The Regular Meeting of the Board of Trustees of the Village of Briarcliff Manor, New York was held in the Village of Briarcliff Manor Village Hall, at 1111 Pleasantville Road, Briarcliff Manor, New York of the 20th of April 2011 commencing at 7:30 p.m.

Continued Public Hearing to Amend a Special Use Permit – Trump National Golf Club
Upon motion by Deputy Mayor Venditti, seconded by Trustee Capasso, the Board voted unanimously to reopen the Public Hearing.
The Board had general discussion regarding added mass and visual impacts of the proposed new building. They stated they understood it was an ancillary use but the added square footage needed to be factored into the global approval. They further requested the dates for the use of the building be from March 15th to January 1st.
Mr. John Sullivan, Architect for the Applicant, stated the proposed building was 5,900 square feet, not 5,800 and further stated if the Board wanted to reduce the number of bedrooms of the future units by six they would not have an issue. He stated they may be tweaked for market reasons anyway.
Mr. Dan Scavino, General Manager, stated the building was an outstanding opportunity for the golf course and community and they appreciated the Village working with them.
Trustee Sullivan noted the Village did not receive any objections to the proposal.
Upon motion by Trustee Sullivan, seconded by Trustee Capasso, the Board voted unanimously to close the Public Hearing.
Village Attorney Smith suggested the Board vote on the SEQRA resolution but wait to vote on the Special Use Permit.
Upon motion by Deputy Mayor Venditti, seconded by Trustee Capasso, the Board voted unanimously to approve the following resolution:
SEQRA
RESOLVED, that pursuant to the NYS Environmental Quality Review Act (SEQRA), the Board of Trustees hereby determines that the proposed amendment of the Trump/Briar Hall Golf Course and Residential Development Special Use Permit is an unlisted action under SEQRA that will not have a significant impact upon the environment and that the Mayor or his designee is authorized to execute and file a Negative Declaration under SEQRA in accordance with the applicable provisions of law.
Continued Public Hearing to Amend Chapter 168 with respect to sewers (Grease Traps)
Mayor Vescio stated the Hearing would be opened and closed and then re-noticed at future date.
Upon motion by Deputy Mayor Venditti, seconded by Trustee Sullivan, the Board voted unanimously to open the Public Hearing.
There were no public comments.
Upon motion by Trustee Sullivan, seconded by Deputy Mayor Venditti, the Board voted unanimously to close the Public Hearing.
Public Hearing Fiscal Year 2011-2012 Tentative Budget
Upon motion by Trustee Sullivan, seconded by Deputy Mayor Venditti, the Board voted unanimously to open the Public Hearing.
Village Manager Zegarelli presented the FY 10-11 (8 Month Status Update) and the FY 11-12 Tentative Budget.
Upon motion by Deputy Mayor Venditti, seconded by Trustee Capasso, the Board voted unanimously to close the Public Hearing.
Schedule Special Budget Meeting
Upon motion by Trustee Sullivan, seconded by Deputy Mayor Venditti, the Board voted unanimously to approve the following resolution:
BE IT RESOLVED, that a Special Budget Meeting of the Board of Trustees is hereby scheduled for Tuesday, April 26, 2011 at 6:45 p.m with a work session to follow immediately thereafter.
Village Managers Report by Village Manager Zegarelli
- Work continues on the FWSP Pump Station and the Village is waiting for a Certificate of Substantial Completion.
- The new Village Website is up and running. www.briarcliffmanor.org
A Village Resident Email Notification System is being implemented.
Residents are reminded to check the batteries on smoke detectors and sprinkler systems for leaks.
The garage door installation is almost completed.
A lot of road and curb repair will be done this Spring and Summer.
Sales Tax Revenue is up slightly.
Library and Community Center Classes are listed online.
The Recreation Spring/Summer Brochure is available online.
- Summercliff will be holding an informational meeting on April 26th.
- Stash the Trash will be on April 30th at the Youth Center.
- The Egg Hunt was a success.
- The Library and Community Center lower level build-out is progressing quickly.

Authorize Village Manager to Execute an Agreement with Westchester County – Stop DWI Program
Mayor Vescio requested information on overtime expenses, the number of tickets generated from the program and the program’s overall impact.
Upon motion by Deputy Mayor Venditti, seconded by Trustee Capasso, the Board voted unanimously to approve the following resolution:
BE IT RESOLVED that the Village Manager is hereby authorized and directed to execute an agreement with Westchester County for participation in the Stop DWI Amendment for the period from January 1, 2011 through December 31, 2015.
Confirmation of Fire Department Election
The Board congratulated the new Chief’s on their election and thanked them for volunteering. They further thanked Doug Cacciola for his time as Chief.
Upon motion by Trustee Capasso, seconded by Trustee Sullivan, the Board voted unanimously to approve the following resolution:
BE IT RESOLVED that the Board of Trustees does hereby confirm the results of the election of the Briarcliff Manor Fire Department Conducted on April 7, 2011 as follows:

Authorize Village Manager to Execute An Agreement with the Town of Mount Pleasant – Ambulance Services
Upon motion by Trustee Sullivan, seconded by Deputy Mayor Venditti, the Board voted unanimously to approve the following resolution:
BE IT RESOLVED that the Village Manager is hereby authorized and directed to execute a Fire Protection Agreement with the Town of Mt. Pleasant for ambulance services to the Mount Pleasant West Ambulance District to expire on June 30, 2012.
Minutes
Upon motion by Deputy Mayor Venditti, seconded by Trustee Capasso, the Board voted unanimously to approve the minutes of March 16, 2011.
Upon motion by Trustee Capasso, seconded by Trustee Sullivan, the Board voted unanimously to approve the minutes of the April 6, 2011 Organizational Meeting.
The minutes of March 22, 2011 and April 6, 2011 were tabled to the next meeting.
Adjournment
Upon motion by Trustee Sullivan, seconded by Deputy Mayor Venditti, the Board voted unanimously to adjourn the regular meeting at 8:40pm.
