Regular Meeting
December 21, 2011
7:30 p.m.

The Regular Meeting of the Board of Trustees of the Village of Briarcliff Manor, New York was held in the Village of Briarcliff Manor Village Hall, at 1111 Pleasantville Road, Briarcliff Manor, New York of the 21st of December 2011 commencing at 7:30 p.m.

Board of Trustees Announcements by Trustee Mayer
  • The Library Winter Brochure is now available on the website.  
  • A book club for adults will begin on January 10th.  
  • Registration for winter Recreation Programs has begun.  Please visit the website for more information.  
  • A ski/snowboard program for grades 9-12 is being offered.  
  • Platform Tennis Permits are currently on sale.  
Village Managers Report by Village Manager Zegarelli

  • The Full Water Supply Project is in its final phase.  
  • Scarborough Station Parking Permits are on sale and extended hours are being offered on December 28th from 4:30pm-7pm.  
  • Overnight parking restrictions are in effect.  
  • The December Manor Monthly has been delivered to residents.  It contains a lot of valuable information.  
  • The Village Hall exterior lighting project is going out to bid.  
  • The Traffic Signal Upgrade Project is being re-bid.  
  • Several applications have been received for generators.  
  • Leaf pickup is in its final lap.  
  • Village Taxes are due by January 3, 2012.  
  • The FY10-11 Financial Statement presentation will be at the next meeting.  
  • The 1888 Water Main Project is out to bid.  
  • Alarm Permit renewals will be sent out in January.  
  • North State Road is OPEN!
Trustee Sullivan asked for an explanation of the work being done by Con Edison in the Tree Streets.

Village Manager Zegarelli stated they were replacing the gas main because of several leaks in the area.    

Public Comments

There were no public comments.  

Authorize Village Manager to Execute a Change Order – Photovoltaic Solar Array Installation VM-1011-7

Upon motion by Trustee Sullivan, seconded by Trustee Mayer, the Board voted unanimously to approve the following resolution:

WHEREAS, the Village of Briarcliff Manor was awarded an Energy Efficiency and Conservation Block Grant in the amount of $248,211.20 by New York State Energy Research and Development Authority  (Agreement Number 19523) on April 1, 2010 for the installation of a Photovoltaic Solar Array System Contract #VM 1011-7; and,

WHEREAS, the Village of Briarcliff Manor entered into an Agreement with Solar Liberty Energy Systems on October 27, 2011 for the installation of a Photovoltaic Solar Array System Contract #VM 1011-7 for $173,250; and,

WHEREAS, the changes reflected in Change Order 1 provide for the use of available grant funds totaling $93,043.89 to facilitate the installation of an additional Photovoltaic Solar Array at the Municipal Building and the expansion of the Photovoltaic Solar Array at the DPW Site for the benefit of the residents of the Village of Briarcliff Manor; and,

WHEREAS, the revised total project cost is $266,289.89 and will be funded with the Village’s project share cost of $27,500 from budget code H1440.201.11264.  

NOW, THEREFORE, BE IT RESOLVED that the Village Board hereby formally approves Change Order 1 and authorizes Village Manager Philip E. Zegarelli to execute all necessary documentation to facilitate the proposed work.

Minutes

The November 16, 2011 minutes were tabled to the next meeting.  

Upon motion by Trustee Mayer, seconded by Trustee Capasso, the Board voted unanimously to approve the minutes of December 7, 2011.  



Adjournment

The Board wished everyone a Merry Christmas, Happy Hanukkah and a Happy New Year and to drive safely and have a designated driver.     

The work session scheduled for Tuesday, December 27th was cancelled.   

Upon motion by Trustee Mayer, seconded by Trustee Capasso, the Board voted unanimously to adjourn into executive session to receive legal advice at 7:45pm and then immediately adjourn the regular meeting thereafter.
