate’s failure to approve Hurricane Sandy Relief. The Board supports the Governors sentiments.
Village Managers Report by Village Manager Zegarelli
- Scarborough Station Parking permits are on sale.
- Alarm permits renewals will be sent out in January.
- The 2nd half of Village taxes were due by 12/31.
- The chair lift was replaced in Village Hall.
- The first FEMA kickoff session was held regarding Hurricane Sandy.
- Storm cleanup is complete.
Mayor Vescio stated that longtime resident, Eileen Weber passed away. He stated she was very committed to the Village and the Board sent condolences to her family.

There were no public comments.
Adoption of Capital Budget for FY 2012-2013
Upon motion by Trustee Murray, seconded by Trustee Sullivan, the Board voted unanimously to approve the following resolution:
BE IT RESOLVED, that the Board of Trustees does hereby adopt the Capital Budget for Fiscal Years 2012-2013 in the amount of $1,925,000 and to be included in a format for the official minutes.

Rescind Open BAN Authorizations
Upon motion by Trustee Sullivan, seconded by Deputy Mayor Venditti, the Board voted unanimously to approve the following resolution:
BE IT RESOLVED that the Board of Trustees does hereby authorize the following project authorizations to be rescinded:
FY 06-07 Trails Phase 1 $20,500.00
FY 07-08 Trail Development $258,162.00
FY 08-09 Full Water Supply Project $15,990,970.00

Election Resolution for Annual Village Election 2013
Upon motion by Deputy Mayor Venditti, seconded by Trustee Pohar, the Board voted unanimously to approve the following resolution:
BE IT RESOLVED that the annual Village Election will be held in the Village of Briarcliff Manor at the Youth Center (5 Van Lu Van Road) in said Village on Tuesday, March 19, 2013 between the hours of 6:00am and 9:00pm during which the polls will be open.
BE IT FURTHER RESOLVED that the polling places for the Village of Briarcliff Manor, will be designated as follows, the Village’s Single Election District (Town Voting districts #15, #16, #17, #19, #26, #27 and #29) will vote in the Briarcliff Manor Youth Center located at 5 Van Lu Van Road.
Authorize Village Manager to Execute an Agreement with Pro Park America for Valet Parking Services
Upon motion by Trustee Pohar, seconded by Trustee Murray, the Board voted unanimously to approve the rejection and resubmission of the Requests for Proposals for Valet Parking Services.
Minutes
Upon motion by Trustee Pohar, seconded by Deputy Mayor Venditti, with abstentions by Trustee Sullivan and Trustee Murray the Board voted to approve the minutes of December 5, 2012.
Adjournment
Upon motion by Deputy Mayor Venditti, seconded by Trustee Murray, the Board voted unanimously to adjourn the meeting at 7:55pm.
