Regular Meeting
July 16, 2009

The Regular Meeting of the Board of Trustees of the Village of Briarcliff Manor, New York was held in the Village of Briarcliff Manor Village Hall, at 1111 Pleasantville Road, Briarcliff Manor, New York of the 16th of July 2009 commencing at 7:30 p.m.

Board of Trustees Announcements by Deputy Mayor Venditti
  • Summercliff Players summer musical is the Secret Garden with performances July 24 – 26th
  • Community Luau will be at Law Park on July 31st
  • Community Day will be on September 12th
  • McCrum Field drainage work will commence in mid-August
  • Summer Camp has reached the mid-way point
Village Managers Report by Village Manager Zegarelli
  • 4 of the 5 Full Water Supply Project Agreements have been executed.
  • The Rosecliff Tank bid documents are available
  • Water consumption is significantly down due to wet season and tightening up on leaks.  
  • ICMA studies are underway, more meetings are scheduled
  • The Court Clerk is working on a grant to update all of the seating in the court room.  
  • The generic seasonal banner is up with a banner policy forthcoming
  • Changes are coming up at the Scarborough Station.  Information will be on the website and in various locations
  • A ceremony will be held in September for John Kolsch, a Medal of Honor recipient.   
  • Line striping in the village is almost done
  • Street light inventory program is almost done
  • Brookwood pump station work is almost done
  • Annual sidewalk work is continuing
  • Scarborough Station water main project will begin in August
  • Awaiting wetlands permit for the DPW garage
  • Taxes were due july 1st, 95 unpaid remain
  • After reviewing close out numbers, the first quarter of sales tax will be down 10%
  • The mortgage tax is off by $62,000
  • Library work in the lot is being done
  • There was a fatal accident on Route 9 today just outside of the Village
Mayor Vescio stated there were three accidents today and wanted to emphasize the importance of safety on the road.  He further stated walkers and joggers need to face traffic and drivers need to slow down.  

Public Comments

Mr. Clay Tiffany of Hall Road stated his concerns about unleashed dogs and complaints about the Police Department.  He asked the cost of renting the Recreation Room and if one of the store’s downtown had asbestos.

Budget Transfers – Non Budgeted Items

Upon motion by Deputy Mayor Venditti, seconded by Trustee Sullivan, the Board voted unanimously to approve the following resolution:

BE IT RESOLVED that the budget for Fiscal Year 2008-2009 is hereby amended as follows:

Increase Expenses – Police Off-Duty
(A3120.112) by $3,573.63

Increase Revenue – Police Off-Duty
(A0103.1521) by $3,573.63

Increase Expenses – Health Insurance COBRA
(A1620.821) by $1,261.81

Increase Revenue – Health Insurance COBRA

Increase Expenses – Insurance Recovery

Mr. Clay Tiffany of Hall Road asked for an explanation of the Off Duty Police payments and which Officer’s worked and what they did.  

Village Manager Zegarelli stated he would provide the information.  

Naming of Briarcliff Manor-Scarborough Historical Society Facility at the Briarcliff Manor Public Library

Village Manager Zegarelli stated they were near the final draft of the agreement and the Village found a grant to offset some of the construction costs.  

Trustee Sullivan requested when the Library is referenced to include the Community Center as well and instead of referring to the space as the “basement” that it be referred to as the “lower level”.  

Upon motion by Trustee Sullivan, seconded by Deputy Mayor Venditti, the Board voted unanimously to approve the following resolution:

Whereas, Eileen Weber has dedicated her life to all things Briarcliff and Scarborough being singularly focused and active in a host of business, civic, charitable and community organizations; and

Whereas, Eileen Weber was instrumental in the cultivation and growth of the Historical Society of Briarcliff-Scarborough and the documentation of ~the rich history that makes our community a special place to live and end enjoy life; and,

Whereas, the Historical Society is about to initiate a major fund raising effort whose funds will be dedicated for the construction and equipping of its permanent location in the lower level of the Briarcliff Manor Public Library and Community Center:

NOW Therefore Be It Resolved, that upon recommendation of the Historical Society of Briarcliff Manor-Scarborough, that the new facility to be built and housed at the Briarcliff Manor Public Library and Community Center and upon completion will thereafter be named “The Eileen Weber Historical Society Room” and urge our community to recognize Eileen Weber’s dedication to our community and its history.

Fire Department Membership

Upon motion by Deputy Mayor Venditti, seconded by Trustee Sullivan, the Board voted unanimously to approve the following resolution:

BE IT RESOLVED, that the Board of Trustees of the Village of Briarcliff Manor hereby approves the membership of Darren Calmen to the Scarborough Engine Company.  

Upon motion by Trustee Sullivan, seconded by Deputy Mayor Venditti, the Board voted unanimously to approve the following resolution:

BE IT RESOLVED, that the Board of Trustees of the Village of Briarcliff Manor hereby approves the membership of Alexander Rich to the Scarborough Engine Company.  

Upon motion by Deputy Mayor Venditti, seconded by Trustee Sullivan, the Board voted unanimously to approve the following resolution:

BE IT RESOLVED, that the Board of Trustees of the Village of Briarcliff Manor hereby approves the membership of Megan Ward to the Scarborough Engine Company.  

Minutes

Upon motion by Deputy Mayor Venditti, seconded by Trustee Sullivan, the Board voted unanimously to approve the minutes of May 20, 2009 as amended.

Upon motion by Trustee Sullivan, seconded by Deputy Mayor Venditti, the Board voted unanimously to approve the minutes of June 4, 2009.  

The June 18, 2009 minutes were tabled to the next meeting.

Upon motion by Deputy Mayor Venditti, seconded by Trustee Sullivan, the Board voted unanimously to approve the minutes of July 1, 2009 as amended.

Acceptance of Donation to Purchase Window Shades for the Library

Upon motion by Trustee Sullivan, seconded by Deputy Mayor Venditti, the Board voted unanimously to approve the following resolution:

BE IT RESOLVED, that the Board of Trustees hereby accepts a donation in the amount of $4,675.00 from the Friends of the Library for the purposes of purchasing window shades for the Briarcliff Manor Public Library.  

Adjournment

Upon motion by Deputy Mayor Venditti, seconded by Trustee Sullivan, the Board voted unanimously to adjourn the regular meeting at 8:30pm and enter into executive session to discuss contract negotiations.
