Regular Meeting
May 5, 2010

The Regular Meeting of the Board of Trustees of the Village of Briarcliff Manor, New York was held in the Village of Briarcliff Manor Village Hall, at 1111 Pleasantville Road, Briarcliff Manor, New York of the 5th of May 2010 commencing at 7:30 p.m.

Upon motion by Trustee Sullivan, seconded by Trustee Mayer, the Board voted unanimously to open the meeting.  

Village Managers Report

  • The Full Supply Water Project is moving along well.  
  • The two severe winter storms won’t be combined under FEMA.
  • The Window and Door Replacement Projects are progressing.  
  • A follow up meeting will be scheduled with Con Edison regarding storm management and the tree trimming program.  
  • The field at the Club site is moving along quite fast.  
  • The FY 10-11 Budget was approved on April 30th.  
  • Scarborough Firehouse is expected to be completed in early June.
Board of Trustees Announcements by Trustee Mayer
Mayor Vescio read aloud the following press release:

PRESS RELEASE

The Town of Ossining and its two incorporated Villages of Ossining and Briarcliff Manor have released the results of a study recommending the merger of their three individual Police Departments.  

According to the consultant, The International Municipality/County Management Association (ICMA), the proposed merger is estimated to save $3,000,000 of taxpayer dollars per year.  ICMA recommends that the present combined staffing level of 97 sworn officers can be reduced to 72 sworn officers with increased efficiency and enhanced professional police services to the three communities.  A single dispatching facility fully staffed by civilians rather than a combination of civilians and police officers is also highly recommended.  Also, the standard shift of 8 hours should be changed to 12 hours saving costs and increasing efficiencies described in detail in the report.

The receipt of the consultant’s report is the first step in a process that will now involve public meetings to discuss the report’s recommendations and to gather the opinions and input of citizens of the three communities.

The three communities had established a committee consisting of elected officials and private citizens representing each of the municipalities to work with the consultant and the three Police Departments throughout the study period.  

  • The day camp deadline was extended to Friday, May 14th
  • The Youth Center Open House will be on May 18th from 6-9pm for 5th Graders and their parents.
  • Summer registration has begun.
  • 1 week long specialty camps being offered in August.  
  • Stash the Trash was a huge success.  
Public Comments

Mr. Karl Etzold of 526 Pleasantville Road stated his displeasure with the noise generated from the Department of Public Works.  He requested a copy of the noise ordinance.   

Ms. Rosemary Herman of 518 Pleasantville Road stated her displeasure with the noise generated from the Department of Public Works.  She requested the Village contact Con Edison regarding their lot.  

Authorize Village Manager to execute an Agreement – North East Westchester Special Recreation

Upon motion by Trustee Sullivan, seconded by Trustee Mayer, with one opposing vote by Mayor Vescio, the Board voted to approve the following resolution:

BE IT RESOLVED that the Village Manager is hereby authorized and directed to execute an interagency agreement with North East Westchester Special Recreation, Inc. for the provision of a therapeutic recreation program for residents with disabilities.



Award of Bid – Quinn Road Culvert

The Board requested further information regarding the contractor and any potential liability associated with hiring them.  

The matter was tabled to the next meeting.  

Board Appointment

The Board thanked Ms. Mangialardi for volunteering and stated she had a very impressive resume.  

Upon motion by Trustee Mayer, seconded by Deputy Mayor Venditti, the Board voted unanimously to approve the following resolution:

BE IT RESOLVED, that the Board of Trustees of the Village of Briarcliff Manor hereby makes the following appointment:

Katherine Mangialardi as Recreation Advisory Committee Student Member (Ossining) for a 1 year term to expire April 1, 2011.

Authorize Village Manager to execute a Professional Services Agreement for Design Services for Scarborough Park Improvements

The Board had general discussion regarding the underwater survey and its necessity.  

Upon motion by Deputy Mayor Venditti, seconded by Trustee Capasso, the Board voted unanimously to approve the following resolution:

BE IT RESOLVED that the Village Manager is hereby authorized and directed to execute a Professional Services Agreement with RGR Landscape Architecture & Architecture, PLLC to provide the Village with design services for Scarborough Park Improvements per their proposal of $27,000 for Phase I for the preliminary design of the project; and

BE IT FURTHER RESOLVED that the total Phase I cost not to exceed $27,000 is to be charged to Capital Budget Code H7110.201.06740.  

Budget Amendment – Water Fund

Upon motion by Deputy Mayor Venditti, seconded by Trustee Capasso, the Board voted unanimously to approve the following resolution:

BE IT RESOLVED that the budget for Fiscal Year 2009-2010 is hereby amended as follows:

Increase Revenue – Transfer from Capital
(F0102.5031) by $22,153.49

Increase Revenue – Transfer from Debt Service
(F0102.5050) by $39,159

Increase Expenses – BAN Interest Expense
(F9730.720) by $61,312.49

Adjournment

Upon motion by Trustee Sullivan, seconded by Trustee Mayer, the Board voted unanimously to close the regular meeting at 8:30pm.
