The Regular Meeting of the Board of Trustees of the Village of Briarcliff Manor, New York was held in the Village of Briarcliff Manor Village Hall, at 1111 Pleasantville Road, Briarcliff Manor, New York of the 19th of May 2010 commencing at 7:30 p.m.

Stormwater Management Presentation by David Turiano , Village Engineer
Village Engineer Turiano gave an overview of the Village’s stormwater management program and reviewed the Village’s continuing requirements.
Board of Trustees Announcements by Trustee Sullivan
- Briarcliff has Heart, 3rd annual run/walk will be on May 31st.
- The Library end of school year party will be June 24th at Law Park Pavilion.
- The Library will be posting new hours effective June 1st.
- Day Camp Registration is still being accepted but late fees may apply.
- Summercliff Players registration is May 21st with auditions for Urinetown on May 23rd.
- The Swim Team is having a Pancake Breakfast on May 22nd at Law Park Pavilion.
- Pool season is just around the corner and will open on Sunday, May 30th at 11am.
The Board thanked the residents that joined them at the meeting concerning the different tax and equalization rates between the Town of Ossining and Town of Mount Pleasant. They stated it was wonderful to hear from residents and very productive.
Village Managers Report
- The Full Supply Water Project is moving along well.
- Several meetings were held with FEMA to recoup funds for the March Nor Easter.
- The Window and Door Replacement Projects are progressing.
- The field at the Club site is moving along quite fast.
- Bids were received for the Village Hall Roof Replacement Project.
- Tax Bills will be mailed the last week of May and will be due in June.
- Scarborough Firehouse is expected to be completed in early June.
- The Memorial Day Parade will be at noon on May 31st.
Mayor Vescio thanked Village Engineer Turiano for coordinating the Scarborough Fire Station Project.

Award of Bid – Quinn Road Culvert
Upon motion by Trustee Sullivan, seconded by Trustee Mayer, the Board voted unanimously to approve the following resolution as amended:
WHEREAS the Village received ten bids for the Quinn Road Culvert Project ranging from $63,850 to $147,700; and
WHEREAS, the net finances of the project will be charged to Capital Budget Code H1440.201.10272; and
WHEREAS, the Village of Briarcliff Manor Capital Fund has designated $206,000 for the 2009-2010 Village Wide Drainage Projects.
NOW THEREFORE BE IT RESOLVED that the bid for the Quinn Road Culvert Project is hereby awarded to Landi Contracting Inc. per their proposal of $63,850 with a 10% contingency, Inspection and As-Built costs not to exceed $13,885 with the total project cost of $77,735.
BE IT FURTHER RESOLVED that the Village Manager is hereby authorized and directed to execute an agreement with Landi Contracting Inc. for said project with modifications as set forth in a certain letter of counsel dated May 19, 2010, and that said letter be annexed as a part of the minutes.
Amend Master Fee Schedule
Mayor Vescio requested a letter be sent to the Westchester Library System regarding the fines for overdue library books.
Upon motion by Trustee Mayer, seconded by Trustee Capasso, the Board voted unanimously to approve the following resolution:
BE IT RESOLVED that the Board of Trustees does hereby amend the Master Fee Schedule effective June 1, 2010 for the Village of Briarcliff Manor as follows:

Authorize Village Manager to Execute Agreement – NYSDOT Snow & Ice
Upon motion by Trustee Capasso, seconded by Trustee Sullivan, the Board voted unanimously to approve the following resolution:
BE IT RESOLVED that the Village Manager is hereby authorized and directed to execute an agreement with the New York State Department of Transportation to amend the Indexed Lump Sum Municipal Snow and Ice Agreement for the winter of 2009-2010.
Fire Department Memberships
Upon motion by Trustee Sullivan, seconded by Trustee Mayer, the Board voted unanimously to approve the following resolution:
BE IT RESOLVED, that the Board of Trustees of the Village of Briarcliff Manor hereby approves the membership of Stephanie Bowen to the Briarcliff Fire Company.
Upon motion by Trustee Mayer, seconded by Trustee Capasso, the Board voted unanimously to approve the following resolution:
BE IT RESOLVED, that the Board of Trustees of the Village of Briarcliff Manor hereby approves the membership of Michael DiNolfo to the Scarborough Engine Company.
Minutes
Upon motion by Trustee Capasso, seconded by Trustee Sullivan, the Board voted unanimously to approve the minutes of April 30, 2010.
Upon motion by Trustee Sullivan, seconded by Trustee Mayer, the Board voted unanimously to approve the minutes of May 5, 2010.
Adjournment
Upon motion by Trustee Mayer, seconded by Trustee Capasso, the Board voted unanimously to close the regular meeting at 8:15pm.
