Regular Meeting
June 1, 2011
7:30 p.m.

The Regular Meeting of the Board of Trustees of the Village of Briarcliff Manor, New York was held in the Village of Briarcliff Manor Village Hall, at 1111 Pleasantville Road, Briarcliff Manor, New York of the 1st of June 2011 commencing at 7:30 p.m.

Public Hearing - Special Use Permit – T-Mobile Northeast, LLC

Upon motion by Trustee Sullivan, seconded by Trustee Mayer, the Board voted unanimously to open the public hearing.  

Ms. Cara Bonamalo, Attorney for the Applicant, explained the proposed application.  

The Board requested visual renderings of the proposed antenna from several locations.  

Village Manager Zegarelli stated he and/or the Village Engineer would accompany them to make sure all photo angles are covered.  

The Board requested a 130 foot radius of the antenna be marked on the drawings as well.  

Village Attorney Smith stated the SEQRA determination would be done at the time of approval.  

Upon motion by Trustee Mayer, seconded by Deputy Mayor Venditti, the Board voted unanimously to adjourn the public hearing to July 6, 2011 at 7:30pm.  

Board of Trustees Announcements by Trustee Sullivan
  • The Memorial Day Parade went well.  
  • The Library has enrolled in the OverDrive Advantage Program which allows Village Residents to get ebooks and audio books.
  • The Hammersteins Portrait will be presented on June 14th at the Library.
  • The Reading with Rosie, spring session has concluded and extremely successful.
  • If you’re going out of town, notify police so they can check your home
  • Pool Hours are listed on the Village website and scroll.  
  • Pool and Tennis Permits are on sale at Recreation Office
  • Day Camp Registration is still being accepted on a space available basis.  
  • The Recreation Department will be moving their offices into the lower level of the Library on 6/14.   
Village Managers Report by Village Manager Zegarelli
  • Work continues on the FWSP Project and the Village is waiting for EFC reimbursement  
  • Village Hall Administrative Hours will be going to summer hours on a trial basis.  
  • Village Hall windows have been delivered and asbestos abatement has begun.  
  • The Memorial Day 5K Run/Walk was a success.  
  • Village Tax Bills have been mailed out.  
  • A Village Wide Water read is being done to check for high usage.  
Public Comments

Mr. Eric Messer of 441 Sleepy Hollow Road stated he received approval for a 3 lot subdivision from the Planning Board and further stated there were a number of items that needed to be accomplished before receiving final plat approval.  He requested the resolution stating the recreation fees should be amended to state the “current rates”.  

Mayor Vescio stated the Village Code was clear regarding the fees but agreed the language in the resolution should be cleaned up to be more clear.  

Authorize Village Manager to Execute an Agreement – Westchester County, Prisoner Transportation

The Board had discussion as to whether there was a more efficient and cost effective way to transport prisoners.  

Upon motion by Deputy Mayor Venditti, seconded by Trustee Capasso, the Board voted unanimously to approve the following resolution:

BE IT RESOLVED that the Village Manager is hereby authorized and directed to execute an agreement with Westchester County for Prisoner Transportation for the period from January 1, 2011 through December 31, 2012.  

Award of Bid - Bus Transportation

Mayor Vescio requested the bus company drivers to slow it down, especially on blind curves.  

Upon motion by Trustee Capasso, seconded by Trustee Sullivan, the Board voted unanimously to approve the following resolution:

BE IT RESOLVED that the bid for the furnishing of Bus Transportation Services for various programs operated by the Recreation and Parks Department (VM-1112-1) is hereby awarded to Briarcliff Bus Co., Inc. of Briarcliff Manor, New York as per the rates in the attached schedule.

BE IT FURTHER RESOLVED that the Village Manager is hereby authorized and directed to execute a contract with Briarcliff Bus Co., Inc. for the furnishing of Bus Transportation Services for the Recreation and Parks Department.

Change Work Session Date

Upon motion by Trustee Sullivan, seconded by Trustee Mayer, the Board voted unanimously to approve the following resolution:

BE IT RESOLVED, that the Work Session of the Board of Trustees originally scheduled for Tuesday, June 14, 2011 at 6:45pm is hereby changed to Tuesday, June 7, 2011 at 6:45 pm.

Minutes

Upon motion by Trustee Capasso, seconded by Trustee Mayer, with abstentions from Trustee Sullivan and Deputy Mayor Venditti, the Board voted to approve the minutes of the March 22, 2011 Special Meeting.  



Adjournment

Upon motion by Trustee Mayer, seconded by Deputy Mayor Venditti, the Board voted unanimously to adjourn the regular meeting at 8:20pm.
