Regular Meeting
November 17, 2010
7:30 p.m.

The Regular Meeting of the Board of Trustees of the Village of Briarcliff Manor, New York was held in the Village of Briarcliff Manor Village Hall, at 1111 Pleasantville Road, Briarcliff Manor, New York of the 17th of November 2010 commencing at 7:30 p.m.

Board of Trustees Announcements by Trustee Sullivan
  • 2011 Scarborough Station Parking Permit Applications are available on the Village website and will go on sale beginning December 6th
  • The Library and Community Center hours will be changing effective December 1st
  • There will be a family movie night showing of “Diary of a Wimpy Kid” on November 18th at the Library on the big screen.  
  • The platform tennis season is upon us and the permits are on sale.  
  • Late registration for basketball and floor hockey is being accepted.  
  • The Winter Recreation Brochure will be online shortly.  
  • The Community Bonfire and Sing-A-Long will be on Sunday, December 5th at 5pm.  
  • Letters to Santa are being accepted November 26th through December 21st
  • Ski/Snowboard trips to Mountain Creek are offered through the Recreation Department.  Please visit the website for more information.  
Mayor Vescio stated John Bauso, a longtime Village resident and community member, local barber and member of the Fire Department passed away.  The Board sent their thoughts and prayers to Mr. Bauso’s family.  


Village Managers Report by Village Manager Zegarelli
  • Village wide paving has been completed.  
  • The Full Supply Water Project is moving along well and moving along at an accelerated pace.  Substantial completion is projected for mid May 2011.  
  • The sidewalk project at the Scarborough Station is underway and is anticipated to be completed by Thanksgiving.    
  • The sidewalk in front of Village Hall test patch was completed and positive feedback has been received.    
  • The November 2010 Manor Monthly was recently mailed with a Village Directory.  The Village eliminated at least 40 telephone numbers.  
  • The Village Hall Window and Door Replacement Project is moving ahead.  The outside of the building will be power washed next week to prepare.  
  • Leaf pickup is underway.  
  • The FY2009-2010 Financial Statement will be presented at the next meeting.

Schedule Public Hearing to Repeal and  Adopt a New Chapter 81,  Animals, Article III, Dog License Fees

Upon motion by Trustee Sullivan, seconded by Trustee Mayer, the Board voted unanimously to approve the following resolution as amended:

BE IT RESOLVED that a Public Hearing is hereby scheduled for the December 1, 2010 Board of Trustees meeting to hear and discuss a proposed local to repeal and adopt a new Chapter 81, Animals, Article III, Dog Licensing of the Village Code of the Village of Briarcliff Manor.  

Authorize the Village Manager to Execute a Professional Services Agreement for Design Services for a Photovoltaic Solar System at the Department of Public Works

Upon motion by Trustee Mayer, seconded by Trustee Capasso, the Board voted unanimously to approve the following resolution:

BE IT RESOLVED that the Village Manager is hereby authorized and directed to execute a Professional Services Agreement with Guth DeConzo to provide the Village of Briarcliff Manor and the Village of Pleasantville with design and construction services for a photovoltaic solar system per their proposal of $21,000 for the design of the project; and

BE IT FURTHER RESOLVED that the design cost of $21,000 with a 15% contingency with a total cost not to exceed $24,150 is to be split equally between the Village of Briarcliff Manor and the Village of Pleasantville ; and

BE IT FURTHER RESOLVED the Village of Briarcliff Manor would be responsible for a maximum cost of $12,075 and is to be charged to Capital Budget Code H1440.201.11264  

Award of Bid - Emergency Power Installation at Various Pumping Facilities

The Board requested future memorandums be worded differently to show where the funding was coming from.  

Upon motion by Trustee Capasso, seconded by Trustee Sullivan, the Board voted unanimously to approve the following resolution:

WHEREAS the Village received four bids for the Emergency Power Installation Project; and

NOW THEREFORE BE IT RESOLVED that the bid for the Emergency Power Installation Project is hereby awarded to Filingeri Electric Contracting Corp. per their proposal of $118,000 and a 5% contingency not to exceed a total project cost of $123,900.

BE IT FURTHER RESOLVED that the Village Manager is hereby authorized and directed to execute an agreement with Filingeri Electric Contracting Corp. for said project.

Fire Department Membership

Upon motion by Trustee Sullivan, seconded by Trustee Mayer, the Board voted unanimously to approve the following resolution:

BE IT RESOLVED, that the Board of Trustees of the Village of Briarcliff Manor hereby approves the under 18 membership of Conor Gowan to the Briarcliff Manor Hook & Ladder Company.  


Minutes

Upon motion by Trustee Mayer, seconded by Trustee Capasso, the Board voted unanimously to approve the minutes of November 3, 2010.  


Adjournment

Upon motion by Trustee Mayer, seconded by Trustee Capasso, the Board voted unanimously to close the regular meeting at 8:00pm.
