Regular Meeting
May 16, 2012
7:30 p.m.

The Regular Meeting of the Board of Trustees of the Village of Briarcliff Manor, New York was held in the Village of Briarcliff Manor Village Hall, at 1111 Pleasantville Road, Briarcliff Manor, New York on the 16th of May, 2012 commencing at 7:30 p.m.

Board of Trustees Announcements by Trustee Murray
  • The Library has many upcoming events.   Please visit their website for their Spring Brochure and programs.  
  • Please drive carefully as a lot of joggers and bicyclists are out there this time of year.    
  • Recreation Spring Programs are in full swing.  
  • The Youth Center Open House will be on May 17th from 6-9pm.  
  • The Swim Team Pancake Breakfast will be on May 19th at the Law Park Pavilion.  
  • The Tennis Courts are open.  Permits are required and will be enforced.  
  • Day Camp registration forms are available online and registration is now being accepted on a space available basis.  
  • The Summercliff Players summer show will be Once on this Island.  Auditions will be held on Sunday, May 20th.    
Village Managers Report by Village Manager Zegarelli
  • Punch list items are being closed out on the FWSP.  
  • The Village wide Hydrant Flushing Program is nearing completion.  
  • The North State Road project is underway.  
  • The windows have been installed at the Library and Community Center.  
  • RFQ’s are going out for the Community Center space.  
  • Any unpaid water bills were levied to Village tax bills.  
  • Tax bills will be mailed out Memorial Day weekend and the first half will be due by July 2nd.  Village Hall will stay open until 7pm that evening.  
Public Comments

Ms. Anne Rybicki, Conservation Advisory Council member asked what the status of new and reappointments was for the CAC.

Mayor Vescio stated the Board was addressing vacancies on all Boards first and then would fill vacancies and/or reappoint members on committees and councils.  

Board/Committee Appointments

The Board thanked the new members for volunteering.  

Upon motion by Trustee Murray, seconded by Trustee Sullivan, the Board voted unanimously to approve the following resolution:

BE IT RESOLVED, that the Board of Trustees of the Village of Briarcliff Manor hereby makes the following appointments:

Richard Pastore as a Planning Board Member for a term to expire on April 1, 2017.   

Michael Gioscia as a Zoning Board Member for a term to expire on April 1, 2017.  

Authorize Village Manager to Execute an Agreement for Senior Advocate Services

Mayor Vescio requested the Senior Advocate be put in touch with the Community Helping Hands organization.  

Upon motion by Trustee Sullivan, seconded by Deputy Mayor Venditti, the Board voted unanimously to approve the following resolution:

BE IT RESOLVED that the Village Manager is hereby authorized and directed to execute an agreement with Family Services of Westchester, Inc. for Senior Advocate Services for the period from June 1, 2012 through May 31, 2013 per their proposal of $20,000.   

Authorize Village Treasurer to Levy Unpaid Water Rents to the 2012-2013 Tax Roll

Mayor Vescio requested Village Counsel inquire as to whether or not the Village could enter into an inter-municipal agreement to levy unpaid water bills to tax for outside Village customers.  

Upon motion by Deputy Mayor Venditti, seconded by Trustee Murray, the Board voted unanimously to approve the following resolution:

BE IT RESOLVED that the Board of Trustees of the Village of Briarcliff Manor in accordance with Village Law hereby certifies the attached Unpaid Water Rents and further authorizes the Village Treasurer to Levy said Unpaid Water Rents to the 2012-13 Tax Roll.

Budget Amendment – Unclaimed Bail Money

Upon motion by Trustee Murray, seconded by Trustee Sullivan, the Board voted unanimously to approve the following resolution:

BE IT RESOLVED that the budget for Fiscal Year 2011-2012 is hereby amended as follows:

Increase Revenue
(A0101.2770) by $120.00

Minutes

The minutes of May 2, 2012 were tabled to the next meeting.  

Adjournment


Upon motion by Trustee Murray, seconded by Trustee Sullivan, the Board voted unanimously to adjourn the meeting at 8:05pm.
