Regular Meeting
August 3, 2011
7:30 p.m.

The Regular Meeting of the Board of Trustees of the Village of Briarcliff Manor, New York was held in the Village of Briarcliff Manor Village Hall, at 1111 Pleasantville Road, Briarcliff Manor, New York of the 3rd of August 2011 commencing at 7:30 p.m.

Public Hearing - Special Use Permit – T-Mobile Northeast, LLC

Upon motion by Deputy Mayor Venditti, seconded by Trustee Mayer, the Board voted unanimously to reopen the public hearing.  

Upon motion by Trustee Mayer, seconded by Deputy Mayor Venditti, the Board voted unanimously to adjourn the public hearing to September 7, 2011 at 7:30pm.  

Board of Trustees/Village Manager Announcements by Mayor Vescio
  • The Club at Briarcliff Manor is turning over the field to the Village on August 10th.  A dedication ceremony and BBQ will be held at the site on Scarborough Road.   
  • Con Edison is replacing the gas main on Holbrook and Scarborough Roads beginning August 8th.  Notices will be distributed and posted.
  • The FWSP pump station is ready to go and the Village is awaiting NYS Health Department approval.    
  • The FWSP funding is 96% completed and the Village is working on ceremonial commissioning.  
  • DPW is inundated with storm clean up.  Please notify them or the police of any downed trees or wires.  
  • Village Hall doors will be installed next week.  
  • The DPW solar grant design was approved by NYSERDA.  
  • The DPW new roof project will be starting in the next couple of weeks.
  • The Library has many upcoming programs for adults, teens and children.  
  • If you’re going away, call the Police Department for vacant house checks.  
  • The warm weather brings out joggers and bicyclists.  Residents are asked to abide by traffic rules.  
  • The Central Business District speed limit is 25 mph.  Please be mindful that pedestrians have the right of way.  
  • The Recreation Department moved back to lower level of the Library and Community Center.  Please use the rear entrance before 10am.  
  • Community Day will be held on Saturday, September 10th.
  • Please visit the Village website and sign up for news.
Public Comments

Ms. Jan Fisher of 15 Cherry Hill Court asked what type of notice was provided regarding the proposed T-Mobile cell tower at Buckhout Road.  She further asked if the height could be reduced or replaced with more than one tower co-located on other sites.  She stated she was concerned with the permanent impact the tower would have on the Village landscape.  

Mayor Vescio stated the public hearing was adjourned to September 7th and the concerns with the visual impacts were shared by the Board.  He stated the Board followed the special use permit notification requirement and expanded notice could be given during the Planning Board’s site plan process.  

Recognition of Years of Service – Thomas Farrington

The Board thanked Mr. Farrington for his 25 dedicated years of service.

Scheduling of Work Sessions

Upon motion by Trustee Sullivan, seconded by Deputy Mayor Venditti, the Board voted unanimously to approve the following resolution:

BE IT RESOLVED that commencing August 3, 2011, the first Wednesday of each month at 6:30pm (prior to the regularly scheduled Board of Trustees meeting) and the fourth Tuesday of each month at 6:45pm are designated to conduct Work Sessions by the Board of Trustees.  

BE IT FURTHER RESOLVED any additional work sessions will be noticed in accordance with Section 104 of the NYS Open Meetings Law.   

Minutes

Upon motion by Trustee Mayer, seconded by Deputy Mayor Venditti, with one abstention from Trustee Sullivan, the Board voted to approve the minutes of the July 20, 2011 Regular Meeting as amended.    



Adjournment

Upon motion by Trustee Mayer, seconded by Deputy Mayor Venditti, the Board voted unanimously to adjourn the regular meeting at 7:45pm.
