The Regular Meeting of the Board of Trustees of the Village of Briarcliff Manor, New York was held in the Village of Briarcliff Manor Village Hall, at 1111 Pleasantville Road, Briarcliff Manor, New York on the 14th of November, 2012 commencing at 7:30 p.m.

Board of Trustees Report by Mayor Vescio
Mayor Vescio thanked the Village Staff, Utility Workers, the Governor, the County Executive and the Village Manager for all their time and efforts during and after Hurricane Sandy and Nor’easter Athena. He stated the Board was dissatisfied with Con Edison’s response and the Village worked tirelessly to bring attention to the Village’s needs. He further stated he could not emphasize enough that people should not touch downed wires, drive over them or remove or go around barricades. He stated the County was setting up a committee to review Con Edison’s response to the storm and the Village volunteered to participate.
Village Managers Report by Village Manager Zegarelli
Village Manager Zegarelli gave a report on the storm and its impacts to the Village. He asked Village residents to bring their storm debris to the curb by November 25th and to make sure sticks are separated from leaves.
Village Manager Zegarelli gave a presentation on the state of first 4 months of the FY 12-13 Budget. He stated the budget was tracking well and right on target.

Election Resolution for Annual Village Election 2013
Upon motion by Trustee Murray, seconded by Trustee Sullivan, the Board voted unanimously to approve the following resolution:
BE IT RESOLVED that the annual Village Election will be held in the Village of Briarcliff Manor on Tuesday, March 19, 2013 between the hours of 6:00am and 9:00pm during which the polls will be open.
BE IT FURTHER RESOLVED that the following Village Offices are to be elected at the annual Village Election of March 19, 2013 for the terms as set forth herein:

Mayor 2 Years
Trustee (2) 2 Years
Village Justice 4 Years
Village Justice Court Annual Auditor’s Report
Village Manager Zegarelli gave a brief presentation on the Village Justice Court Annual Audit.
Mr. Chris Kopf stated a final version of the audit was submitted to the Board.
Upon motion by Trustee Sullivan, seconded by Deputy Mayor Venditti, the Board voted unanimously to approve the following resolution:
BE IT RESOLVED that the Village Justice Court conducted an Independent Audit for Fiscal Year 2011-2012 in accordance with Section 2019-a of the Uniform Justice Court Act.
BE IT FURTHER RESOLVED that the Board of Trustees does hereby approve and accept into the record the Village Justice Court Independent Audit for Fiscal Year 2011-2012.
Award of Bid – Garage Doors
Upon motion by Deputy Mayor Venditti, seconded by Trustee Pohar, the Board voted unanimously to approve the following resolution:
WHEREAS the Village received 4 bids for the VM-1213-3 DPW Garage Door Replacement Project; and
WHEREAS, a total of $64,170 is designated from the Village of Briarcliff Manor Capital Fund $39,589.79 from H.1440.201.11263 (DPW Roof Replacement) and $24,580.21from H.1440.201.11262 (VH Roof Replacement); and
NOW THEREFORE BE IT RESOLVED that the bid for the VM-1213-3 DPW Garage Door Replacement Project is hereby awarded to All Door and Garage Inc. as per their bid of $64,170.
BE IT FURTHER RESOLVED that the Village Manager is hereby authorized and directed to execute a contract with All Door and Garage Inc. for said project.
Fire Department Memberships
The Board thanked the new members for volunteering.
Upon motion by Trustee Pohar, seconded by Trustee Murray, the Board voted unanimously to approve the following resolution:
BE IT RESOLVED, that the Board of Trustees of the Village of Briarcliff Manor hereby approves the membership of John Cipollina to the Scarborough Engine Company.
BE IT RESOLVED, that the Board of Trustees of the Village of Briarcliff Manor hereby approves the membership of Paul Torres to the Briarcliff Manor Hook and Ladder Company.
BE IT RESOLVED, that the Board of Trustees of the Village of Briarcliff Manor hereby approves the membership of Chris Gaur to the Briarcliff Manor Hook and Ladder Company.
Village Annual Auditor’s Report
Mr. Chris Kopf and Mr. Jeff Shaver gave a presentation on the Annual Village Audit conducted by their firm. They stated they did not encounter any difficulties or issues and the Village received an unqualified opinion. They stated the Board and the Village Staff did a very good job with the Village’s finances in a poor economy.
The Board thanked them for their presentation and thanked Village Staff for a great job.
Minutes
Upon motion by Trustee Murray, seconded by Trustee Sullivan, with one abstention by Deputy Mayor Venditti, the Board voted to approve the minutes of October 17, 2012 as amended.
Adjournment
A Work Session is scheduled for Monday, November 26th at 6:45pm to discuss the Capital Budget for FY 12-13 and the Community Room.
Upon motion by Trustee Sullivan, seconded by Deputy Mayor Venditti, the Board voted unanimously to adjourn the meeting at 8:40pm.
